The Federal Government has intensified discussions with the Kingdom of Morocco
to fast-track the process of achieving the Final Investment Decision (FID) on the Nigeria-Morocco Gas Pipeline,
The discussion which held on Wednesday, on the side-lines of a meeting between the Honourable Minister of State for Petroleum Resources (Gas), Hon. Ekperikpe Ekpo, and the Moroccan Minister of Energy Transition and Sustainable Development, Ms. Leila Benali, was anchored by the NNPC Ltd.’s Executive Vice President, Gas, Power & New Energy, Mr. Olalekan Ogunleye, and the Director General of the Morocco National Office of Hydrocarbons and Mines (ONHYM), Mme Amina Benkhadra.
According to a statement, the talks focused on how to drive the partnership between the two countries to accelerate the Nigeria-Morocco Gas Pipeline Project in line with the series of Memoranda of Understanding (MoUs) signed between the two countries in Abuja in 2022.
The statement quoted that both parties emphasised the strategic importance of the project to the two countries and the entire African continent and the need to drive it to completion expeditiously in line with the objective of stemming energy poverty on the African continent.
The Cooperation Agreement for the 48” x 5,300Km pipeline from Nigeria to Dhakia (Morocco) and 1,700km from Dhakia to Northern Morocco was signed in 2017 with a capacity of 30 billion cubic meter (bcm) per year (equivalent of 3.0 billion standard cubic feet of gas per day).
The pipeline would traverse Republic of Benin, Togo, Ghana, Cote d’Ivoire, Liberia, Sierra Leone, Guinea, Guinea-Bissau, Gambia, Senegal, Mauritania, and terminate in Morocco with a spur to Spain.
As a result of international nature of the project, the ECOWAS Commission is saddled with the responsibility to, among other things, facilitate inter-governmental treaty and host government agreements, establishment of Pipeline Higher Authority, and alignment with AU, UN and other relevant international bodies.
The project, among other things, will help drive the monetisation of Nigeria’s gas resources, maintain NNPC Ltd.’s energy leadership in Africa, and promote economic and regional cooperation among African countries.

National Assembly To Empower NEITI To Prosecute Offenders In Oil,Gas Industry

      Mohammed Shosanya
The National Assembly has expressed their readiness to grant the Nigerian Extractive Industry Transparency Initiative powers to prosecute offenders in the oil and gas sector.
The House of Representatives made this known by the Chairman, House of Representatives Committee on Petroleum Resources (Downstream), Ikeagwuonu Ugochinyere, while playing host to officials of the agency.
He explained that the parliament is working on the review of  NEITI Act, to grant the agency  powers to implement the findings of its investigation, and possibly execute the recommendations of their report. Consequently,  he added that already 70 lawmakers have consented to co-sponsor legislative instruments to realize this objective.
He said: “We are considering granting NEITI powers to prosecute those found to be in breach of extant laws.We are also considering strengthening the governance structure of NEITI, placing more emphasis on crucial disclosure requirements of NEITI especially as it relates to contract transparency and beneficial ownership.
“We are also looking at independent funding for NEITI, timely review and action on reports by the National Assembly, among others.  We are also working with sister Petroleum/Oil and Gas Committees with a view to ascertaining those who operate extractive industries in Nigeria, so as to deepen transparency and public oversight of the industries through the house.
“We also seek to pursue the recovery of public funds that were either mismanaged, wasted or yet to be remitted from the extractive industries.
“It is also our desire to ensure that there is accountability on the part of state-owned extractive industries, so as to ensure that greater value and revenue is derived from the sector for the good of the nation and to foster a sustainable energy transition. “
The Deputy Head of the International Secretariat of NEITI, Bady Balde, who was  part of the NEITI  delegation,  stressed the need for a  review of the NEITI Act 2007, to ensure that it conforms with current realities.
The Executive Secretary of the agency,  Ogbonnaya Orji, said that the agency has conducted a lot of investigations, adding however  that “reports are just documents except they are implemented.”
Atiku Challenges Tinubu On NNPC $3.3bn Emergency Crude Repayment Loan

 Mohammed Shosanya
Former Vice President, Atiku Abubakar has challenged President Bola Tinubu-led administration to explain to Nigerians what happened to the Nigerian National Petroleum Corporation (NNPC) $3.3 billion emergency loan.
Atiku, who said Tinubu’s administration owes Nigerians an explanation for the loan, explained that the Federal Government had last year, precisely on August 16, 2023 through the NNPC secured a $3.3 billion emergency crude repayment loan, which according to the NNPC, was to help give support to the Naira and stabilize the Foreign Exchange market.
In a statement,Atiku said that the curious thing about the transaction is that up till now, the Federal Government continues to keep mum about it, and the only information available to the public on the mega deal is coming only through unofficial sources from the NNPC.
“The deal is supposed to be a crude-for-cash loan arranged by the African Export-Import Bank.According to information available, a Special Purpose Vehicle called Project Gazelle Funding Limited is driving the deal, and it was incorporated in the Bahamas.
“The SPV is the borrower, while the NNPC is the sponsor, with an agreement to pay with crude oil to the SPV in order to liquidate the loan at an interest rate that is a little over 12 per cent.
“What is even more confounding about this deal is why the Federal Government would register a company in the Bahamas, knowing full well the recent scandal of the Paradise Papers that involved that country.
“Curiously also, Nigeria’s current Barrels Produced Daily (BPD) is 1.38 million, and according to the Project Gazelle deal, Nigeria is to supply 90,000 Barrels of its daily production, starting from 2024 till it is up to 164.25 million barrels for the repayment of the loan,” Atiku said.
He lamented that the figure involved in mind boggling, adding, “this is where the details get disturbing because Nigeria’s benchmark for the sale of crude per barrel in 2024 is $77.96. A simple multiplication of that figure by 164.25 will give us a whooping $12bn.”
Atiku said that it is on this note that Nigerians are calling on the Federal Government to speak up on this shady deal.
“It is inconceivable that the Federal Government will lead the country to take a loan of $3.3b with an interest rate that is not more than 12 per cent, but with estimated repayment amounting to $12bn.
“That is a humongous differential of about $7b between what is in the details of the deal on paper and what indeed is the reality.
“There are questions to be answered on the integrity of this deal, and we earnestly request the Federal Government to talk directly on these cloudy details behind the deal,” he said.
Atiku said that they are demanding on behalf of the ordinary people of Nigeria, that the Federal Government provides answers to the following questions.
“Has the Federal Government accessed the loan?
“Is the loan in the government’s borrowing plan as approved by the National Assembly?Who are the parties to the loan, and what specific roles are they expected to play?
“What are the conditions to the loan, including tenor, repayment terms, the collateral, and the interest rate?
And, lastly, why register an SPV in the Bahamas knowing the recent scandal of the country’s notoriety for warehousing unclean assets?” Atiku asked.
Reduced Allocation To DisCos Due To Gas Constraint-TCN

Mohammed Shosanya
The Transmission Company of Nigeria (TCN),has given insights into the prevailing gradual decrease in available electricity generation into the grid.
In a statement on Thursday,Ndidi Mbah, General Manager, Public Affairs, explained that the trend is due to gas constraints to the thermal generating companies.
She regretted that this has impacted the quantum of bulk power available on the transmission grid for onward transmission to the distribution load centers nationwide.
She assured that TCN is doing everything possible in collaboration with stakeholders in the power sector to ensure that it continues to keep the grid intact in spite of the current low power generated into the system.
She added:”The TCN hereby announces that there has been a gradual decrease in available  generation into the grid due to gas constraints to the thermal generating companies, which has impacted the quantum of bulk power available on the transmission grid for onward transmission to the distribution load centers nationwide.
“TCN is doing everything possible in collaboration with stakeholders in the power sector to ensure that it continues to keep the grid intact in spite of the current low power generated into the system .
“Consequent upon the current load on the grid, load distributed to the distribution load centres have also reduced, as TCN can only transmit what is generated.
“TCN is committed to ensuring a gradual increase in electricity supply to load centers as gas improves to power available thermal plants.
“Please bear with us as we continue to work with the stakeholders in the value chain to ensure that supply through distribution companies to electricity consumers nationwide improves” reads the statement in parts”
