A few weeks back, I sat down listening to an elder statesman, an experienced Learned Senior Counsel and one who should truly know, campaigning for the return of the military in the affairs and government of Nigeria. His reason is purely due to the deep-seated frustrations occasioned by the seeming cluelessness of civilian leadership since 1999, when we returned to democratic rule. When the practitioner of law and an advocate of due process, sits down to preach anarchy and disorder, when someone at the peak of his professional career disowns the very process that made him, when one who has suffered the brunt of dictatorship most now transforms himself into its mouthpiece, then we should get scared as a nation, knowing that something serious is evidently and ominously amiss. It was one of those days that I had prayed would never come to pass in Nigeria, but there he was, with all sense of conviction, desecrating the hallowed altar of the rule of law and constitutional democracy. Let us hear him more in detail.
Chief Robert Clarke, a Senior Advocate of Nigeria, SAN, has called on President Muhammadu Buhari to hand over the government to the military temporarily in order to solve the security and economic dilemma Nigeria is facing. According to Clarke, the military should take over the government temporarily and get Nigeria back to six States.
Clarke, who spoke on Channels Television’s Sunday Politics, said that Buhari has the powers under the 1999 to delegate all his powers to the military who will now be charged with the task of getting the country back to six States.
“Now I’m going to propose this about security. I don’t know whether I may be right or wrong … if anybody feels I’m right, thank God, if they feel I’m wrong let them tell me.
“Now there’s no gainsaying that Nigeria is on the way to collapse. Nigeria has to be changed and the only way to change it is to create a state that will make the 1999 constitution ungovernable for its existence.
“We want a state of emergency to be created in Nigeria today. As it is today, the President, who is the Commander-in-Chief has the powers to delegate all his powers to the chief of defence staff.
“Let him now talk to the Senate, House of Reps, State Governors and House of Assembly Speakers that a state of emergency has been created in Nigeria next week which means that all Governors and legislators must go.
“Then the military will now set up what we call the six geographical zones. Let us start on that and allow a military governance over these states.
“Reduce Nigeria to six states and I can assure you the day Nigeria is reduced to six states and there’s a state of emergency, 80 percent of the money spent on governance will return to the treasury,” he said.
The senior lawyer added, “The military should take over temporarily, get Nigeria back to six States. There’s a legitimacy involved in it. So let us start from there.
“Nobody is going to stop banditry in Nigeria today because it is a lucrative business. Look at what is happening in the Eastern region.”
It sounded like a dream to me at first, but there it was, on prime time national television, on the social media and reverberating all over the globe, that a Learned Senior Counsel is calling on the lawfully-elected representatives of the people to abdicate power in order to allow unelected military personnel take over the reins of government. I then began to ask some questions. Is the elder not aware of section 1 (2) of the Constitution that says thus: “the Federal Republic of Nigeria shall not be governed, nor shall any person or group of persons take control of the Government of Nigeria or any part thereof, except in accordance with the provisions of this Constitution.” So, where did the Learned Chief get this idea of Nigeria under unelected military rule? What will he do about this Constitution? Suspend it and destroy the entity called Nigeria? What will be the foundation for the legitimacy of the military contraption that he wants to impose upon us? Is he not aware that section 3 (1) of the same Constitution states that “there shall be thirty six States in Nigeria”? How did we get here really? Did the Chief not read section 2 (2) of the Constitution that “Nigeria shall be a Federation consisting of States and a Federal Capital Territory”? Hmmm. Na wa, as they say it in Warri!
For this to come from a Learned Senior mind the way it came, then surely our civilian leaders must have messed up the political atmosphere so badly that they don’t deserve to be trusted with power again. We must blame the politicians, as they have had close to three decades to put their houses in order since the military were chased out of power in 1999. Things have gotten worse since then, we are more divided now that we ever were, we are more concerned about our ethnic loyalties than ever before and we have more religious tendencies than it used to be. We can’t even talk about how corruption has eaten so deep into our national life, such that nowadays in our own very eyes, snakes do swallow cash and septic tanks have become storage places for dollars. The rate of youth unemployment is higher than before, inflation is climbing at an alarming rate and basic infrastructure practically does not exist, in confirmation of any form of leadership. Good enough, those concerned have since disowned Chief Robert Clarke in this rather strange call. The military authorities have since declined the call to take over the governance of Nigeria, pledging their loyalty to civilian authority, as stated in the Constitution and indeed the Armed Forces Act. The call by Chief Clarke was akin to staging a coup d’etat, which was flatly rejected.
“The Nigerian military has warned politicians and military personnel against planning a coup.The Defence Headquarters (DHQ) in a statement on Monday by Onyema Nwachukwu, its spokesman, said its attention has been drawn to comments by Robert Clarke, a senior lawyer, calling for power to be handed over to the military.
The military dissociated itself from the statement which it described as “anti-democratic” and said it remains loyal to the current administration.
“The attention of the military high command has been drawn to a statement purported to have been made by one Robert Clark SAN, suggesting that current political leadership should hand over power to the military for the purpose of restructuring,” the statement said.
 “The Nigerian Military wish to dissociate itself from such anti-democratic utterance and position. Let it be stated categorically that the Armed Forces of Nigeria remain fully committed to the present Administration and all associated democratic institutions. We shall continue to remain apolitical, subordinate to the Civil Authority, firmly loyal to the President, Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, President Muhammadu Buhari and the 1999 Constitution as Amended.
“We shall continue to discharge our constitutional responsibilities professionally, especially in protecting the country’s democracy, defence of the territorial integrity of the country as well as protection of lives and properties of citizens.”
The DHQ warned politicians and military personnel against contemplating the idea of a coup as the full wrath of the law will be brought on anyone caught doing so.
“The Military High Command wishes to use this opportunity to warn misguided politicians who nurse the inordinate ambition to rule this country outside the ballot box to banish such thoughts as the military under the current leadership remain resolute in the Defence of Nigeria’s Democracy and its growth,” it said.
“We also wish to remind all military personnel that it is treasonable to even contemplate this illegality. The full wrath of the law will be brought to bear on any personnel found to collude with people having such agenda. The current security challenges are not insurmountable.
“The Armed Forces of Nigeria in partnership with other security Agencies are working assiduously to ameliorate the challenge. Nigeria will know peace again. PLEASE BE WARNED!”
Our collective experiences with the military have been very unsavoury indeed, comprising inconsistent policies, wanton illegality, monumental corruption, arbitrary legislations, nepotism which cannot be questioned and sectional allegiances. Perhaps the most dangerous sign of military dictatorship is the love for unitary government, which in itself has halted the progress of Nigeria beyond comprehension. To make matters worse, Chief Clarke is even advocating for the abolition of the present structure of 36 States, suggesting only six States instead! Pray, where will Warri, his home, be? Not to talk of the abrogation of the rights of citizens, arbitrary arrests and detentions, mysterious assassinations here and there and uncertainty in governance. We surely cannot return to that inglorious era, as we all firmly believe now that the worst civilian rule is better off than the best military rule.
The call by Chief Clarke has however led us to think very deeply, as to the utility value of civilian government to the people of Nigeria since 1999. We have only raised petty bourgeoisies, jet owners, electoral bandits and political godfathers who have all found retirement in politics and are very unwilling to let go. This is the present tragedy of our nation; namely that we love democracy and its system of governance but we have not gained much from it, because our leaders have bluntly refused to play the game according to the rules. It is unfortunate that we will keep lamenting in this manner and sooner than later, 2023 will come and go and we will still be singing the old songs in Babylon. But we will keep enduring it, until it gets better to give us the dividends that we truly deserve. As for military rule in Nigeria, perish the thought! That era has ended for good.
How NDPHC Rescued National Power Grid,Delivered  22 Substations-Report

The Niger Delta Power Holding Company (NDPHC), a key intervention agency in the power sector, contributes over 3,400 megawatts (MW) to the national grid and has delivered 22 substations since 2015, according to  a new report
Through six National Integrated Power Projects (NIPP) thermal power plants and scores of power substations, the company is part of the success story of the power grid currently at about 7,600MW energy delivery capacity in the country,the report also said.
The NIPP project report from 2015 to 2021 indicated that the NIPP programme is currently in its second phase that traverses transmission projects, distribution and renewable energy.
In the first phase, NDPHC which is owned by the three tiers of government commenced  the first phase of NIPP with the construction of 10 gas-fired power plants which it calls “The Big Ten” especially in the Niger Delta.
According to the report,these projects have been essential to fast-tracking the development of the Nigerian power sector, tackling major problems, and meeting the NDPHC’s mandate of lighting the nation. From 2015 to 2021, several projects have been completed or ongoing with lots of progress recorded.
It stated that six NIPP power plants can now generate 3,400MW electricity for the national grid while the four other plants are still under construction even as some of their turbines operate partially.
NDPHC also said from 2015 to 2019, it completed 2194 kilometres of 330 kilovolt (kV) and 887km 132kV transmission lines respectively. Also, the country now has 10 new 330/132kV Substations and eight 132/33kV  substations connected to the national grid. These have added 5590MVA/330kV and 3493MVA/132kV capacity levels, respectively.
From June 2019 to January 2021, NDPHC’s transmission Department completed four new substations, boosting the national grid’s capacity further by 180MVA (Awka and Nkalagu Substations). While the Ihiala and Orlu GIS substations have been completed with a total of  120MVA capacity, the NDPHC has to wait for other associated projects to be completed, before the substations can be connected to the national grid. In terms of transmission, the NDPHC has made commendable progress, with all projects at an average of 80% completion.
Analysis of the report shows that the benefits of these projects are enormous as it has upscaled the nation’s reduction of Aggregate of Technical, Collection and Commercial Losses (ATC& C losses), Improved on Health, Safety and Environment (HSE) while incorporating safety valves and different layers of systems protective devices.
The other benefits are better cost recovery systems and Returns on Investment (RoI), inclusive growth and multi-sectoral Multiplier effects with positive impacts on the broad spectrum of a nation’s economy.
For renewable energy, the report said in order to key into the global drive of climate change  and energy transition.The agency  has also diversified its portfolio to include renewable energy to enhance its generation capacity.
The renewable energy department was recently created to facilitate NDPHC’s venture into power generation using on-grid and off-grid renewable energy sources to provide efficient, clean, affordable and universal access to electricity for more Nigerians, and meet the vision of renewables making 30% of the national energy mix by 2030 (Vision 30-30-30).
To this end, several projects have already been completed as at February 2021 and more of such projects are ongoing or upcoming as part of the Economic Sustainability Plan, Economic Growth Recovery Strategies and Re-Industrialization Agenda of the present administration.
In the gas sector, NIPP has a department dedicated to Fuel & Gas/ Public Private Partnership (PPP) to manage all the gas pipeline projects of the company for its 10 power plants.
For electricity distribution, NIPP has completed over 360 injection substations with a combined capacity of about 3,540MW. It has also built about 2,600km of 11kV power distribution lines and 4600km of 33kV distribution lines which directly supply electricity to transformers in residential areas.
There have also been 296 Appropriated Distribution Projects which included injection substations,
1,924km of 33kV lines,
4600km of 11kV line, and other infrastructure.
According to the Managing Director of NDPHC, Mr Chiedu Ugbo, the company has also increased its distribution capacity with the installation of 25,900 Completely Self-Protected (CSP) transformers across the country.
He also said the company has done over 1000 intervention projects nationwide that include fixing vandalized or damaged power infrastructure while increasing the coverage area of power facilities.
The company said although there is progress in project delivery, there are challenges affecting some of these projects in the electricity market.
The major one is the theft of equipment and infrastructure, vandalism, lack of cooperation from Distribution Companies (DisCos).
Others are community issues regarding land and Right of Way (ROIs), vehicular accidents that have damaged some power infrastructure and the rising insecurity across facility areas,” it stated .
Speaking  on the  report, a power sector advocate and President, Nigeria Consumer Protection Network (NCPN), Kunle Kola Olubiyo,
“In spite of all the tremendous milestone  achievements by NIPP/NDPHC, there are major areas of impediments on the full realization of the lofty ideals of NIPP as championed by the management of NDPHC.”
Mr Olubiyo said some of these challenges include the delay in taking over projects by the DisCos’ in order  to evade the burden of Capital Expenditure (CAPEX).
He also said the delay in eligible customers implementation should be cleared so that more heavy power users can benefit from the new NIPP assets.
Another challenge for the NDPHC is funding which, according to him, should be raised by the equity stakeholders (federal, state and local governments) for more power sector projects.
Mr Olubiyo said: “As a part of the low hanging fruits and quick fixed solutions, there should be an upward review of NIPP GenCos’ tariff to bring it at par with other thermal plants in the country. At the moment, NIPP tariff is currently N20 per Kilowatts Hour (KWH) while other non-NIPP/NDPHC thermal GenCos’ tariff is N27KWH.”
He also advocated the need for the Nigerian Electricity Regulatory Commission (NERC) to fast track the valuation of NIPPs investment in transmission, distribution and gas infrastructure. That will enable NIPP/ NDPHC to recover over $3.5 billion investments in the power sector.
“The recovered sum will be reinvested in the power sector and that will again improve or close the infrastructural gap,” he noted.
Olubiyo who was a member of the National Technical Investigative Panel on Power Systems Collapses , Grid Stability And Reliability in June 2013, and a member, Presidential Adhoc Committee on Review of Electricity Tariff in Nigeria in August 2020, also said: “While NERC is working on the valuations, some amounts could be set aside from TCN as payments on account on the revenue derivable by TCN from investments by NDPHC/NIPP. This modality for cost recovery by NDPHC in the interim should be worked out as on – account payment or deposit on account pending conclusion of the valuation.”
He also said the same modality for the NIPP transmission assets applies to the DisCos. “While NERC is working on the valuations, some amount could be set aside from each of the revenue / collections of the DisCos as payments on account as a way of re- couping the  huge investment made by the NIPP  at the downstream/distribution infrastructure. This can also be on – account payment or deposit on account pending conclusion of the evaluation,” he said.

The Pan Niger Delta Forum (PANDEF),has expressed hope that the desire for a better Niger Delta region and united Nigeria,which Chief Edwin Clark campaigned for,would be realized
The  group said this in his congratulatory message  to Chief Clark, on his 95th birthday.
The  National Publicity Secretary of the group, Ken Robinson, described Clark as “an iconic nationalist and legendary leader whose life is a rich source of inspiration to many, within and beyond the borders of Nigeria.”
The group noted that the elder statesman had over the years played vital roles in his capacities an educationist, politician, public servant, lawyer, lawmaker, community leader and nationalist.
It stated that Clark had continued to play such important roles to stimulate unity, peace and development in the Niger Delta region and the country.
PANDEF saluted his courage, wisdom, steadfastness, selflessness, benevolence, and strength of character.
“We are, profusely, appreciative of his leadership and guidance. The Niger Delta region and indeed Nigeria, owe him lasting gratitude,” it stated.
PANDEF thanked God for bestowing what it described as amazing grace of longevity on Clark, praying that God would continue to grant him the benison of peace, good health and wellbeing for many more years.
 Ebube-Agu  Nabs 37 Bandits In Ebonyi

Thirty seven  suspected bandits have been arrested by the Ebonyi State branch of the Ebube Agu South-East security outfit in the state.
Ministry of Internal Security, Border Peace & Conflict Resolution,Ebonyi  State.
The suspects were arrested in Agubia community in Ikwo Local Government Area of the state on Monday, around 1:30pm, at their hideouts while allegedly planning some attacks on public facilities.
 “From what I gathered , these people have been unleashing serious mayhem in the state. I am sure those are the people who have been burning INEC offices in the state. They  were in their hideout where they were meeting, in the early hours of today, when the Ebube-Agu Agu people swopped on them,” a source said.
The Commissioner for Internal Security and Border Peace, Chief Stanley Okoro-Emegha, confirmed the incident.
He added that the suspects were arrested where they were plotting to carry out attacks on INEC offices, on Monday.
Emegha explained that some of the suspects migrated into Ebonyi State from other states.
He said  criminal activities had reduced drastically in the state since the establishment of Ebube-Agu, adding that the arrested suspects had been handed over to the police.

The Academic Staff Union of Polytechnics (ASUP), said  that the N15bn approved by the Federal Government of Nigeria for the the revitalization of infrastructure in the Polytechnics across the country, had not been released
The National President of the union, Anderson Ezeibe who disclosed this in Akanu Ibiam Federal Polytechnic, Unwanna, Afikpo, Ebonyi State, on Monday, while briefing journalists after the Congress of the union in the Polytechnic.
He  explained  that the money was not meant for the welfare of her members.
He accused the Federal Government of  insensitivity to the plights of the union,just as he picked holes in the implementation of the Federal Government’s “no work, no pay threats” on the striking lecturers.
He said:”The calling off of our strike is in the hands of federal government. The issues in contention are very clear and the union is still on strike as at today. The congress today was only meant to educate our members, update them, let them get to know where we are on each of the items of the strike.
“The congress does not have the powers to review or suspend the strike, it is the responsibility of the National Executive council of the union. For now, the strike is in full force and you call see that the strike is being observed in totality.
“The issue of no work, no pay is very contentious. It is very contentious because if the union has met the legal requirement before embarking on a strike, then the government cannot be on a strong legal footing to implement no work, no pay.
“If we have given all the notices that is required of us from the trade union act, given the government every ample opportunity to resolve the issues with our union, then the government cannot be standing on both legal and moral ground to start talking about no work, no pay.
“The government in itself provided the incentive for the strike, they provided the incentive for the strike because they have neglected the sector, because they refused to respond to series of letters, complaints written to them by the union spanning over one year.
“The notice for this strike was issued in March last year. And so, if the government could not respond to these issues within one year, then you would agree with me that the government has provided incentive for the strike.
“The offer of N15bn by the federal government is not to the union, the money will not be given to the union. It is for the revitalization of infrastructure in the sector. So, it is not money made available to the union, it is not money for the members of the union. We need to make this clarification very clearly. Yes, that offer has been made but it is for four years old”
Bill To Stop Ex-Govs’ Pension  Passes  Second Reading 

Lagos State House of Assembly Passes Land Use Charge Bill
The Lagos State House of Assembly,has read for a second time, a bill that seeks to repeal the law which grants pension and other emoluments to governors and deputies after leaving office.
The new bill, which was debated on the floor of the House at a sitting presided over by the Speaker, Rt. Hon. Mudashiru Obasa, is titled ‘A Bill for a law to repeal the law to provide for the payment of pensions and other fringe benefits to public office holders in Lagos State and for other connected matters’.
The lawmakers argued that it would not be too good to repeal the law in its entirety as there were some important sections and stipulations that should be considered.
Speaking, Hon. Oluyinka Ogundimu (Agege 2), explained that the bill is to ensure the stoppage of pensions to governors and deputies when they leave office adding that this decision was in consideration of the country’s current economic challenges.
Ogundimu argued that the governors and their deputies and other such political office holders should be made to enjoy some benefits no matter how little.
He also argued that the bill should be amended in such a way that it would not throw former political officers to security challenges and deny them privileges attached to their status.
Hon. Gbolahan Yishawu (Eti-Osa 2), noted that the parliament has the power to make and review laws, especially where it includes one like the pension bill that was passed 14 years ago and needs to be looked at again.
He said the objective of the bill as raised by the executive is to ensure that the state begins to look inward in relation to cost of governance.
He added that by virtue of his position as chairman of the committee on economic planning and budget, he has had the opportunity to check the finances of the state and would say Lagos is not very rich,  but only has people who effectively manage its resources.
He also agreed that the security of the lives of such political office holders when they leave office should be considered urging that the bill be committed to a committee.
Contributing, Hon. Rotimi Abiru (Shomolu 2), said he supports an amendment to the law instead of a repeal.
“For a person who has served as chief executive of a state, I do not think it is nice denying them of their benefits.
“I can appreciate that some of them move to other appointments. For these people, there can be a caveat. But for those who serve in that capacity and do not have any other thing to do after office, it may not be something elaborate, but something may be coming to them periodically,” he said.
Hon. Tobun Abiodun (Epe 1) said he does not subscribe to a total repeal of the law because it would give room to corruption in office.
He said provisions should be made available to governors, deputies and possibly speakers after they leave office.
Speaker Mudasiru Obasa,supported arguments that repealing the law in totality would expose former governors and deputies to security challenges.
 Reps Query NHIS Over  N152m Expenses On Sanitizers  

Members of the House of Representatives Committee on Finance  have queried the Executive Secretary of the National Health Insurance Scheme (NHIS), Prof. Muhammad Nadir Sambo on the finances and expenditures of the agency, discovering that it spent over N152 million to procure hand sanitizers, facemasks, as well hand gloves in 2020.
The lawmakers noted that apart from the sum of N152,487,900 on the items, the agency sought to mislead them by not including important details of its revenue generating activities.
The scheme also spent  at least N2,480,000 to buy diesel on monthly basis for its head office in Utako, Abuja and office annex in Wuse, Abuja.
In March, 2020, the agency spent the sum of N49,200.000.00 on what it called
vital contributors program for hosting support of the online websites and functionalities.
These  were revealed  at a  hearing of the House Committee on Finance which summoned some Ministries, Department and Agencies, MDAs to interface with them on remittances into the government coffers.
According to the deputy chsirman of the committee, Hon. Saidu Musa Abdullahi (APC, Niger), the hearing was essentially a step up to this year’s revenue monitoring exercise to shore up the national income in line with the constitutional mandate and standing orders of the House.
Details of the expenditures contained in a document submitted to the Committee showed that on April 17, 2020, the Scheme was supplied with N5000 pieces of disposable face mask rated at N2,423,750.00
On April 17, 2020, there was also a supply of 500 bottles of hand sanitizer (500ml) for N2,423,750.00.On May 20, 2020, the Scheme also took delivery of 500 packs of N95 face masks and 500 packs of disposable face and nose masks at N37,186,825.
On May 2020, there was a supply of 1000 sets of disposables coverall protective suit and 1000 disposable latex hand gloves at the cost of N37,186,825.
Similarly, on May 20, 20020, there was a supply of 250 pieces of decontamination spray pump at N9,075,000.On June 26, 2020, the Scheme got supply of hand sanitizer with customized logo on label for N47, 970,000.
On June 26, 2020, it took another delivery of disposable face/nose masks for N30,724,200
On June 26, 2020, there was another supply of disposable face/nose masks for N15,951,000.
On the procurement of diesel, the document also revealed that on March 3, 2020, there was a supply of 8,000 litres of diesel to head office at N2,480,000.00
Members of the Committee which included Hons: Ossai Nicholas Ossai and Soho had raised questions on the expenditures, requesting a response from the NHIS Executive Secretary, Professor Mohammed Sambo who had appeared before the Committee with his team.
 Sambo,in his reply  said the agency also provided more items under its corporate social responsibility for some social workers on the front line during COVID-19 pandemic
He said: “On the huge expenditure to tune tunes of millions with respect to the COVID-19 items, we are National Health Insurance Scheme, we are supposed to be a strategic purchasing agency by mandate. During COVID-19, there was a plan of the Ministry of Health on sectoral response to Covid-19 and because we are dealing with healthcare facilities, we all know that at the beginning of COVID-19, most of the healthcare workers abandoned their duty posts because they didn’t have items for their protection. As part our corporate social responsibility, we identified first line organizations like police and so on.
“We gave them those items and we also recognized hospitals that have huge enrollment of NHIS enrollees and we supplied them with these items.
“All the documents are available if the lawmakers needs them. So this expenditure is not restrictive to NHIS. We have been directed to ensure the protection of our people.
“On electricity, we all know last year, there has been a lot of erratic supply of electricity. We have a big office in Utako and in Wuse. In our office in Wuse, we had to maintain a cooling system. We have huge infrastructure that requires cooling. As we are improving our infrastructure now, we are talking about the level of electricity that are being consumed in future. All the expenditure in respect to COVID, some of the MDAs wrote to PTF that they need these items , they wrote to us.
“In respect to the toners, NHIS has a total of 38 state offices, 9 zonal offices as well as two offices at Abuja. So, when we are buying these items, we are not buying them as one toner per purchase. We buy them within the threshold to furnish the state and zonal offices, that’s why you see that the consumption rate is high”, he said.
On the accreditation and registration of Health Management Organizations, HMOs, Sambo said that N47.35 million was generated in 2019; N45.5 million in 2020 and N11.49 million so far in 2021.
Procurement Frauds In Public Service Alarming,Says EFCC Boss

The Chairman of the Economic and Financial Crimes Commission (EFCC), Abdulrasheed Bawa, has described as alarming the rate of procurement frauds in public service in Nigeria.
He disclosed this  in his goodwill message at the opening ceremony of the Year 2021 First Batch Conversion Training Programme to Procurement Cadre for Federal Parastatals and Agencies organized by the Bureau of Public Procurement on Monday

Represented by Mohammed Ahmed  Ghali, Head, Lagos Zonal  Office,the EFCC boss added that many procurement professionals in federal institutions were not aware of the ditches that must be avoided in the discharge of their duties.
He, therefore, lauded the organizers of the training, saying, “When public officers are rightly informed or armed with the requisite knowledge to enhance their performances on their jobs, the likelihood of getting involved in fraudulent acts or corrupt practices will be minimal; and the society will be the greatest beneficiary.
“It is, therefore, in order and encouraging that, since 2008, the BPP, as empowered by the Public Procurement, PPA Act 2007, has consistently organized training and development programmes for procurement professionals in all Federal Government institutions.
“That the conversion training has been sustained for 13 good years-since it started in 2008- is evidence of the importance that the organizers attach to the fight against corruption in Nigeria.
Makinde Charges  Council Bosses On Good Governance

Oyo State Governor, Engr Seyi Makinde has urged the new council bosses in the state to see  use their position  to improve the fortunes of Oyo.
Makinde,who gave the admonition at the swearing-in ceremony of  the council bosses on Monday,also emphasized the need for them also advised them  to emulate his good governance style to ensure the people at the grassroots feel their presence.
He said:”You have to replicate the good governance at the state level to let people continue to love us, you should embark on all inclusive governance, see this your new office as an opportunity to deliver good governance to people at the grassroots.The people at the grassroots should be able to hold you accountable, just like the way the people of the State are holding me accountable.
“Your have been sworn in by the State Chief judge and have been administered on the oat of allegiance as well as oat of office, and I have approved your documents that validate your office, you have now become the authentic elected Chairmen and Chairperson of your various local government, and nobody, even me can remove you from office, it will take some process to get you remove from office.
“I congratulates all of you, the 32 local government Chairmen and person present here, you should have been 33 if not for the postponement of election in Ido local government area due to omission of name and logo of the Zenith Labour Party and I have been informed that the elections will hold this week and very soon you will be completed as soon as whoever become elected Chairman in the affected local government joins you.
 DSS  Not Recruiting 

The Department of State Services says it  is not recruiting and does not own a Facebook account or operate other social media platforms.
The clarification was sequel   to various claims by fraudsters on line that the service is recruiting for year 2019/2020.
It enjoined job seekers to make enquiries about recruitment from the Service Headquarters, Abuja
Spokesperson of the agency,Dr. Peter Afunanya,  advised job seekers to make recruitment enquiries from the Service’s Headquarters, Abuja, its formations nationwide or official website, www.dss.gov.ng.
He also informed the public about the fraudulent activities of one Jesustofunmi Nifemi Alabi who created a Facebook group, SSS/DSS Recruitment 2019/2020 to deceive gullible job hunters.
