2023: Buhari Ready To Campaign For Tinubu, Other APC Candidates

President Muhammadu Buhari,has expressed his readiness to campaign for the All Progressives Congress (APC) presidential candidate, Bola Tinubu, and other candidates of the party in the 2023 general elections.

His media aide,Garba Shehu,conveyed Buhari’s intent in a statement,saying the President is ready for the 2023 campaigns with “full energy and conviction.”

He said the President’s action is to dispel expressed concerns in certain quarters that the President has not featured in campaigns since the national launch in Jos, Plateau State and to stress that while he remains committed to party politics, the functions and duties of the President will equally be upheld at times.

Speaking to the Nigerian community in Washington DC during his recent visit to the United States, President Buhari stressed what he said all the time that he is ready to campaign for the party’s victory in the general elections next year.

He noted that the APC campaigns have hithertho been the most aggressive in recent history.

He added:“They have been impressive and of a high voltage,” compared to the opposition that seems to be playing catch-up”.

He expressed strong optimism that the party will win all the elections.

Makinde Explains Expansion of Ibadan Airport

Oyo State Governor, ’Seyi Makinde, says his administration would continue to support efforts to expand the Ibadan Airport.

He spoke at the 40th anniversary celebration of the airport,where he also disclosed some of the efforts already made by the state government to expand the airport.

Some of efforts made by the Makinde administration culminated in the upgrade of the airport to CAT 6, according to statement by the Chief Press Secretary to the governor, Mr. Taiwo Adisa,said

The governor assured that when the Iwo Road Bus Terminal project is completed, there will be cheap and accessible public transport to the Airport.

He said: “I want to congratulate the staff and management of FAAN on your 40th anniversary. We look forward to your golden jubilee, and by that time, I look forward to being able to fly from this Airport to other parts of the world.

“The Ibadan Airport is so central to our economy in Oyo State that after we came in as an administration, the first thing I did was to befriend them here. So, because of the centrality of the Airport in Ibadan to our economy, we know if we work together with FAAN and the Airport Staff, we will be able to achieve our own objective as well.

“The representative of the FAAN MD already mentioned a few of the things we have done here but one thing that I have clearly seen is, for those who have been coming to this Airport before the advent of this current administration, you will agree with me that if you needed to fly to Ibadan, you would call your driver because you won’t see any taxi here to take you to town, as the flights were few and far between. So, it was not worth the while for the taxis to come and stay here but that situation has changed now.

“Whether you are coming from town or you are an arriving passenger, you can always get transportation that will take you from the Airport to your destinations. Let me make this promise here and now; as soon as we complete the Iwo Road bus terminal, there will always be a public bus from here to the terminal and it will be cheap as well.

“Another vision we also have for the Airport is ease of getting in and out of this Airport and also attract others to come and use the airport. And that is why the road from Airport to Ajia with a spur to Amuloko is supposed to target people from Ijebu-ode, Ijebu-igbo to use the airport. Once that road is completed, people from Ijebu-Ode will only take about 35 minutes to get here.

“Also, we are collaborating with the Osun State Government to fix the Ibadan-Iwo-Osogbo road, which is the shortest distance between Osogbo and here. Rather than Osogbo people trying to travel down to Akure, they can come to Ibadan Airport. So, they are being targeted as well.

He commended members of staff who received different categories of awards at the event, noting that the awards were an encouragement to do more.

In his remarks, the Managing Director & Chief Executive of FAAN, Capt. Rabiu Yadudu, who was represented by Mrs. Adenike Aboderin, appreciated the governor and his cabinet for their tremendous efforts and supports towards the uplift of the Federal Airport Authorities of Nigeria (FAAN) Ibadan Airport.

He listed the efforts to include the donation of a brand new Shackman F2000 fire truck to support fire rescue at the airport, building and furnishing of the protocol lounge, donation of brand new Hilux, completion of jet A1 farm tank, on-going dualisation of the access road and on-going construction of security post at the approach.

Savannah Energy Joins Extractive Industries Transparency Initiative

EITI is a global standard for the good governance of oil, gas and mineral resources which seeks to address the key governance issues in the extractive sectors.

Why We Increased Cash Withdrawal Limits -CBN

The Central Bank of Nigeria (CBN),says it reversed its recent cash withdrawal policy on the heels of feedback received from stakeholders in the country.

In a letter to banks in Nigeria,the apex bank increased the maximum weekly limit for cash withdrawals across all channels by individuals and corporate organisations to N500, 000 and N5m, respectively.

The letter dated December 21, 2022, with reference number BSD/DIR/PUB/LAB/015/073 was made available to Premium News on Wednesday.

Haruna Mustafa,the bank’s Director of Banking Supervision,signed the letter.

It said:“Following our circular BSD/DIR/PUB/LAB/015/06dated December 6, 2022, on the above subject and based on feedback received from stakeholders, the Central Bank of Nigeria (CBN) hereby makes the following reviews:

“The maximum weekly limit individuals and corporate N5,000,000.00 respectively for cash withdrawal organizations shall across all channels by be NN500,000.00

” In compelling circumstances where cash withdrawal above the limits in (1) above is required for legitimate purposes, such requests shall be subject to a processing fee of 3% and 5% for individuals and corporate organizations, respectively.”

Sanwo-Olu, Deputy,Others Test-Run Blue Rail Line

The Lagos State Governor Babajide Sanwo-Olu, his Deputy, Dr. Obafemi Hamzat, the Speaker of the state House of Assembly, Mudashiru Obasa, among other prominent figures in the state on Wednesday test-ran the rail system from the National Theatre Station, Iganmu to Marina.

The development followed the completion of the first phase of Lagos Blue Rail Mass Transit (LRMT) scheme, which covered Marina-Mile 2

Sanwo-Olu, who spoke at an event to mark the completion of rail infrastructure, said that the project,was a promise kept.

The official opening will be in January 2023 by President Muhammadu Buhari when the second phase covering Mile 2 to Okokomaiko will commence,he said

He said: “This milestone in the development of the Lagos Rail Mass Transit is the culmination of several impactful reforms in the transport ecosystem of Lagos State, starting in 1999, the dawn of the fourth Republic, when Asiwaju Bola Tinubu assumed office as the governor

“Our vision for an integrated transport system is enunciated in the Traffic Management and Transportation pillar of our T.H.E.M.E.S Agenda. Our transportation strategy is a multimodal one, bringing together the various elements of road, rail, and water, and ensuring they are seamlessly integrated.

‘’Coincidentally, Marina is central to our integrated multimodal transport system, being a melting pot for all the transportation modes. I am happy to announce that we will be developing Marina into an integrated transport interchange, with the support of the French Development Agency (AFD) .I am also happy to inform you that the three train sets for the commercial passenger operations for the Blue Line are already on ground.

“I want to also place on record the role played by the Central Bank of Nigeria (CBN). The CBN’s Differentiated Cash Reserves Requirement (DCRR) made it possible for Fidelity, Sterling and Access banks to pool resources together to provide credit financing for the completion of this first phase of the Blue Line. I am grateful to the leadership of the three banks for believing in us.

“To all of you the good people of Lagos, thank you for your patience, for bearing with us in the face of all the inconveniences thrown up by the implementation of the Light Rail network.

“This project is for you, please ensure you safeguard it. You should also bear in mind that this rail system is powered by electricity and must therefore not be trespassed in any way. Crossing the tracks is no longer an option, and the issue of vandalism in any form should not even arise at all. Pedestrian bridges have been provided to enable you to cross from one side to the other.

“To the glory of God, it is now my pleasure to formally announce the completion of the infrastructure for the Lagos Rail Mass Transit (LRMT) Blue Line. We will now begin test-running of the line in preparation for its commissioning for commercial passenger operations in the first quarter of 2023”, Sanwo-Olu said.

The Managing Director of the Lagos Metropolitan Area Transport Authority (LAMATA) Abimbola Akinajo, described the project as a manifestation of the ‘audacious mind and courage of Governor Babajide Sanwo-Olu and members of the State Executive Council’.

According to her, the Blue Line is one of the six rail lines articulated in the Lagos State Strategic Transport Master Plan (STMP), a brainchild of the All Progressives Congress (APC) presidential candidate and former Lagos governor, Asiwaju Bola Tinubu.

She added: “Construction of the Blue line has been one of the most challenging projects the state has ever embarked upon, given the many issues we have had to overcome. To get to this point, we have had disturbances and delays in the relocation of submarine cables, submarine natural gas pipelines, and removal of underwater shipwrecks.

“The submarine geological conditions are complex, thus making construction in the lagoon extremely difficult. On a number of times, barges have collided with the trestle supporting our construction activities while the outbreak of COVID-19 epidemic, and the long transportation cycle of imported equipment and materials also contributed to delays in the prompt completion of the rail project.

“But today, the story has changed. Today, Mr. Governor and other distinguished guests will take the first ride on this train using our unified electronic payment system, Cowry Card, which is currently the means of payment on our regulated buses and ferry services”.

FG To Clamp Down On Illegal Deejays

The federal government will soon begin the enforcement of the criminal provisions of the Copyright Act against any Deejay who is found to be in hindrance.

The Director General of theNigerian Copyright Commission (NCC),Dr John Asein disclosed this this at the signing of a memorandum of understanding between the Musical Copyright Society of Nigeria (MCSN) and Deejays Association of Nigeria (DJAN) in Abuja.

He explained that the move was in line with the Commission’s renewed drive to ensure respect for copyright and address all forms of copyright abuses.

Augustine Amadu, Director regulatory department at NCC,represented the DG.

He said the commission will be engaging with DJAN to develop a regulatory framework and ensure that operators are properly accredited and identified when they carry out public performances.

He added:“This is to bring sanity to their operations, promote professionalism and ensure total compliance with copyright rules,” he said.

He said Disc Jockeys are critical stakeholders in the copyright value chain.

“This is because apart from their pivotal role in the dissemination and public performance of music, they are also content creators. In the process of performing recorded music, they often create remixes that also qualify as protectable copyright works. It is therefore in their interest that the collective management system works well to reward the right owners,” Dr Asein said

He added that the signing of the MoU could not have come at a better time than now as Nigeria’s creative industry is witnessing an unprecedented boom.

“As much as we celebrate these successes, we also acknowledge the huge losses of revenue attributable to poor rights management in an increasingly borderless and technology-driven digital environment. More avenues for accessing creative content are springing up on different platforms, disrupting traditional sales and licensing arrangements,” Asein said promising that NCC will always be there to protect the rights of creative people.

Also speaking, the Chief Executive Officer of MCSN, Mr Mayowa Ayinlaran, thanked the management of NCC for modifying the MoU.

He said he was happy musicians have come to recognise the role of deejays in the entertainment industry. He promised that MCSN will keep its own part of the agreement.

Access Bank Upskills 10,000 Young Africans

Access Bank Plc,has announced that it has upskilled 10,000 young Africans through the first two cohorts of its Advance Africa project.

Launched in 2021, in partnership with Udacity, Advance Africa is a 2-year mission set up by to freely train 20,000 Africans who are interested in honing their skills in digital paths and achieving mastery.

The program is designed for youths to learn and carry out innovative projects that offer solutions to real-world problems that will enable them to level up their skills, earn badges/nano-degrees and be ready for the future of work.

“We have identified that there is a scarcity of skilled digital capabilities in Africa. This, coupled with the increased local and international competition for available human resources, means that this skill gap has been widened even further. Hence, with Advance Africa, Access Bank aims to develop the next generation of doers who will challenge the status quo with their tenacity, curiosity, and ever-evolving imagination,” said Daniel Awe, Head of the Africa Fintech Foundry on the purpose of establishing the Advance Africa project.

He said through immersion in various IT/digital courses and first-hand learning from specialists, participants have been able to acquire practical knowledge, abilities, and experiences that will help them build a progressive career in financial technology,” he added.

Advance Africa has thus far impacted individuals in Nigeria, Ghana, Kenya, South Africa, Botswana, Zambia, Rwanda, Guinea, Zambia, Gambia, Sierra Leone, Mozambique, Cameroon, and Congo (DRC), thereby creating a pool of trained resources locally and in every country where Access Bank operates in. At the end of the project, Access Bank aims to retain 400 of the top performers, thereby helping to reduce unemployment across the continent.

The first two cohorts of the Advance Africa project received over 18,000 and 13,000 applications respectively, with 5,000 participants selected across each. Following the training exercises, a combined 549 individuals have been able to earn a foundation Nanodegree and a further 200 going on to earn an Advanced Nanodegree.

On the benefits of the training to her development, Cecilia Bassey, one of the beneficiaries of the Advance Africa project, said, “The program was a great opportunity for me to explore and discover my skills. While the training strengthened my analytical talents and time management skills, I also developed grit and resilience during the program. After the second phase ended, I was selected for the next phase which was the Internship program with Access Bank.

“I am indeed privileged to be an intern in the Fintech unit of Access bank which has widened my knowledge of the tech world. The Advance Africa program has exposed me to opportunities to kickstart a career in Product Design and I am eager to keep up-skilling and contributing to solving problems.”

Mini Bid Round: FG Offers 7 Oil Offshore Blocks, Woos Investors

The federal government is offering for sale seven oil offshore blocks under the 2022 Mini Bid Round Programme.

The blocks cover an area of approximately 6,700 km2 in water depths of 1,150m to 3,100m is put on offer this year.

The Nigerian Upstream Petroleum Regulatory Commission,NUPRC,will carry out the sale which is expected to spur new exploration and drilling activities in the prospective deep waters offshore Nigeria.

Speaking in Abuja on Wednesday,Engr. Gbenga Komolafe, the commission’s Chief Executive Officer,disclosed  that the mini bid Round is the first in a series of bid rounds, aimed at further development of this prospective petroleum basin will be held in accordance with the Petroleum Industry Act 2021 (PIA), with its enhanced legal and regulatory frameworks that seeks to encourage new investors and investments into the next phase of exploration in this region.

He added that the Mini Bid Round will be managed by the NUPRC, in line with the provisions of the PIA, as the statutory body responsible for ensuring compliance with petroleum laws, regulations, and guidelines in the Nigerian upstream petroleum industry.

He said:”The National Data Repository (NDR) of NUPRC and our multi-client partners are delighted and ready to support the Mini Bid Round underpinned by high-quality datasets.The blocks have extensive 2D and 3D seismic data coverage, including multi-beam and analog data.  Additionally, a remarkable quality, 3D MegaSurveyPlus reprocessed Pre-stack Time Migration (completed October 2022), with angle stacks and gathers is also available to prospective bidders. Links to all data can be accessed via the dedicated NUPRC portal.

“The Mini Bid Round is a market-driven programme and will follow a transparent and competitive procurement process designed to attract competent third-party investors from across the world that have the capability and proficiency in operating in deep-water environment.

“Historically, this Mini Bid Round intends to build on the successes of the last bid round that held in April 2007 during which a total of forty-five (45) blocks, drawn from the inland Basins of Anambra, Benue and Chad; the Niger Delta Continental Shelf; Onshore Niger Delta and Deep Offshore were put on offer.

“The 2007 bid round was held under a different regulatory regime (the Petroleum Act, 1969) and generated massive interest and participation with its attended revenue which made the exercise a success.

“In this year Mini Bid Round, seven (7) Offshore blocks covering an area of approximately 6,700 km2 in water depths of 1,150m to 3,100m is put on offer. The success of the Mini Bid Round will ensure all stakeholders gain value from the country’s resources, whilst paying close attention to reduction in carbon emissions, as well as overall environmental, social and governance (ESG) considerations.

He said a dedicated programme portal (br.nuprc.gov.ng) for the Mini Bid Round has been published by NUPRC, which provides details of the bid round process, including the registration and prequalification requirements, and detailed guidelines for applicants.

He also said a pre-bid conference is scheduled for 16th Jan 2023, to provide potential applicants with an opportunity to ask questions they may have concerning the mini bid round process and requirements, after which interested companies will be invited to submit their pre-qualification applications by 31st Jan 2023.

He added: “NUPRC will continue to provide further details and roadmap for this international competitive Mini Bid Round in due course. It is a great privilege to announce the Mini Bid Round 2022 and we look forward to the success of the upcoming events and activities”.

Female Genital Mutilation: Reps Propose 5-Year Jail Term For Offenders

The House of Representatives, Wednesday passed into second reading a bill to review upward the penalty for those who engage in Female Genital Mutilation, FGM in Nigeria.

Lawmakers,who spoke during the debate on the bill at plenary, the need for upward review of the penalty from 4 to 5years,whiile the fine should be raised from N200,000 to N1million

The sponsor Hon. Ganiyu Johnson explained that the upward review of the penalty as regards the bill will help contain the humiliating practice in the country.

The Chief Whip of the House, Hon. Mohammed Monguno in his reactions,said it is not enough to increase the years or amount on penalty for perpetrators of such crime but stress the important of public sensitization.

He further advocated the need for massive sensitisation of the general public with a view to avoiding such negative practices.

During the debate, an amendment by the deputy minority leader of the House, Hon. Tobi Okechukwu that the amount be increased to N2million was rejected on the ground that it must follow due process of the House.

The Speaker of the House, Hon Femi Gbajabiamila ruled in favour of the bill without any amendment,while referring the bill to the House committee on Women Affairs and Human Rights for further legislative actions.
