Chief Executive Officer of Nigerian Upstream Petroleum Regulatory Commission,NUPRC,Engineer Gbenga Komolafe, who gave the assurance in Lagos at a pre-bid conference in Lagos, said
the exercise is scheduled to last for approximately four months involving registration & pre-qualification data prying/purchase technical bid submission/presentation technical bid evaluation commercial bid conference

He said:”As part of the bid process, we have announced the commencement and launched the bid round portal which was officially opened on 3rd January 2023. We have also provided an official email address, phone numbers and dedicated support line to guide applicants through the licensing round process”

He said all awardees must be duly registered in Nigeria under the Companies and Allied Matters Act (CAMA),adding that applicants may participate either as an individual company, or as a consortium.

He disclosed that the commission has established a committee to engage and collaborate with world renowned energy consultants, Wood Mackenzie, to ensure that Nigerian petroleum upstream regulations are in line with international best practice.

He explained that the development will form the basis for regulating the awardees of the seven (7) deep offshore blocks offered in the 2022/2023 mini bid round exercise.

According to him,the mini bid exercise has been designed to attract competent investors from across the world, both local and foreign, that have the capability and competence in operating in deep water environment.

He said, the mini bid round is expected to be a huge success for Nigeria and is a big step towards growing the nation’s oil and gas reserves through aggressive exploration and development efforts, boosting production, expanding opportunities for gas utilisation and development, strengthening energy security and economy, providing the opportunity to gainfully engage the pool of competent companies in the oil and gas sector resulting in employment opportunities, enabling transfer of technology, valorizing petroleum assets in the Nigerian Territory and attracting investments.

He added:”In addition, the Mini Bid Round presents us with the opportunity to reinforce Nigeria’s commitment to openness and transparency in line with the principles of the Extractive Industry Transparency Initiative (EITI).On the global scale, the Licensing Round will no doubt be gainful to all stakeholders and will in the long run contribute to long-term global energy sufficiency. Interestingly, the licensing round process was formulated in cognizance of global sustainability goals.

“The process will, in addition to technical and commercial considerations, pay the requisite attention to strategies, processes and implementable plans consistent with net zero carbon emission targets, eliminating gas flares as well as overall Environmental, Social and Governance (ESG) considerations. The oil and gas industry in Nigeria has embraced the reality of energy transition and is taking strategic position to leverage on the opportunities presented by the unfolding era.

“As a regulatory commission,we have taken deliberate steps in this regard including the recent issuance of guidelines for management of fugitive methane and greenhouse gases emissions in the upstream oil and gas operations in Nigeria during the COP27 in Egypt in a manner that attracted wide international commendation for Nigeria.

“However, it is worthy to recognize that recent events around the globe indicate that fossil fuels will continue to be a core part of the global energy mix well into the future, even beyond the 2050 targets for achieving net-zero carbon emissions that has been set by most countries”.

NUPENG Threatens To Shut Eleme Petrochemical Plant Over Unfair Labour Practices

The Nigeria Union of Petroleum and Natural Gas Workers,NUPENG,has threatened to close Indorama Eleme Petrochemicals Company in Rivers state over unfair labour practices in the company.

President of the union,Comrade Williams Akporeha, and its General Secretary,Comrade Afolabi Olawale, conveyed the threat in a statement obtained by Premium News

The union implored the government and stakeholders to prevail on the company to toe the line of decency and global best practices in industrial relations with a view to ward off the looming industrial unrest in the company.

According to the union, for several years, workers working in the Petrochemical plant have been working under very indecent and precarious conditions of Labour/ Service contracts with strict denial to join the Trade Union of their choice.

The union said, after several years of struggles which culminated in union/management meeting at leadership levels held in Lagos in November last year, an agreement was reached to allow these workers to be organized into the union and recognition extended to them by management.

The inauguration of the branch of the union was done accordingly in December last year and management in line with the agreement, extended recognition to these workers as members of NUPENG,the union also said

It added:”Suddenly in a very bizarre manner, precisely on the 16th of December 2022, we received notice of court action from another Union challenging the unionization exercise, claiming that the management of Indorama Eleme Petrochemicals Company had invited the union in same December 2022 and ceded these same set of Workers to them.

“The same statement was made by this same union in the presence of all other Stakeholders at a meeting to resolve this issue on Saturday, 14th January, 2023 and the management could not deny this weighty allegation of intentional and unlawfully setting one Union against another in their unscrupulous pursuit of perpetually enslaving Nigerians working for them. This without doubt is dubious, illegal and highly provocative.

“This statement becomes very imperative for us to put the narrative clearly in the public domain, and to warn that the leadership and members of the Nigeria Union of Petroleum and Natural Gas Workers, will do all we deem legally and operationally fit and proper to redress this unfortunate situation”

Electricity Consumers’ Group Tasks In-coming Govt. On Robust Power Sector

The Nigeria Consumer Protection Network, has implored in-coming administration in the country on improved power sector.

President of the group,Kunle Olubiyo,in a statement made available to Premium News recently, specifically tasked the in-coming government to take a deeper look at the entire gamut of the power sector  privatisation exercise and overhaul the process.

According to him, there was need for the government  to break the current unhealthy monopoly of the present electricity distribution companies’ franchises  into smaller units .

He also implored the federal government to consider de-investing its 40% equity stakeholding / equity shares completely from the power generation post privatised electricity market in the country.

The federal government,he said, should also notate the existing vesting contracts with a view to reducing the current burden of NBET Plc

He added:”We need to also make   all the noise by March this year  to clean up the mess and  provide a direction for in-coming administration that would emerged between March ,2023 and May 29th ,2023 .We ve got to work closely with the Transition Committee that would be set up in March ,2023 that would function till May,2023″.

To him,the Nigerian Electricity Regulatory Commission ( NERC),should live up to its responsibility of effectively monitoring of the electricity distribution licensees/electricity market and further demonstrate the ability to be an incorruptible judge and fearless arbiter.

He added:”NERC must more than before show that it has liver and capacity and capability to sanction erring and delinquent distribution licensees.Unlike before,
there must be consequences for impunity, recklessness and gaming of the system/gaming of the electricity market”.
