Oyo Clamps Down On Advertising Practitioners Over N650m Debt

The Oyo State Signage and Advertisement Agency (OYSAA) has clamped down on third party agents and other advertising practitioners for non compliance and refusal to pay advert bills to the state government purse.

The Director-General, Oyo State Signage and Advertisement Agency (OYSAA), Mr. Oludolapo Eso-Ajanaku,disclosed this on Wednesay, after leading an enforcement exercise within Ibadan metropolis.

He stated that the state government is being owed over Six Hundred and fifty million naira (N650M) in revenue default from these advertising practitioners over the period in view.

Mr. Oludolapo said the decisive action was as a result of an extensive debt profile that has continued to grow, despite repeated encouragement and ample opportunities provided by OYSAA to third–party practitioners to reconcile their accounts and reduce their debt profile.

He added that despite the compassion and generosity shown by the State government over an extended period, it has become obvious that the current level of non-compliance can no longer be sustained.

He said: “This enforcement initiative is not only about addressing the current financial discrepancies but also about setting a precedent for accountability and compliance within the Oyo State”, adding that, the ongoing non-compliance has reached a point where it jeopardizes the expansion of Internally Generated Revenue (IGR) of Oyo State”.

He urged all third-party practitioners within the state to promptly address their debts to avoid potential disruptions to their operations, stressing that, the agency reserves the right to approve, terminate, or revoke its engagement with any individual or organization at any point in time if they default in their roles and obligations to the agency.

FG Revokes 924 Dormant Mining Licenses

The federal government has revoked 924 dormant licenses covering exploration, mining, small-scale mining, and quarrying.

Minister of Solid Minerals Development, Dr. Dele Alake,disclosed this at a press conference on Wednesday.

According to him,the revocation followed due process, with adequate notice given to all concerned parties as stipulated in the official Gazette of the Federal Republic of Nigeria, No. 227, published on December 27, 2023.

Of the 963 licensees notified of the impending revocation, only 39 took immediate action or provided convincing reasons for the dormancy of their licenses,Dr. Alake said.

He said,consequently, 928 licenses were revoked, comprising 528 exploration licenses, 20 mining leases, 101 quarry licenses, and 273 Small Scale Mining Licenses (SSML).

He emphasized that the revocation aligns with the government’s commitment to enforcing the “Use it or Lose it” policy entrenched in mining guidelines.

He added:”Investors worldwide are now free to apply for any affected Cadastral Units on a ‘first come, first served’ basis. This decision aims to sanitize the licensing system and penalize those who treat the sector as a mere commodity.”

He announced fines for the different categories of revoked licenses. Revoked Mining Licenses incur a fine of N10 million, N7.5 million for Small Scale Mining Licenses (SSML), and N5 million for Exploration Licenses (EL).

Licensees have 30 days to pay the fines to qualify for consideration,he said.

Besides,Dr. Alake warned against license racketeering and speculative practices, affirming the government’s zero-tolerance stance on such activities. He urged investors to swiftly initiate projects upon obtaining licenses, emphasizing Nigeria’s readiness to welcome serious investors who create employment opportunities.

Heritage Energy Donates To Orphanages In Lagos

Employees of Heritage Energy Operational Services Limited (Heritage Energy) made charity visits to two orphanages in Lagos recently.

The workers, who made donations to the orphanages, explained that the donations were made in keeping with the Company’s tradition of Care for the less privileged in the society.

The team led by Kayode Adeboye, Manager, Corporate Communications,visited the Red Cross Orphanage home in Mokoko area of Yaba and Modupe Cole orphanage home in Akoka, Yaba respectively.

At the Red Cross Orphanage, Yaba, the team was welcomed by Mrs. Caroline Olalu, the Matron for the Orphanage.

Speaking,the team leader, Mr. Kayode Adeboye, commended the personnel of the home for their untiring and unwavering commitment to caring for the less privileged in the society.

He said the visit and donation were in keeping with Heritage Energy’s values, a way of giving back to society as well as hope to those challenged by circumstances.

The matron appreciated the Heritage Energy Team for the donations.

“Thanks for remembering us,” she said. While appreciating the team, she gave a brief background of the orphanage. “Here, we take care of abandoned children, motherless babies, orphans as well as wards of the state from the Social Welfare Ministry” she explained.

At the Modupe Cole Memorial Child Care and Treatment home, the Heritage Team, which was received by Mrs Oyeniran Abosede Iyabowale, was inspired by the rare show of commitment by the professional teachers and minders to children who are differently enabled.

She thanked the employees for taking time out to visit her organisation. She reiterated her team’s determination to continue to care for the challenged children to the best of their ability and called upon other corporate bodies as well as their employees to continuously provide succour to the home.

Kayode Adeboye, on behalf of the Heritage Energy Team, promised not to relent in providing support to special homes that are dedicated to helping humanity such as the Modupe Cole Memorial home.

Soyinka’s Birthday Declared National Reading Day

This Nigerian Copyright Commission has dedicated this year’s World Book and Copyright Day to the Nobel laureate, Prof. Wole Soyinka, and named July 13 the National Reading Day to mark his 90th birthday.

The Director-General,NCC, John Asein,who disclosed this in a statement,also emphasized the import of allowing individuals to read in their preferred manner and location.

“Our Nobel laureate in Literature, playwright, essayist, literary icon and UNESCO Goodwill Ambassador, Prof Wole Soyinka, will turn 90 on the 13th of July, 2024.

“We are pleased to dedicate this year’s World Book and Copyright Day to him. He is unarguably the tallest living iroko in Nigeria’s rich literary forest and an advocate of books, reading and copyright.

“Beyond a befitting celebration of the literary icon on his 90th Birthday, the commission is calling on stakeholders in the book industry to recognise July 13 as Nigeria’s National Reading Day to encourage Nigerians to read for pleasure and draw attention to some of the values that he has advanced in the literary world.

“By this recognition, he becomes our first Copyright Change Champion,” the NCC DG announced.

He urged stakeholders in Nigeria’s book industry to recognise July 13 as Nigeria’s National Reading Day, coinciding with the 90th birthday celebration of the literary icon.

The World Book and Copyright Day is set aside every April 23 by the United Nations Educational, Scientific and Cultural Organisation to focus on books, celebrate authors, promote reading, encourage non-discriminatory access to knowledge and raise copyright awareness.

In his goodwill message to mark the World Book and Copyright Day, Soyinka stressed the importance of intellectual property rights for authors.

He said the prevalence of pirated copies of authors’ works reflected poorly on society and governments’ understanding of copyright.

Soyinka urged concerted efforts to protect intellectual property, highlighting its significance in the global intellectual landscape.

He added:“An author’s encounter with pirated copies of his or her work is not the most inspiring of social responses to the literary occupation.

“It is also a sad reflection on such societies and the slack understanding of governments to the meaning and responsibilities of – copyright – the fundamental entitlement to intellectual property.

“As we celebrate yet another day dedicated to this product of human enlightenment, we should dedicate ourselves to the protection of this cornerstone in the intellectual edifice of humanity, across nations, races, faiths, cultures and histories.

“Even where the world persists in its impeccable strides towards a seeming destiny of self-destruction, the still, small voice of humanity refuses to be silenced, nor is its zeal of mission diminished.”

NNPC Ltd,Newcross Restart 12,000bpd Production From Awoba Field

The Nigerian National Petroleum Company Limited (NNPC Ltd) and its Joint Venture partner in the Awoba Unit Field, Newcross Exploration and Production Ltd, have restarted production from the Awoba field which last contributed production to the Bonny Terminal in 2021 and was finally shut down in February 2022 due to evacuation issues and crude oil theft.

In a statement, Olufemi Soneye, Chief Corporate Communications Officer of NNPC Limited, said since the restart of the Awoba field by NNPC Ltd and it partners on April 13, 2024; production from the field has averaged 8,000 barrels per day and is expected to plateau at 12,000 per day at full ramp up within 30 days. Awoba is also expected to significantly boost gas supply to the power sector and other gas-based industries.

The Awoba Unit which straddles OMLs 18 and 24 is located in the mangrove swamp south of Port Harcourt, Rivers State. Both OML 18 and OML 24 assets are under the management of the NNPC Upstream Investment Management Services (NUIMS).

NNPC Ltd has been recording a string of production successes from the JV portfolio which h ave significantly lifted overall national production. Besides the recent start of production at t he Madu Field by the NNPC Ltd/ First E&P JV, the company has achieved the restart of production at OMLs 29 and OML 18 in late 2023 which have steadily contributed an average of 6 0,000bpd to the nation’s production output since their restart.

The Group Chief Executive Officer, Mallam Mele Kyari, ascribed the achievement to the President Bola Anmed Tinubu administration’s success in providing enabling operating environment for businesses to thrive.

He expressed appreciation to all stakeholders (staff, operators, host communities, government security agencies, and private security contractors) who played a pivotal role in achieving the feat.

Dana Air Accident: NCAA Commences Investigation, Says All Passengers Alive

The Nigeria Civil Aviation Authority (NCAA) has said that the Nigerian Safety Investigation Bureau [NSIB) has commenced its investigation into circumstances leading to Dana Airline aircraft`s runway excursion on Tuesday in Lagos even as the agency confirmed that all 83 passengers and 6 crew members onboard were successfully evacauted.

Acting Director General of NCAA, Capt. Chris Najomo,disclosed this in a statement.

It said:”The Nigeria Civil Aviation Authority (NCAA) wishes to inform the public that on 23rd April, 2024 at about 08:25, a Dana Airline aircraft was involved in a runway excursion occurrence.

” The Aircraft, an MD82 with registration marks 5SN-BKI, departed Abuja for Lagos with 83 passengers and 6 crew members onboard.

” Upon landing at MMIA, the Air Transport Controller [ATC] Tower observed at C4 that the Nosewheel had retracted and the nose of the aircraft collapsed and the aircraft veered off the runway info the grassy area.

” Very importantly, all passengers and crew disembarked and were evacuated safely while Runway 18L was closed. In accordance with statutory procedures, the Nigerian Safety Investigation Bureau (Nigerian Safety Investigation Bureau [NSIB) has commenced its investigation into the occurrence.

“The NCAA reiterates its avowed commitment to a safe and secure aviation sector. In furtherance to this commitment, the Authority will be looking to implement the safety recommendations expected from the NSIB investigation while it carries out its own in-house safety assessment of the occurrence.

“The traveling public is hereby assured of NCAA’s unrelenting efforts in holding all operators and service providers in the sector to the highest international safety standards.”

Forex: CBN Sells Fresh Dollars To BDCs at N1,021

The Central Bank of Nigeria has resumed the sales of dollars to Bureau De Change operators.

It conveyed this in a circular referenced TEM/FEM/PUB/001/013 uploaded to its website on Tuesday and signed by its Director, Trade and Exchange Department Dr Hassan Mahmud.

The apex bank said it is set to sell $10,000 to BDCs at N1,021 per dollar and directed the operators to sell at a spread not more than 1.5 per cent above the CBN rate.

The current rate is 7.27 per cent less than the previous price. This current release is hoped to further strengthen the local currency.

The statement read, “We write to inform you of the sale of $10,000 by the CBN to BDCs at the rate of 1,021/$. The BDCs are in turn to sell to eligible end users at a spread not more than 1.5 per cent of the purchase price.”

This recent move follows the CBN’s resolve to continue to defend the naira as stated by the bank earlier.

The CBN directed all eligible BDCs to commence payment of naira deposit into the designated CBN accounts from April 22, 2024.

It also asked the operators to submit proof of payment and other documents at the appropriate CBN branches for disbursement.

Axxela Takes Final Investment Decision On 50 MMSCF/D Gas Processing Plant

Axxela Limited, a leading gas and power portfolio company in Sub-Saharan Africa,has taken Final Investment Decision for the development of a gas processing plant situated in OML 56, Delta State, South-South Nigeria.

This strategic investment marks yet another significant stride towards delivering on Axxela’s commitment to deepen domestic gas utilisation in Nigeria,the company said in a statement on Tuesday,saying the gas processing plant with a total capacity of 50 MMSCF/D will be delivered in phases.

The first phase will comprise a 12 MMSCF/D modular plant, with an interconnection pipeline network of about 4km alongside other ancillary infrastructure,the statement quoted,adding that the facility is expected to commence operations by the end of 2024.

Sequel to the Board’s Final Investment Decision, Axxela has executed a long-term feedstock supply agreement with a leading indigenous upstream player and established equipment supply arrangement with world class Original Equipment Manufacturers (OEMs) to assure quality delivery of the project.

The design concept is based on a fast and modular expansion as Axxela is partnering with OEMs who have ready stock of equipment for deployment.

The project is strategically cited in OML 56 to serve as a potential hub which upstream players with fields within a 30km radius can partner with to process associated and non-associated gas. Axxela believes in the potential of this central processing hub having identified two prospective fields and with the partnership with the OEMs, the company envisages that the plant’s output can be scaled up to 50 MMSCF/D within 18 months.

Beyond unlocking economic opportunities, the project can potentially transform gas flaring into a valuable resource that will further ensure a stable, cleaner energy for domestic utilisation thereby contributing significantly to annual CO2 emissions savings and supporting environmental sustainability.

Upon completion, processed gas from the facility will be readily available for utilisation across various market segments including Compressed Natural Gas (CNG) for vehicles, feedstock for industries, decentralised power solutions among others.

NDIC Amplifies Crusade Against Graft,Inaugurates Anti-corruption,  Transparency Unit

The Nigeria Deposit Insurance Corporation (NDIC),has reiterated its stance of zero tolerance for corruption, which is further strengthened by the inauguration of the Corporation’s Anti Corruption and Transparency Unit (ACTU) by officials of the Independent Corrupt Practices and Other Related Offences Commission (ICPC) at the NDIC headquarters in Abuja.

The MD/CE, NDIC Mr. Bello Hassan, emphasized the Corporation’s to core values of team work,respect,fairness, integrity,professionalism, and passion during the event.

Represented by the NDIC Executive Director, Operations, Mr Mustapha M Ibrahim during the inauguration, the NDIC boss said the ACTU has strengthened the Corporation’s operational system through the implementation of various compliance measures to ensure ethics, integrity, transparency and accountability in the workplace.

He explained that the specific measures include robust internal controls,regular risk assessments, strict adherence to regulatory guidelines, and comprehensive training programs for employees.

Mr. Hassan described the inauguration as a significant step in the Corporation’s ongoing commitment in the fight against corruption and enhance transparency.

He emphasised that NDIC management remains committed to supporting ACTU activities, recognizing the unit’s critical role in ensuring the Corporation’s operations are conducted with integrity, free from corruption, and fostering public trust

The ICPC Chairman, Dr. Musa Adamu Alryu who was represented by ICPC Acting Director System Study and Review, Mr. Olusegun Adigun, praised NDIC Management for their dedication and active support in establishing and advancing the activities of the ACTU to address corruption issues and foster ethical practices.

He commended the efficiency and diligence of the NDIC ACTU in fulfilling its mandate, resulting in the Corporation retaining the first position for two consecutive years on the annual ICPC ethics and integrity compliance scorecard.

He urged the new ACTU members to see their nomination as an opportunity to build on the good legacies of the previous members and to complement Management’s efforts in promoting the core values of the Corporation through their assigned duties.

He stressed the need for the NDIC Management to sustain its commitment and support to ACTU so that the Unit can perform optimally and remain a veritable tool in embedding laid down ethical standards amongst staff and sustaining a positive image for the Corporation.

Bashir Nuhu, Director of Communication and Public Affairs in a statement noted that 10 members of staff were sworn in as members of the NDIC ACTU during the inauguration.

He listed the key functions of NDIC ACTU member to include annual sensitization of staff against corruption; conduct of system study & review and corruption risk assessment to strengthen internal systems, monitoring budget implementation of the corporation, coordinating whistleblowing platforms, identifying and rewarding outstanding members of staff amongst other responsibilities.

Man,30,Rapes Landlady’s 13-Year-Old Daughter In Rivers

The Police in Rivers State have arrested a 30 Year old man simply identified as Jeffrey for allegedly defiling his landlady’s 13 year old daughter.

The incident happened lasry Friday at an estate close to the Federal Government College in Abulomma, Port Harcourt, the Rivers State capital.

The suspect,who has a tailoring shop within the estate, lured the victim to the shop where he defiled her after promising to sew a new clothe for her.

The victim reported what transpired to her mother, who reported the crime to the Amadi Police Division, leading to the arrest of the suspect.

It was learnt that a medical examination conducted on the victim by the Police confirmed that she was defiled.

Contacted, the Public Relations Officer for the Rivers State Police Command, SP Grace Iringe-Koko, confirmed the arrest of the suspect, adding that he has been transferred to State Criminal Investigation and Intelligence Department (SCIID), Port Harcourt for discreet investigation.
