Kaduna Train:DSS Confirms Arrest Of Hostage Negotiator, Tukur Mamu

The Department of State Services (DSS) has confirmed the arrest of  self-acclaimed Kaduna Train hostage negotiator, Alhaji Tukur Mamu.
 Spokesperson of the Service, Dr. Peter Afunanya,confirmed this in a statement on Wednesday..
He said: “This is to confirm that Mamu, as a person of interest, was intercepted by Nigeria’s foreign partners at Cairo, Egypt on 6th September, 2022 while on his way to Saudi Arabia.He has since been returned to the country, today, 7th September, 2022 and taken into the Service’s custody.
“The act followed a request by Nigeria’s Military, Law Enforcement and Intelligence Community to their foreign partners to bring back Mamu to the country to answer critical questions on ongoing investigations relating to some security matters in parts of the country. The public may wish to note that the law will appropriately take its course.”
How  Medical Doctor Murdered Cab Driver In Edo-Police

A medical doctor, Abass Adebowale Adeyemi was Wednesday paraded by the Edo State Police Command over alleged murder of one Emmanuel Yobo Agbovinuere, (39), a cab driver, in Edo state.

Dr. Adeyemi,36, who hails from Offa local government area of Kwara state was alleged to have killed the victim on September 3, in Benin and dumped his corpse at Otofure community, after Oluku on the Benin-Lagos road.

Parading the suspects, the command’s Police Public Relations SP Chidi Nwanbuzor, said the deceased, a cab driver met the suspect sometimes in July at a hotel in Benin when he lodged.

He stated:”In September 3, the suspect came to Benin again and invited the deceased to meet him at another hotel where he also engaged his (deceased) services”

Chidi said that the suspect asked the deceased to take him round the places he wanted to visit, adding that while on the job, the victim later complained of leg pain.

He added:” The suspect, who is a medical doctor promised to help him and administer a substance injection into his body and the deceased died instantly.To conceal the crime, the suspect kept the corpse in the deceased vehicle and later dumped the corpse in a bush in Oluku and absconded with the deceased’s vehicle”.

He said the suspect was traced to Osogbo with the aid of a tracking device in the deceased’s vehicle where he was arrested by the police.

Nwanbuzor disclosed that a snippet, diaxipan injection, scalp vein middle and five syringe were recovered from the suspect.

He added that aside the deceased’s vehicle, the police also recovered another car the suspect sold to a car dealer.

The suspect pleaded with the family of the victim to forgive him,as his act was not deliberate.

He added:” Let the police do their investigation, I am pleading with the family to forgive me, I have killed a friend, he was really my friend, I can show you our discussion on phone” .

Kaduna Electric Board Chairman  Advocates   Improved Customers’ Response To Payment Of Bills.

The Chairman, Board of Directors of Kaduna Electricity Distribution Company, Alhaji Abbas Muhammad Jega, has stated that the new agenda of the company is to ensure sustainable improvement in electricity supply in its franchise.

He also said the electricity distribution firm would be honest and truthful to its customers on areas that can help boost supply and serve the interest of Kaduna Electric.

Jega,who spoke on Wednesday in Birnin Kebbi when he led management of the company on a courtesy visit to the Governor of Kebbi State, Senator Atiku Bagudu,described Kebbi as the most supportive state government in the company’s franchise pledging that Kaduna Electric will not take the gesture for granted.

He commended the state government for its timely intervention in order to address the power supply challenges in Argungu town.

Alhaji Abbas Muhammad Jega, who disclosed that the team is on four days working visit to Kebbi and Sokoto States, said that visit shall also accord the leadership of the Company the opportunity to engage all critical stakeholders with the view to finding ways to improve customers’ response to payment of electricity bills, an exercise he described as critical to the survival of the Company in particular and the entire power sector in general.

“Our quest for the provision of sustainable and efficient electricity service begins with all stakeholders coming together and appreciating the fact that the industry must generate adequate fund to finance its operations and this fund only comes from payment of electricity bills”, he stated.

PTI Celebrates 50 Years Anniversary,Seeks  Improved Collaboration With Oil, Gas Industry Leaders

The Petroleum Training Institute (PTI), Effurun, Delta State has announced plans to celebrate 50 years of the founding of the institution.

Dr. Henry A. Adimula, Principal/ Chief Executive, PTI,who disclosed this in an online video broadcast,said the high point of the anniversary celebration will be a one-day national lecture and award event scheduled to hold on October 13, 2022 at the Petroleum Technology and Development Fund Building, Abuja, with the theme; Fifty years of Education, Innovation & Technological Development.

The Institute’s 50 anniversary will be a gathering of the major stakeholders in the industry with a Ministerial Address by the Honourable Minister of State for Petroleum Resources, Chief Timipre Sylva while the Keynote Lecture will be delivered by Mr. Osagie Okunbor, Managing Director of Shell Petroleum Development Company (SPDC) and Chairman of Shell Companies in Nigeria.

“With this anniversary celebration, we hope to look back, assess the present and leap forward. We Need Intervention Fund, Crude Oil Refiners Tell CBN

The Crude Oil Refiners Association of Nigeria (CORAN), the umbrella body of indigenous crude oil refiners has appealed to the Central Bank of Nigeria(CBN), to create crude refinery intervention fund like that of Agricultural Credit Fund or the Pharmaceutical Fund domiciled at the apex bank with a view to driving effective business operations in Nigeria

The association’s Board of Trustee’s chairman, Chief Emmanuel Iheanacho,gave the suggestion when he led the officers on a courtesy visit to the leadership of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) in Abuja.

The meeting which was in a bid to interact with all relevant regulatory agencies,after CORAN formal registration and was chaired by the NMDPRA’s Executive Director Hydrocarbons Processing Plants, Installation and Transportation Infrastructure (HPPITI), Mr. Francis Ogaree.

Shedding more light on its demand,the association, through its secretary, Barrister Olusegun Ilori ,who was directed to present CORAN’s position, appealed to the Authority to ensure that all incentives that were given to Dangote Refinery are also extended to other refineries.

The association also urged NNPC/NMDPRA and NUPRC to engage with the licensed modular refineries in order to develop an appropriate commercial model that would guarantee reliable feedstock

CORAN also stated that NMDPRA renewal fee of modular refinery license guidelines should be revisited and possibly reduced by way of 50 per cent waiver,which should be on the company-by-company assessment, and granted to only companies with credible challenges.

It advised that for annual monitoring of modular refineries to be carried out by the Authority to ensure compliance with government policies,adding that NNPC should consider taking equity or grant loans to modular refineries via the provision of reformer/other requirement units to ensure adequate production of PMS based on agreed offtake conditions.

According to the association, issuance of the import duty waivers for modular refinery equipment should be done by the Federal Ministry of Finance after due certification of the equipment that qualified for waiver is done by the Ministry of Petroleum Resources.

CORAN said that modular refinery owners with evidence of feedstock challenge be given preference in allocation of NNPC crude oil.

The association suggested that Crude oil from the NNPC be sold to modular refinery owners in naira equivalent for that day with guarantee that all the refined PMS be sold in naira equivalent for that day in-country.

“The Federal Ministry of Industry, Trade, and Investment (FMITI) to collaborate with Ministry of Petroleum Resources (MPR) on the African Continental Free Trade Area (AfCFTA) with the view of creating a Petroleum refining hub in Nigeria while leveraging on the agreement.Quarterly progress reports on modular refinery projects be sent to the Ministry by NMDPRA.The Ministry should liaise with Nigerian Immigration Service to resolve problems associated with issuance of expatriate Quota,” they added.

Responding to CORAN by the management of NMDPRA led by the Executive Director Hydrocarbons Processing Plants, Installation and Transportation Infrastructure (HPPITI), Mr Francis Ogaree and the Executive Director Economic Regulations and Strategic Planning (ERSP),Dr. Zainab Gobir appreciated the association for coming and assured the team that Mr President, Muhammadu Buhari is committed to see that more refineries are functional.

Mr Francis Ogaree further assured CORAN of the Authority’s support and urged they should reach out to the committee that will be setup to work with refineries and hinted of a database of challenges and progress report on its operations.

Besides, Engr. J.G Musa and Mrs. Ngozi Nwokocha who addressed the issues of license renewal fees and the need for CORAN to actively participate in the regulations concerning Midstream and Downstream some of which has been concluded with our members not making their input.

Gobir assured that her office will create a dialogue for more communication between the refiners and the Authority.The Association has been assured of the government’s economic strategic plan to boost refining in Nigeria from a 0.01% to 1%.

Lagos Gets New Planning, Urban Development Commissioner

Lagos State Governor Babajide Sanwo-Olu has approved the appointment of Tayo Bamgbose-Martins as the Commissioner for Physical Planning and Urban Development.

He replaces Idris Salako, who resigned from office on Monday over his inability to check the building collapses in the state, with the most recent, of a seven-Storey building in the Lekki area of the state in which about six lives were lost.

The Commissioner for Information and Strategy, Gbenga Omotoso, told journalists on Wednesday at Alausa, Ikeja, adding that Bamgbose-Martins is coming in with a wealth of experience.

NEPZA Completes 76 Projects In Four Zones

Nigeria Export Processing Zones Authority (NEPZA) said it has completed 76 projects located in Calabar, Kano, Lagos and Kwara Free Trade Zones (FTZs).

A statement on Wednesday by Martins Odeh, Head, Corporate Communications, NEPZA, explained that 28 projects were completed in Calabar FTZ, 38 in Kano FTZ, Lagos(Lekki)Special Economic Zone(SEZ) 5 and Kwara SEZ has 5 projects.

He explained that the Joint Projects Monitoring Committee that comprised officials from the Ministry of Industry, Trade & Investment and NEPZA has rounded-off scheduled inspections of 112 approved projects for the Authority.

These projects, captured under the NEPZA Tender Board of 2017-2021, direct Federal Executive Council approval and the Ministerial Tender Board of Capital Projects are located at Calabar Free Trade Zone (CFTZ), Kano Free Trade Zones (KFTZ) and the newly approved Lagos and Kwara Special Economic Zones respectively.

Of the 112 ongoing projects, a total of 76 have been completed with the CFTZ accounting for 28; KFTZ 38; Lekki SEZ 5; and Ilorin SEZ 5 while others are at different levels of completion.

Some of the projects include Erosion Control Works & Rehabilitation of Collapsed Perimeter Fence at CFTZ; Construction of Emergency Exit Gates & Access Road to the Jetties at CFTZ; Re-Asphalting of the Exiting Dual Carriageway Road Network at CTFZ; Consulting Services for Masterplan & Architectural Design at Kwara SEZ; Consulting Services for Engineering & Infrastructure Design at Kwara SEZ; Quantity Surveying for Feasibility Studies at Kwara SEZ; and the Development of initial 5MW Power Plant & Electrical Reticulation within the Ilorin SEZ.

They also include the construction of roads with Associated Drainage Work at KFTZ; Construction of Four Standard Size Factory Building & Associated External Works at KFTZ; The Purchase of Property at No.38 Kofo Abayomi Street, Victoria Island, Lagos; The Re-furbishing & Furnishing of the Newly acquired NEPZA new Lagos Zonal Office among others.

Speaking at the end of the tour in Calabar, Zainab Aliyu, NEPZA’s Director of Monitoring & Compliance, expressed satisfaction with the level of projects execution across the four zones, adding that the Federal Government had always ensured value-for-money in the execution of its contracts.

Aliyu, the Authority’s Team Lead, said the approval for the projects’ inspection tours indicated government priority toward adequate provision of infrastructure in the free trade zones and Prof. Adesoji Adesugba led-management relentless commitment to the interpretation of President Muhammadu Buhari’s policy for a profitable and competitive zone scheme.

“As part of the statutory responsibility of NEPZA as provided in Section 4 of the Authority’s Act 63 of 1992 is the provision that ensures that all zones provide some of the basic infrastructure. We are also obliged to constantly monitor and evaluate both new and old infrastructure.

“The reasons for these monitoring and evaluation exercises were to ensure the right quality of materials were used and the right quality of jobs are done, just as we also checked the percentage of work done in line with the amount assigned for the project.To this end, the Managing Director, Prof. Adesoji Adesugba decided to set up this committee to access all the projects that have been earmarked from the period he assumed leadership of the Authority. The Authority has, however, decided to carry out the task jointly with our supervising Ministry, which is the Ministry of Industry, Trade and Investment. So far, we were encouraged by the progress of executions,” she said.

Death Claims: FG Kicks,Threatens To Blacklist Non-performing Insurance Firms

The Federal Government has expressed displeasure over the lackadaisical attitude of insurance companies in the payment of death benefits of civil servants.

Dr Folasade Yemi-Esan, Head of Civil Service of the Federation,expressed this displeasure in Abuja during the meeting with underwriters of the Group Life Insurance Policy for Federal Civil Servants in her Office.

She lamented that while the Federal Government is doing its best to improve the welfare of families of deceased workers through the prompt release of funds for the payment of death benefits, the underwriters and brokers are frustrating the efforts by their unserious attitude.

She lampooned the companies over their non- performance,saying it was unacceptable and should be remedied.

According to her, the meeting was necessary to bridge the gap that exists between the Underwriters and Brokers as it was unreasonable to continue doing the same thing repeatedly without achieving meaningful result.

A statement by Mohammed Ahmed, Deputy Director, Communications, in the OHCSF, quoted Yemi-Esan as saying that “If the Brokers are no longer relevant, then they should be blacklisted.”

She said that the payment of insurance claim is not rocket science, stressing that her Office performs similar function through seamless settlement of backlog of claims not covered by the present arrangement.

The Key Performance Indexes (KPIs) on settlement of claims as of September, 2022 indicate that the total number of claims reported was 776; number of claims paid was 357; total sum on claims reported, N4,201,392,384.27; number of awaiting EDVs from HoS/MDAs 101; total amount paid N1,574,709,562.12; number of awaiting DVs from Lead Underwriter 150 (2,626,682,822.15), total amount expected from EDVs N785,123,928.73, number of incomplete documentations 168 and total outstanding claims is N1,841,558,893.42.

She further stated that from the breakdown of the report, there is a clear indication of a huge gap between the number of claims reported and those paid, adding that there is the need for improvement from the insurance service providers, as there is always room for other alternatives.

Speaking on behalf of the underwriters, the Lead Underwriter and CEO of Old Mutual (Nig.) Limited, Mr. Segun Omosehin, expressed his gratitude to the Head of Service for her concern and show of outright displeasure over their low performance.

He expressed commitment to support the Head of Service by doing the needful to bridge the gap existing between the underwriters and the brokers, which he identified as the major issue responsible for the late payment of claims to families of deceased civil servants.
