Adams-Aliu Assumes Duty As New Navy Spokesman

Commodore Aiwuyor Adams-Aliu has assumed duty as the new Director of Naval Information and official Spokesperson for the Nigerian Navy.

Rear Admiral J D Akpan, the Admiral Chief of Policy and Plans, in a recent statement,said that Adams-Aliu’s appointment was approved by the Chief of the Naval Staff, Vice Admiral Emmanuel Ogalla.

He took over from Rear Admiral Adedotun Ayo-Vaughan who has been redeployed to Headquarters Naval Training Command as the Chief Staff Officer.

The new Director of Naval Information was born on Dec.15, 1977 in Lagos into the family of Sir & Lady Adams Aliu.

“Notably, his father, Sir Adams-Aliu, is a veteran journalist who worked extensively as an editor with Daily Times of Nigeria.

“Consequently, the young Aiwuyor was exposed to the inner workings of the journalism profession early in life and developed a flair for public speaking and media relations.

“Adams-Aliu attended Shepherd Hill Primary School and Kings College Lagos before proceeding to the Nigerian Defence Academy in 1995, where he earned a Bachelor of Science Degree in Chemistry in 1999.

“He was commissioned into the Nigerian Navy in the year 2000 as a member of 47 Regular Course.

“Commodore Adams-Aliu has attended several professional courses including the Captain Career Course at United States Army Infantry School, Atlanta, from 2007 to 2008.

“He also attended the Armed Forces Command and Staff College, Jaji, for the Junior and Senior Staff Courses in 2004 and 2010 respectively.

“Adams-Aliu later graduated from the Naval War College Nigeria in 2018 and the United States Naval War College in 2019.

“The new Naval spokesperson commenced his naval career, serving as Watch Keeping Officer onboard various Nigerian Navy Ships from year 2000 to 2004,” he said.

Akpan said that Adams-Aliu, also served as a military observer in the United Nations Mission in Liberia from 2011 – 2012.

“He was the Officer in Charge of Nigerian Navy Ship BENIN and Squadron Commander of SHALDAG Boat squadron from 2013 to 2014 and between 2016 and 2018.

“He was the Pioneer Commanding Officer, Nigerian Navy Ship KARADUWA, the second Nigerian Navy (indigenously) built Seaward Defence Boat (SDBII).

“From 2019 – 2020, he served as the Principal Staff Officer (Navy) to the then Chief of Defence Staff, General AG Olonisakin (rtd).

“Thereafter, from July 2020 to June 2021, he obtained a Master of Arts Degree in Strategic Security Studies from the National Defence University, Washington DC, where he won the award as Most Outstanding International Fellow in the College of International Security Affairs (CISA) for year 2021.

“On graduation in 2021, Adams-Aliu was deployed as a Directing Staff and Member of Faculty at the Naval War College Nigeria.

“In March 2023, he assumed office as the Commanding Officer Forward Operating Base BADAGRY, and was later appointed Deputy Director Plans at Naval Headquarters in January 2024.

“The next month, he was elevated to the post of Director Naval Information ,” he said.

He said Adams-Aliu’s career experience which traverses command duties ashore and afloat, staff duties and training of subordinate officers exposed him to the gamut of naval operations and administration thus equipping him for higher responsibilities such as his recent appointment.

“His awards and decorations are Passed Staff Course, Meritorious Service Star, United Nations Medal, Nigerian Navy Command at Sea Badge, and Distinguished Fellow of the Naval War College.

“Commodore Adams-Aliu is an associate member of the Nigerian Institute of Public Relations (NIPR) and a member of the Chartered Institute of Personnel Management (CIPM).

“He is also a member of the Nigerian Institute of International Affairs (NIIA), International Institute of Professional Security (IIPS), and the United States Naval Institute (USNI)”.

CBN To BDCs:Don’t Sell Dollar Above N1,269

The Central Bank of Nigeria, CBN, has provided Bureau De Change, BDCs, operators with $10,000 at an exchange rate of N1,251 per United States, US, dollar.

This was disclosed in a circular signed by Hassan Mahmud, the CBN Director of Trade and Exchange Department.

The bank instructed the BDCs to offer dollars to qualified customers at a rate not more than 1.5 per cent above the buying price.

The development indicates that BDCs are advised not to sell above N1,269 for each $1.

The circular reads: “We refer to our letter to you,referencedTED/DIR/CON/GOM/001/071 in respect of the above subject wherein the CB approved a second tranche of sale of FX to eligible BDCs.

“We write to inform you of the sale of $10,000 to each BDC at the rate of N1,251/$1. The BDCs are to sell to eligible end users at a spread of not more than 1.5 per cent above the purchase price.”

FIRS Files Tax Evasion Charges Against Binance

The Federal Government has initiated criminal proceedings against Binance, a prominent cryptocurrency exchange platform.

The charges,according to a press statement issued by Dare Adekanmbi, the Special Adviser, Media to the Executive Chairman, FIRS filed at the Federal High Court in Abuja, were announced on Monday by the Federal Inland Revenue Service (FIRS).

Dare Adekanmbi noted that the lawsuit, designated as suit number FHC/ABJ/CR/115/2024, implicates Binance with a four-count tax evasion accusation.

Joined with the crypto company as second and third defendants in the suit are Tigran Gambaryan and Nadeem Anjarwalla, both senior executives of Binance currently under the custody of the Economic and Financial Crimes Commission (EFCC).

The charges levied against Binance include non-payment of Value-Added Tax (VAT), Company Income Tax, failure to file tax returns, and complicity in aiding customers to evade taxes through its platform.

In the suit,the Federal Government also accused Binance of failure to register with FIRS for tax purposes and contravening existing tax regulations within the country.

One of the counts in the lawsuit pertains to Binance’s alleged failure to collect and remit various categories of taxes to the federation as stipulated by Section 40 of the FIRS Establishment Act 2007 as amended.

Section 40 of the Act explicitly addresses the non-deduction and non-remittance of taxes, prescribing penalties and potential imprisonment for defaulting entities.

The charges further detail specific instances where Binance purportedly violated tax laws, such as failing to issue invoices for VAT purposes, thus obstructing the determination and payment of taxes by subscribers.

“Any company that transacts business in excess of N25 million annually is deemed by the Finance Act to be present in Nigeria.

“According to this rule, Binance falls into that category. So, it has to pay taxes like Company Income Tax (CIT) and also collect and pay Value Added Tax (VAT).

“But Binance did not do this properly. So, the company broke Nigerian laws and could be investigated and taken to court for this infraction,” Adekanmbi said.

The Federal Government remains resolute in its commitment to ensuring compliance with tax regulations and combating financial impropriety within the cryptocurrency sector.

FIRS, by the law setting it up and various others, is empowered to assess, collect and account for revenue accruing to the Federation and administer relevant tax laws.

Binance pleaded guilty to flouting anti-money laundering laws in the United States in late 2023, settling for a plea bargain that cost the company $4.3billion.

Detained Binance Executive Fled Nigeria With Smuggled Passport-FG

The Federal Government,has said that Nadeem Anjarwalla,a suspect in the ongoing criminal probe into the activities of Binance in Nigeria,fled the country through the use of smuggled passport.

He escaped from lawful custody on March 22,2024,Zakari U. Mijinyawa, Head – Strategic Communication, Office of the National Security Adviser,confirmed in a statement on Monday.

According to Zakari, “Upon receiving this report, this office took immediate steps, in conjunction with relevant security agencies , MDAs, as well as the international community, to apprehend the suspect. Security agencies are working with Interpol for an international arrest warrant on the suspect”

He disclosed that the personnel responsible for the custody of the suspect have been arrested, and a thorough investigation is ongoing to unravel the circumstances that led to his escape from lawful detention.”

He added:”Recall that the Federal Government of Nigeria, like other governments around the world, has been investigating money laundering and terrorism financing transactions perpetrated on the Binance currency exchange platform.

“Until his escape, Nadeem Anjarwalla, who holds British and Kenyan nationalities and serving as Binance’s Africa regional manager, was being tried by Nigerian courts.

“The suspect escaped while under a 14-day remand order by a court in Nigeria. He was scheduled to appear before the court again on 4 April 2024.

“We urge the Nigerian public and the international community to provide whatever information they have that can assist law enforcement agencies to apprehend the suspect”.

Impeachment: Edo Chief Judge Constitutes Panel To Investigate  Shaibu

Chief Judge of Edo State, Honourable Justice Daniel Okungbowa has constituted the panel of seven persons to investigate the allegations contained in the impeachment notice against the Deputy Governor of Edo State,Philip Shaibu.

The development is sequel to the resolution of the Edo State House of Assembly on the 19 March, 2024 which was sent to the Honourable Chief Judge of Edo State.

Citing perjury and disclosure of government secrets, Majority Leader of the House, Mr. Charity Aiguobarueghian had on Wednesday, March 6 during plenary announced that 21 out of the 24 members of the Edo State House of Assembly had signed an impeachment notice against Comrade Shaibu.

The Panel of seven persons which is headed by retired Justice S A Omonua also has Prof. Theresa Akpoghome, Mr. Oghogho Ayodele Oviasu and Dr. Andrew Oliha as members.
