The Trade Union Congress (TUC), Monday,said
placing the burden of fuel subsidy removal completely on the shoulders of the masses while those in power continue to bask in wealth was unjust.

Its President,Festus Osifo,who disclosed while briefing the media on the state of the nation, maintained that the persistent call for sacrifices on the part of citizens was no longer tenable

The Tinubu administration should show good example by cutting the cost of governance,he said,stressing that the proposed purchase of new vehicles by the 10th National Assembly was unpalatable going by the current situation in the country.

He implored President Bola Tinubu to start by reducing the number of his aides and making sure that each new minister only has a maximum of two assistants.

“We are canvassing for a basket that will contain alternatives to PMS, palliatives and reduction of the cost of governance, because, government cannot continuously ask the workers and the battered Nigerian masses to continuously tighten their belt. We have adjusted our belts and we have even exceeded the lap hole while in the government, they are continuously increasing their largesse.

“For us it shouldn’t be the case of an animal farm where all animals are not equal. We are all Nigerians. If you tell us that there is a crisis, everybody must contribute to solving it. It should not be to the detriment of the down trodden Nigerian workers.

“The burdens should not all be put on the citizens, they must be willing to tell us the sacrifices they are willing to make.”,he said.

Osifo implored the government to expedite work of the several committees overseeing the consultation on the withdrawal of fuel subsidies.

He noted that the Congress could only support concrete incentives that would be transparent and tangible, adding that they would not tolerate any additional attempts by the government to impose cash transfer palliatives.

He advised the government to shelve the proposed increase in electricity tariff,saying; “You would be adding salt to people’s injuries if you increase the electricity tariff. Nigerians’ endurance level is getting to the limit. It may get to a point that Nigerians would not be able to take this anymore.

“When you are bringing about policies even when the policies are the best, you must look at the timing and how to phase them out for you not to make the citizens suffer.

“We also say no to the proposed 7.5 percent VAT on AGO. It has been deregulated and the market forces are what determine the price. Today, if you introduce the VAT on AGO, we should be ready that this similar VAT will be introduced to PMS. As of today, they are listening but we have communicated with some of our affiliates that are directly responsible for this to continuously monitor if the government wants to introduce this through the backdoor”

Gas Flaring: We’ll Recover $9bn Unpaid Fines From Oil Companies-Reps

The House of Representatives will recover over $9billion gas flaring fines imposed by federal government on erring oil and gas companies in the country.

The Chairman of the Ad-hoc Committee investigating gas flaring, Hon. Ahmed Munir gave the assurance at the post-investigative hearing briefing in the National Assembly in Abuja.

The briefing was attended by various stakeholders drawn from Federal Ministry of Environment, Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), National Oil Spill Detection and Response Agency (NOSDRA), among others.

He promised that the 10th Assembly will do everything within its powers to ensure the recovery of all unpaid levies and ensure compliance with extant legislations and regulations.

“I can assure you that we will not take this lying down. There are two ways to go about it, we have the issues of penalties that are not paid, amounting to about $9 billion or thereabout, that one is there. We know how to recover it.

“Secondly, going forward, those that are still polluting how do you ensure you get it down to zero and what are the penalties that are going to be out in place.

“Thirdly, the big difference between then and now is, we now have a PIA in place so how do you implement it. Where we have loophole that’s why we are here to hear from the people concerned. Is there any amendment that will be required?

“If you are going to bid for oil bloc in Nigeria, and you see that out of the criteria one is your gas master plan, how do you key into that? You can’t win a bid without ensuring you’ll be able to utilise that gas or evacuate the gas responsibly.

“The issue of how many people do FIRS run around and.make them to.pay their taxes, if you’re a contractor and you are bidding, and you don’t have your FIRS Certificate, you are not going to go anywhere if you don’t have various certificates whether BPP, BPE or whatever may be the case.

“So, if don’t have that, you can’t win the bid, so are we going to go and look for you to pay your fees or you go yourself to pay your fees? So, we have to create a mechanism where the business environment requires that certain things need to be put in place.

“If an establishment is going out to go and look for loan and you are owing another bank, I believe there’s a central database of CBN that even if you’re owing N1 you’ll be declined.

“So, why shouldn’t we have a centralised database of defaulters owing, of the people who are not doing the right thing they can’t further renege on these issues,” Hon. Munir noted.

He added that the House was worried by the level of impunity being perpetuated by the operators in the industry.

The Chairman, Revenue Mobilisation Allocation and Fiscal Commission RMAFC Gas Monitoring Committee, Mr. Patrick Mgbebu announced that the gas flare penalty payment regime from 2013-2018 (2018 Jan-June) was US$0.30, while from 2018 (July-Dec) to 2023 It Is pegged at $2.00.

The penalties payable amounted to $3,465,299,226.55 and the value of gas would have been $12,403,000,001.20 if the gas was sold and not flared,he said.

Noting that Nigeria has a proven gas reserves of 201 trillion standard cubic feet and unproven gas reserves of 600 trillion standard cubic feet, yet production of gas remains very low and unstable, he advocated the need for drastic measures toward tackling the menace.

Speaking,a Director at Federal Ministry of Environment, Mr. Olubunmi Olusanya emphasized the need to give legislative backing to the use of oil tracker as part of measures aimed at ending the gas flaring menace in the country.

He said: “I also want to plead that the oil tracker should be given a legislative backing, so that it can be used as benchmark for sanctioning of the 44 companies.Presently, a lot of companies are flaring because what they’re are flaring is nothing compared to the investment in the utilisation of gas that is being flared.

“But when the penalty is adjusted appropriately and we are not depending on their meters and we are using the gas flare meter developed by NOSDRA, and they are paying heavily for the flaring gases, I’m very sure all of them will begin to think of alternative use of gas being flared unabatedly,” he added.

In his keynote address, Speaker Tajudeen Abbas who was represented by the Chief Whip, Hon. Usman Kumo observed that gas flaring and venting has been a significant environmental, economic, health and social concern in our country for many years.

He said:“Firstly, gas flaring represents a tremendous waste of valuable resources. Natural gas is a precious energy source that could be utilized for various purposes, such as electricity generation, heating, or industrial processes. By simply burning off this gas, we are squandering a valuable resource that could contribute to energy security and sustainability.

“Moreover, gas flaring has led to substantial economic losses and revenue decline for the nation. The flared gas represents lost revenue that could have been generated through its sale or utilization. Official records indicate that we lose about $2.5 billion annually to gas flaring.

“However, the consequences of gas flaring extend beyond economic considerations. It also poses serious health hazards to nearby communities. The combustion of gases released during flaring produces various toxic substances which have detrimental effects on human health when inhaled or exposed to over an extended period. Affected communities often experience higher rates of respiratory diseases, skin disorders, and other health issues compared to areas without gas flaring

“As a major contributor to climate change and environmental degradation, gas flaring has direct and indirect impacts on soil, water, and wildlife. The atmospheric contaminants associated with it, acidify the soil, deplete soil nutrient and stunt the growth of crops, thereby affecting agricultural productivity.

“In addition to soil impacts, the aquatic ecosystems is equally destroyed owing to increased water temperatures in nearby rivers and oceans. As a result, fish stocks may decline or even collapse in our rivers and oceans. Environmental experts have equally discovered that the bright light, noise and heat of gas flares scare away wildlife, leading to their migration to more friendly environments”.

Delta: Police Arrest Bandits Who Killed Two Officers

The police in Delta state have nabbed some suspected members of a bandit group that killed two police officers at Oleh roundabout, last Saturday, while on stop and search duty.

In a statement issued by the Police Public Relations Officer, Delta State Command, DSP Bright Edafe on Monday, said the Police operatives were attached to Dragon Patrol team.

It said:”On 23/7/2023, at about 1140hours while on stop and search duty at Oleh roundabout by suspected bandits, who shot and killed two operatives and set the patrol vehicle ablaze.

“The Commissioner of Police, Delta State, CP Wale Abass, detailed a combined team of Policemen attached to Ozoro Area command, Dragon patrol to go after the attackers.

“With the support of troops from the Nigerian Army, 63 Brigade and members of the local vigilante, the men swung into action. During the operation, the combined team engaged the hoodlums in a serious gun duel, subdued the hoodlums who fled into the bush having been inflicted with gunshot injuries”

The team traced their blood to a river where one AK-47 rifle was recovered on the same date of the incident. The response team sustained the tempo and continued the operation on July 24,this year,it said.

It added:”Acting on credible intelligence, they stormed Erowa community bush in Isoko North Local Government Area, where they engaged the remnant of the bandits in serious gun duel, neutralized one of them, arrested two others, recovered two more AK-47 rifles, one Assault rifle, four magazines and twelve 7.62 AK-47 ammunition. Effort is still on to track down other members of the syndicate”, it added.

Rail Construction: Lagos Diverts Traffic For 22 Weeks

The Lagos state government will divert traffic in some parts of the state from tomorrow for the ongoing construction of the Lagos Rail Mass Transit, Red Line from Oyingbo to Agbado.

A statement by Engr. Abdulhafiz Toriola, Permanent Secretary, Ministry of Transportation said that the Muritala Mohammed Way, Yaba, Apapa Road, Oyingbo and Ojuelegba Road would be shut for a duration of 10 Weeks, while Kayode and Ogunmokun streets, in Mushin area would be closed for a duration of 22 weeks.

Toriola disclosed that the motorists on Muritala Mohammed Way would be diverted from Abeokuta Street into Borno Way to link Coasts Street and access Muritala Mohammed Way or alternately use Cemetery Street to continue their journeys.

He added that motorists may also use Ojuelegba/Tejuosho slip road from Muritala Mohammed Way to continue their journeys.

Besides, motorists on Kayode Street moving towards Mushin would be diverted via Jibowu to Lagos-Abeokuta Expressway to link Ogunmokun Street, while those on Ogunmokun Street would be diverted to Lagos-Abeokuta Expressway, via Ilupeju Bypass to link Ikorodu Road.

Toriola advised motorists to be patient, stressing that the lane closure was part of the traffic management plans for the construction of Mushin Overpass Phase 1 project.

Subsidy: Arewa Youths Threaten To  Mobilize Nigerians For Mass Protest

Arewa youths under the aegies of Arewa Citizens Watch for Good Governance (ACWGG), has expressed disgust over the escalating energy prices in Nigeria and growing hunger occasioned by fuel subsidy removal in the country

They advocated the need for the sack of group CEO, Nigeria National Petroleum Corporation Limited (NNPCL), Mele Kyari, and vowed to call for mass protest if demands are not net within 10 days.

Alhaji Aliyu Sani, chairman of ACWGG,conveyed the threat in a press statement on Monday

The group called for a comprehensive investigation into the subsidy regime and the corruption allegations within the oil and gas sector, as evidenced by the suspicious drop in daily consumption of Premium Motor Spirit (PMS) and the astronomic rise in the general revenue of the country.

The recent increase in NNPCL’s output, without corresponding investment in the company, the group said,has instead exposed the pervasive corruption within the sector.

The group said it alarming that the Company was declaring paltry production volume, which falls short of our OPEC quota even though the country has not recorded any major disaster.

The statement reads in part:”The criminals in the oil and Gas Sector are only responding to the body language of Asiwaju Bola Ahmed’s Zero Tolerance to bad governance, hence, the magical performance by people desperate to keep their offices. This raises serious doubts about the integrity and competence of the current leadership at NNPCL.

“ACWGG firmly believes that the Nigerian people deserve better. As a nation blessed with abundant natural resources, it is only fair that the benefits of these resources are felt by all citizens, not just a select few. The mismanagement and corruption within the oil and gas sector have hindered economic growth and contributed to the financial burden faced by ordinary Nigerians.

We expect the administration to go after those that have benefitted from the opaque Subsidy aspiration just as Nigerians are bearing with the hardship induced by the sudden removal of the subsidy. Our people cannot continue to die of hunger, while the people that put in the situation that warranted the removal of the subsidy continue to enjoy the privileges of their offices.

“Furthermore, we express strong disapproval of the reported plan to re-award the pipeline surveillance contract to Tompolo, a move that we consider detrimental to the capacity of the Armed Forces to curtail internal and external aggression. It equally shows that corruption and money for the boys show that granting such a contract to individuals with questionable backgrounds raises serious concerns about the government’s commitment to transparency, accountability, and the fight against crime.

“We urge the President to stop the forthwith and instead prioritize using the money for the contract to fund our Armed Forces to deal with oil thieves in the Niger Delta region.We’re aware that stoppage of the contract will lead to the emergence of activities of Militants.

“ACWGG wish to call upon the Nigerian Military to take swift and decisive action to crush any form of anarchy. We stand firmly against the activities of militants that threaten national security and impede the progress of our great nation.

“The safety and well-being of all Nigerians are of paramount importance, and we urge the security forces to maintain law and order while protecting the rights and dignity of every citizen.

“On behalf of concerned citizens, we reiterate the demand for the immediate removal of all heads of NNPCL, Midstream and Down Stream Petroleum Regulatory Authority, Upstream Regulatory Authority, and all heads of NNPCL subsidiaries.

“We wish to call upon the relevant authorities to launch a thorough investigation into the corruption allegations within the oil and gas sector and hold those responsible accountable for their actions. The Nigerian people deserve a transparent and efficient energy sector that works in their best interests. This cannot be done with them on the saddle. The CBN and EFCC templates should the replicated here.

“We urge the government to prioritise good governance, promote transparency, and foster an environment that is conducive to the growth and development of Nigeria. Our group remains committed to monitoring the actions of public officials and will continue to advocate for the rights and welfare of all Nigerians.

“We also wish to call all state governors and the federal government to quickly roll out palliatives, as our members are dying of hunger, as most of them are unable to farm due to activities of bandits and cannot afford to buy expensive food in the markets.

“We wish to also call on other Civil Society Organisations to commence mobilisation of members to protest against the artificially induced hunger and high-cost living in our country.

“Where our demands are not met within 10 days, we shall have no other option than lead hungry, depressed, and frustrated Nigerians to a massive civil and peaceful protest to ensure that they are achieved,” the statement added.

The Edo State Civil Society Organizations (EDOCSO) and other civil rights groups in Edo, Monday, protested the hardship Nigerians are currently experiencing on account of the recent removal of fuel subsidy by the federal government.

Speaking at the rally in Benin City, the EDOCSO interim president, Comrade Austin Enabulele, said while the group appreciated the removal of the petroleum subsidy by the federal government, the government should have put modality in place to cushion the pains that same would have on poor Nigerians.

“We appreciate that he has removed subsidy because they are using it to steal from us but then, before you do that, you must put palliative in place, you must ensure that the refinaries are working even if it is two, they should be working so that they can be able to buy fuel in an affordable price in Nigeria”, Enabulele added.

He punctured the rationale behind the N8,000 proposed palliative for 12 million Nigerians which will amount to N996 billion,while N70 billion will be spent on 469 national assembly members.

He added:”And we have come to tell him that we don’t need the N8000 palliatives. He should keep it to himself . It is another way of stealing Nigerians money.

“How do you get the statistics of 12 million Nigerians that you want to pay N996 billion to as palliatives? Meanwhile, you want to spend N70 billion for the national house of assembly who are just 469 members.

“Is that not stealing? Is that not calling Nigerians fools? We want to let President Bola Tinubu know that we are not fools and that enough is enough”, Enabulele added

President, Talakawa’s Parliament (TP) Comrade Kola Edokpayi, said “it is no longer news that the poverty rate has increased under the watch of our president.

” It is sad we are where we are today. We cannot continue like this. Imagine lawmakers proposed N70bn palliative when the masses are suffering.”

Court Summons NDLEA Top Officials Over Alleged N3.7m Bribe

Justice Akintayo Aluko of the Federal High Court in Lagos has summoned top officials of the National Drug Law Enforcement Agency (NDLEA) in Lagos on account of a N3.7million bribery allegation by a convict, Mrs. Fatima Hassan.

The judge invited the Lagos State Commander of the Agency, Umar Isa Adoro; the Officer-in-Charge (O/C) of Squad A (Chief Superintendent of Narcotics, CSN) Quatu Mohammed and one ‘Officer Sanni’ to respond to the claim.

Mrs Hassan had alleged that Sanni, who she described as the IPO (Investigative Officer) for her case, extorted N3.7million from her family.

She also alleged that she was kept in the NDLEA’s custody for allegedly unlawfully dealing in Cannabis Sativa, otherwise known as Indian Hemp.

She said Sanni demanded the money under the guise of using same to facilitate her bail for a drug-related offence, but that she was neither granted bail nor was the sum returned to her.

She told the court that the NDLEA declared N2.7million of the sum as proceeds of crime, while it kept back N1million.

The allegations came to fore in the course of Hassan’s prosecution by the NDLEA on charge marked FHC/L/CS/290C/2022 before Justice Aluko.

Hassan was arraigned on a one-count charge of dealing in 33.5 kg of Cannabis Sativa without lawful authority, contrary to and punishable under Section 11(c) of the NDLEA Act.

She,had,however pleaded guilty and was convicted.

In the course of reviewing the facts of the case, prosecution counsel LN. Nor sought to tender eight exhibits, including a monetary sum of N2.5 million in N1000 notes, described as a proceed of crime.

He was opposed by defence counsel O. Ojakovo, who sought the return of N3.7m to the convict’s family.

Ojakovo said: “The monetary exhibit was not recovered from the Defendant. It was the officer of the Agency that told the relations of the Defendant to raise money in the sum of N2.5 million for the Defendant to be released on bail.

“The family members of the Defendant went to borrow the money and are still servicing the loan to date. The money is actually N3.7 million given to the officer and not N2.5 million.

“The officer said it is only N2.5 million he has with him and we said it is ok. The officer is known as Mr. Sanni. It will be unfair, unjust, and inhuman to classify the sum as proceed of crime.We will make the necessary application for the return of the money to the family of the defendant.”

But,Nor insisted that the money was a crime proceed.

He said: “The said sum of N2.5 million is a proceed of dealing in drugs which PW1 9Prosecution witness 1) mentioned in his evidence. By Sections 31, 32, 33, 34 NDLEA Act, the money is subject to seizure. The money was brought to the office of the Agency as part of the proceeds of crime. The money was brought to obstruct the cause of justice which is an offence by section 39 of the NDLEA Act. The money i.e. N2.5 million is a relevant fact to the charge of drug dealing. We urge the court to admit same in evidence.”

He was supported by PW1, who, upon questioning by the court, said “On the 6/6/23, the O/C squad A in the person of Quatu Mohammed (CSN) handed over the money to me as a proceed of crime in connection with the case of the Defendant. That is all I know about the money.”

Justice Aluko also questioned Mrs. Hassan about the money.

“The money is actually N3.7 million. The officer said my family should bring N3.7 million for bail. My family brought the sum of N3.7 million and they did not release me. My family members are in Court,” Hassan answered.

She repeated her claim under cross-examination by the prosecution.

Hassan maintained that it was the officer named Sanni who asked her family to bring the money for her bail.

She added that she made a report an Officer named Hamza Ibrahim at Ikeja where we were kept at the time.”

Hassan’s husband, Bamidele Ogunkoya, corroborated her claim under oath.

He added: “Officer Sanni told the other three officers that the money was N2.5 million. Sanni gave only N2.5 million to the Commander. The Commander said they should go and bring the Defendant from Ikeja to Gbagada. When we got to the Commander, the Commander said he has no power to release the defendant when he read the charge. The name of the Commander is Umar Adoro. He said we should go and that we will meet in court. Since that day if I call Officer Sanni, he would not pick up my call.”

Justice Aluko upheld the prosecution’s argument that the money ought to be admitted as an exhibit.

He added: “Further proceedings shall be conducted on the circumstances surrounding the money and how it got to the custody of the Agency. For now, the money is admissible in evidence.”

The judge sentenced Mrs. Hassan to four years imprisonment on the one count charge with an option of payment of a fine in the sum of N1million.

He said the sentence “shall run from the date of the arrest and detention of the convict. If the convict elects to pay a fine, in addition, the convict is sentenced to perform community service by picking up refuse, sweeping and clearing drainages under Eti-Osa LGA Lagos for a period of one month. She shall perform community service for 1 hour daily for 2 days of each week for 4 weeks. The convict shall produce a guarantor who shall undertake to produce her if she absconds from such service.”

On the money, he added: “In the main time, I order that the monetary exhibit shall be deposited in the Bank by the DCR in an interest-yielding account until further directives.

“I order that the persons mentioned in the course of the proceedings as Quatu Mohammed (CSM) officer Sanni the (IPO) and Umar Isa, Lagos State Commander of the NDLEA ACGN, in charge of Lagos State ‘Command of the Agency shall appear in court at the next date, to explain what they know about the circumstances sum of N2.Sm in this case.

“The case is adjourned to 11/10/2023 for further proceedings on the issue surrounding the alleged monetary exhibits”.

Kidnapping: Bayelsa: Police Rescue Two Children, Arrest Four Suspects

Operatives of the Bayelsa State Police Command have rescued two stolen children that were trafficked to Abia and Enugu States, and arrested four suspects allegedly caught in the act.

The Police Public Relations Officer, Asinim Butswat,who conveyed this in a statement on Monday,identified the members of the four-man child-trafficking syndicate as Sunday Aniele, Chioma Obi, Kingsley Chimobi and Harriet Chukwu.

The command said the suspects have admitted to collecting one million six hundred thousand naira only, for the two children.

It noted that the children, four-year-old Success and two-year-old Prince– a female and a male– were stolen around Igbogene community in the Yenagoa Local Government Area of Bayelsa State on June 19, and recovered on July 21 and 22.

The command disclosed that its men from the Gender Unit and the State Criminal Investigation Department apprehended Aniele and Obi at Ughelli, Delta State, on July 7 and picked up Chimobi and Chukwu at Onitsha, Anambra State three days later, following discreet investigation.

It added: “The children namely; Success ‘f’ four years and Prince ‘m’ two years were stolen by one Sunday Aniele ‘m’ 22 years and Chioma Obi ‘f’ 24 years, on 19th June 2023, at Igbogene, Yenagoa, Bayelsa State.

“On that fateful day, Chioma Obi who claimed to be a sister of Sunday Aniele took the children away under the guise of purchasing drugs for them, unknown to their parents the children were taken out of the State to an unknown destination.

“After a diligent investigation by police operatives, crisscrossing Delta, Anambra, Enugu, and Abia States, Sunday Aniele and Chioma Obi were arrested at Ughelli, Delta State on 7th July 2023. Subsequently, one Kingsley Chimobi ‘m’ 28 years, and Harriet Chukwu ‘f’ 36 years were arrested at Onitsha, Anambra State on 10th July, 2023.

“Further investigation took the police team to Enugu, where Success ‘f’ 4 years was recovered on 21st July 2023, and Abangwa, Abia State where Prince ‘m’ 2 years was recovered on 22 July 2023. The suspects have admitted to collecting one million six hundred thousand Naira only, for the two children.”

The Commissioner of Police, Tolani Alausa, has directed the investigating unit to conclude its investigation and charge the suspects to court.

Don’t Embark On Strike, Speaker Tajuddeen Abbas Begs Doctors

Speaker Tajudeen Abbas has begged members of the National Association of Resident Doctors(NARD) to suspend their planned strike action and pave way for the House to intervene in the dispute.

He spoke at a meeting with the leadership of the doctors in his office,where he also implored them to offer realistic solution to the issues in dispute.

The resident doctors had embarked on warning strike before the inauguration of the current Tinubu government demanding a 200 percent increase in their salaries and other associated allowances.

They also want the payment of all salary arrears, implementation of the CONMEAS salary structure and new hazard allowance and domestication of the Medical Residency Training Act and payment of medical residency training fund to its members in state tertiary health facilities among others. After suspending the strike, the doctors issued a fresh two-week ultimatum for the government to meet its demands.

But,Speaker Abbas said the decision of the leadership of the doctors to meet with the House is an affirmation of their faith and confidence in the capacity of the House to intervene and resolve the lingering issues in dispute.

He said: “This is most reassuring owing to the fact that the 9th Assembly had previously intervened in this matter. We hope to even go beyond the steps and actions taken by the previous House to ensure that we find a lasting resolution to the ever lingering crisis”.

He said further that the House was not unmindful of the many sacrifices resident doctors have continued to make in the nation’s health sector in spite of the many challenges they face and the poor conditions within which they work.

He also said,while many doctors have left the shores of the country in pursuit of better working conditions, they have chosen to remain behind in service to their fatherland.

He promised them that the House will deploy every legislative instrument available to us to ensure that they are fully compensated and rewarded for this act of patriotism.

Subsidy: Kwara Workers To Get N10,000 Monthly Palliative

Kwara State Governor, AbdulRahman AbdulRazaq, has approved N10,000 monthly palliative for workers to help them cope with the recent fuel subsidy removal and its attendant economic impacts.

The government announced this at a press conference addressed by the Chief Press Secretary to the governor, Rafiu Ajakaye, at the Government House, Ilorin on Monday.

He said,on top of the palliatives is a cash support of N10,000 for every public sector worker in the state, which will begin this month (July) and last until a new minimum wage is introduced to enable workers to cope with the economic shocks created by the subsidy removal.

“In deference to the new advisory of the National Economic Council for states to design their own independent responses to the development, the governor has directed the leadership of the civil service to continue a staggered work schedule — not exceeding three days a week — to reduce transportation expenses for workers,” he said.

According to him,Kwara had earlier introduced a 3-day work schedule for its civil servants but suspended it in deference to an earlier advisory of the NEC for states to await a more holistic response to the development.

He clarified that the staggered work plan will not cover ‘essential workers.

He added:“The governor has similarly approved the payment, from this month, July, of new hazard and skipping allowances, and 100% CONMESS for consultants and medical doctors under the government’s payroll.

“He also approved a new regime of allowances for nurses working for the state government. The whole essence is to check attrition rate in the health sector, and attract and retain medics and specialists to provide improved, qualitative healthcare services for the people of the state”

He said:“The governor has also endorsed immediate cash-backing of 2019 and 2020 promotion for Teaching Service Commission workers. The administration had earlier cash-backed arrears of promotion for TESCOM for the years 2015-2018.

“In the same vein, he has approved cash-backing for the 2021 promotion exercise of teaching and non-teaching staff of SUBEB and restoration of steps to all of them. This is a policy response to the yearnings of SUBEB workers since 2016 when SUBEB workers no longer had steps.

“The governor also approved the extension of free bus rides for students of tertiary institutions in the state, while modalities for occasional distribution of food to poor and most vulnerable households are to be activated in the next few days.

“This shall be nonpartisan and would be coordinated by a government team to be supported by respected stakeholders who would get inputs from traditional rulers, religious bodies, market leaders, trade unionists, and community-based organisations to generate the lists of beneficiaries and disburse accordingly.

“The whole idea of these interventions, which gulp billions of naira of public funds, is to show empathy and deploy as much resources as the state can afford to support the people at this special time.

“The governor has also approved the Kwara State Social Investment Programme (KWASSIP) to activate N500m worth of conditional support for petty traders and MSMEs in the state.

“The state government will receive fertilisers and grains from the Federal Government and pay for same. It is not free. Modalities for the handling of these will be made available later. This is to boost farming outputs and food security in the state.
