The Rivers State Executive Council has terminated a ₦134 billion contract awarded to the Chinese Civil Engineering Construction Corporation (CCECC) for the renovation of the dilapidated State Secretariat complex in Port Harcourt.
The contract was under the former Sole Administrator Vice Admiral Ibok-Ete Ibas (rtd) during the period of emergency rule.
It was scrapped over what the government described as a lack of transparency and accountability at the Council meeting on Thursday.
The Council directed CCECC to refund the ₦20 billion mobilisation fee it had already received for the now cancelled project.
Besides, the Council approved the constitution of a six-member committee chaired by Deputy Governor Prof. Ngozi Odu to assess and recommend the establishment of Computer-Based Test (CBT) centres across all 23 local government areas.
The initiative aims to strengthen the conduct of external examinations such as WAEC, NECO, and JAMB, while boosting the state’s digital learning infrastructure.
The Executive Council also charged the flood management committee, also headed by Prof. Odu, to implement immediate measures to mitigate flooding in Port Harcourt and other prone areas.
