Port Harcourt Refinery Will Be Completed In Two Weeks-NNPCL

The Group Managing Chief Executive Officer of the Nigeria National Petroleum Corporation Limited (NNPCL), Mele Kyari, has assured the country that turn around maintenance on the Port Harcourt Refineries will be completed in two weeks, with production at the facility starting in December 2024.

He said this before the Senate adhoc committee probing the Turn Around Maintenance undertaken by the Federal Government through the NNPCL.

He said: “In the next two weeks, we are to start producing more products. Completion of mechanical maintenance has been achieved at the Port Harcourt refinery.

“We are done with rehabilitation work there, now you are to test if this completion is okay.

“As for Warri, we have also completed the mechanical works on it and it is undergoing the regulatory compliance processes that we are doing with our regulator. This also will be completed and it will be ready.

“Kaduna refinery will be ready by December, we have not reached that stage with the Kaduna refinery.

“All crude lines are active and have actually delivered over 450,000 barrels into Port Harcourt refinery.

“We are confident of the integrity of it. Yes, there may be security issues, but also the government is responding to the situation.

The Senate on Thursday, disowned the alleged report of a fraud in the Turn Around Maintenance of the nation’s refineries currently being undertaken by the Nigerian National Petroleum Corporation Limited.

The Committee Chairman, Senator Ifeanyi Ubah, told his colleagues that he already had some documents on the TAM and that no fraudulent practice had been discovered in the exercise.

Senator Ubah said the country would want to know that progress is being made on the rehabilitation of the refineries

He said: “I have seen some documents indicating that something is being done and there is nothing to suggest that there is foul play in the exercise.”

He said members of the committee would visit all the refineries with a view to ascertaining the progress of work there so that a comprehensive report would be presented to the Senate in plenary soonest.

A member of the adhoc committee, Senator Mpigi Barnada, urged the NNPCL management to pay attention to the security challenges in the oil rich region.

He said it would not augur well if the refineries are fixed and insecurity prevented crude from getting there.

NOA, UNICEF Move Strengthen  Partnership

The National Orientation Agency (NOA) and the United Nations Children Emergency Fund (UNICEF) has committed themselves to a new level of partnership that will ensure that the strategic objective of health for all citizens becomes realistic in Nigeria.

Paul Odenyi, the Deputy Director of Press in a statement noted that this was the outcome of the first day of a strategic meeting between the management of the two bodies on pushing a collaboration centred on public enlightenment, education, community engagement and mobilisation.

The Director General of NOA Mallam Lanre Issa-Onilu who is leading the Agency’s team at the meeting also used the opportunity to outline the reposition plan of agency starting from the last four months. The plan is encapsulated in the agency’s CHLEEAN community project.

On the UNICEF partnership, the Director General said every organisation reserves the right to review its operation to meet with new realities especially in an environment of evolving technology. For him, the review of the collaboration with UNICEF is to achieve increased coordination, management and reporting.

He acknowledged the great work done by the two organisations in the previous phases of the relationship, saying review meetings are required from time to time to assess strategies and adopt new methods for implementing the projects.

On the new method for implementing programmes, Mallam Issa Onilu said the overaching template is the CHLEEAN community Projects under which capacities will be built to ensure efficient delivery of responsibilities.

The UNICEF Chief of Social Behavioural Change, Joshi Kshitij said there is a need to strengthen the collaboration as the world continued to face new challenges in the health and environment sphere. He appreciated the DG and his team for making their platforms available for the UN agency to leverage on.

NNPCL Says 9,000 Infractions Recorded On Pipelines In Two Years

Mr. Mele Kyari, the Group Chief Executive Officer, Nigerian National Petroleum Corporation (NNPC) Ltd., says it recorded 9000 infractions on its pipelines in two years.

Mr Kyari disclosed this this when the House of Representatives Special Committee on Oil Theft went on an oversight function at the headquarters of NNPC Ltd. in Abuja on Wednesday.

He said, “From 2022 to date, we have deactivated 6,465 illegal refineries. We have also removed 4,876 illegal connections to a pipeline out of 5,570 that we have discovered.

He added that the NNPC was not sure if that was the actual number, adding that it still has about a thousand that the corporation knew had not yet been removed.

“Some of the scale of the infraction that we see is unbelievable; we are not able to deal with it. When you remove one connection, the next day in the same location, someone will replace it.

He said, “It is obvious that crude oil theft is almost an end-to-end issue in Nigeria; it is very obvious that everyone is involved.

“In most of these locations, they are less than a hundred meters from the settlement; some are even less than a hundred meters from the local government headquarters.

He said that notwithstanding the distance, these evils are being perpetrated unabated, adding that this makes it impossible to guarantee the production that would happen the next day.

He added that the key issue had been security, adding that the NNPC moved to curtail the menace of pipeline vandals by incorporating all security agencies into a single platform, including private security.

According to him,no country surrenders the protection of such critical assets, which are our source of income, to non-state actors.

He said, “It is very obvious that despite all the integrity issues with our pipeline and our facilities, we have capacity beyond 2 million barrels per day without doing anything.

“But today, we are struggling to meet the budget estimate of 1.6 million barrels per day. This by no means is related to crude oil theft; no, it’s not true, but the core issue that is affecting the other core issue is crude theft.

“No one will produce oil, knowing fully well that he cannot dispose of it, and that’s why no one is putting money into it.

“In 2022, it became so obvious that if something dramatic is not done, we are going to run into trouble. On a specific date, our production came down to as low as 1.1 million barrels per day.

“And on a particular date, we have gone below a million barrels to explain this except for the infraction and especially the oil thief.

Speaking, the Chairman of the Special Committee, Rep. Alhassan Ado-Doguwa, said it was established and common knowledge that operating oil and gas pipelines in Nigeria constituted a herculean challenge.

He said, “Necessarily a week or even a few days go by without an infraction or damage to an oil and/or gas pipeline in the country.”

According to him, it is also saddening that these infractions do not stop with the pipelines; daily breaches are also recorded at the oil well heads, flow stations, loading, and export terminals, among others.

He said the opacity and non-transparency of regulatory activities at our crude oil export terminals were alarming.

“We are compiling the facts and figures. Instances where approvals are hastily granted to vessels involved in crude theft just to cover official complicity are reported.

He said, “incidences of undeclared lifting are noted, and all these and several other infractions, particularly in our offshore marine environment, contribute to the huge volume of crude oil theft being reported.

According to him, it is indisputable that Nigeria has been bedeviled by crude oil theft and pipeline vandalism of enormous proportions, most of which occurs within the Niger Delta region.

FG,Stakeholders Assess 30MW Wind,Solar Project Proposal

Officials of the Federal Ministry of Power and others stakeholders in the energy sector on Wednesday received the power point presentation of the proposed 30 Megawatts (MW} Wind And Solar Hybrid Project at Lekki, Lagos with a view to examining the feasibility of the scheme.

Speaking during the exercise, the Minister of Power, Chief Adebayo Adelabu said the Federal Government was addressing power deficit by using alternative energy sources like wind, solar and mini-grids.

Adelabu,who was represented by Mr Abdulrasheed Lawal, Director of Procurement, Ministry of Power,saud said the project after necessary appraisal by relevant stakeholders would be executed by Crown Resources Development Company Limited (CREDCO) in collaboration with Vergnet a French Wind Turbine Company based in France.

He said: “We are aware that presently there is energy deficit in the country so we are doing everything possible to address the issue by investing in alternative sources.

”We have to think out of the box to achieve energy sufficiency, we have to look at using mini-grids, solar and wind to achieve this.

”We are already doing 10MW using wind in Katsina and we are trying to replicate same in Lagos in order to ensure reliable and steady power supply in the country,”he said.

Speaking,Mr Barney Ojiah, Cheif Executive Officer of Credco said that they were in the ministry of power to make the presentation on how to further improve power supply for Nigerians.

He said that power was important in the lives of all Nigerians no matter how it comes.

”This effort is a collaboration with the ministry of power on how to achieve reliable and steady power supply,”he said.

Mr Frederic Cheve,Subsidiaries Manager, Africa, Vergnet while giving presentation said that the project is a renewable and innovative solution to Lagos State’s energy need.

According to him, the project aims to harness the abundant wind and solar resources to generate clean and reliable power while mitigating the risks associated with relying on a single source of energy.

He said that the proposed capacity of the project is 20/30 Megawatts Wind and Solar Hybridized system.

Cheve said that the project would be developed in phases adding that this would have a number of significant benefits for Lagos and the country.

He listed the benefits to include improved energy security and grid stability.

”It will create green jobs and boost the local economy, reduce the reliance on fossil fuels and curtail green house gas emissions.

”This project will contribute to achieving Nigeria’s national energy goals,”he said.

Cheve said the project aligns with President Bola Tinubu’s Presidential Power initiative (PPI) which aims to add 12,000 MW of electricity to the national grid and to provide 24 hours electricity for Nigerians.

”The project is in line with the renewable energy plan that is based on Nigeria’s commitment to carbon neutrality by 2060,”he said.

CBN Gives N100bn Fertilizer To Boost Food Production

Mr. Olayemi Cardoso,Governor of the Central Bank of Nigeria (CBN),has given 2.15million bags of fertilizer worth over N100billion to the Federal Ministry of Agriculture and Food Security(FMAFS) for distribution to Nigerian farmers in a bid to boost food production and reduce the high cost of food items in the markets.

Cardoso,who disclosed this on Wednesday at the headquarters of the Federal Ministry of Agriculture and Food Security in Abuja, said the gesture was aimed at amplifying food production and fostering price stabilisation within the agricultural sector.

According to him,food prices are a crucial component of inflation, especially considering that a substantial portion of household expenditure in Nigeria is allocated towards food and non-alcoholic beverages.

He said: “It is with great honour and enthusiasm that I stand before you today to address a matter of paramount importance that not only aligns with the core objectives of the Central Bank of Nigeria and the Ministry of
Agriculture and Food Security but also resonates deeply with the livelihoods of all Nigerians – the escalating cost of food.

“As we are all well aware, Hon. Minister, the Central Bank of Nigeria significantly emphasises maintaining price stability as one of its primary mandates.

“Food prices are a crucial component of inflation, especially considering that a substantial portion of household expenditure in Nigeria is allocated towards food and non-alcoholic beverages.

“This reinforces the critical need to address food inflation as a pivotal aspect of managing overall headline inflation rates.

“This contribution from the Central Bank aims to amplify food production capabilities and foster price stabilization within the agricultural sector.

“My team and I reiterate our unwavering commitment to prioritising price stability and instilling confidence in the Nigerian economy by upholding consumer price stability and ensuring a balanced foreign exchange market.

Senator Abubakar Kyari, Minister of Agriculture and Food Security, thanked the governor of CBN for the provision of 2.15million assorted fertiliser.

He assured that the fertilizer would be judiciously distributed and used for the cultivation of food items in the country.

He expressed optimism that the gesture from the CBN would arrest galloping food inflation, adding that Nigeria has had very challenging period in the last eight months.

Kyari emphasized the need for all -year- round farming, adding that the Federal Government provides 50 percent subsidy on fertiliser to farmers.

He explained that through the Presidential directive, that farmers are further supported with 75percent subsidy on fertiliser, noting that seeds, herbicides and insecticides are given to farmers free of charge.

The minister,who expressed optimism that the gesture from the CBN would go a long way during the dry and wet season farming in the country,disclosed that dry season wheat farming which was flagged-off in Jigawa State by the Federal Government in collaboration with the State in November 2023, would be harvested soon.

He further revealed that wheat farming would be scaled up from the present 120,000 hectares to 250,000 hectares by next year, with the support from the African Development Bank(AfDB).

In his remarks, Senator Abubakar Bagudu, Minister of Budget and Economic Planning, said the provision of the fertiliser would go a long way to reduce the prices of food items in the markets.
