Agric Loan: CBN Threatens Sanction Against Defaulting Farmers

The Central Bank of Nigeria (CBN) has implored farmers who defaulted in paying back the loans obtained under the Anchor Borrowers’ Programme (ABP) to pay back.

Mr Sadeeq Ajayi, in CBN Development Finance Office, who made the appeal on Wednesday in Ibadan at the Agribusiness Innovation Clinic, said that majority of farmers in Oyo State, who benefited from the scheme, have not repaid their loans.

According to him, failure of the apex bank to recover the loans from the defaulting farmers had threatened the scheme, adding that it has prevented other farmers from accessing the facility.

He added:“While the Anchor Borrowers’ Programme has recorded some level of success, the failure of farmers to repay the loans has, however, been a major setback. Many of the farmers refused to pay back their loans due to misconception that since CBN is the lender, the loan is a ‘national cake’ and they do not have to pay back what they consider theirs as citizens.

“This attitude has made it difficult for other farmers, who also want to access the loan, to benefit from the scheme,” he said.

He said that stakeholders, including the traditional rulers, should appeal to the defaulting farmers to promptly repay the loans for the sake of others.

“Of course, we are engaging various stakeholders and we expect the narrative to change very soon so that more people can have access to the fund,” he said.

In his keynote address, Mr Olasukanmi Olaleye, the Oyo State Commissioner for Trade, Industry, Investment and Cooperatives, lauded the initiative of GAIN to tackle malnutrition in the country.

Olaleye, represented by Mr Mukaila Oladipo, a Deputy Director in the ministry, said that food fortification is one of the safest, most effective and affordable ways of addressing the micronutrient gaps in the country.

NADDC Parleys CBN On Automotive Financing

The National Automotive Design and Development Council (NADDC)has commenced discussions with the Central Bank of Nigeria (CBN) to design robust solutions for automotive financing to make auto purchase affordable for Nigerians, Jelani Aliyu, the Director-General of NADDC has said.
Aliyu spoke  while making a presentation at the 9th Annual Transport Lecture organized by Transport Day Newspapers, with the theme: ‘Nigeria’s Transportation For Development; Sectoral Achievements, Prospects and Challenges’ which held in Abuja.
He said:“We had a meeting with the CBN yesterday on auto financing. We want to work out a solution that would enable Nigerians buy new vehicles and pay over a period of six years” .
He explained that the move is part of the agency’s efforts geared towards promoting and enhancing value addition in the transport cum automotive sector of the economy by creating a conducive business climate to further enhance investment inflow and industrialization.
He said NADDC is rapidly shifting attention to carbonless transport system in Nigeria in a bid to develop and promote advanced transport technology in the automotive industry
He added:“This is because, vehicle electrification is inevitable, it is the future of automotive industry worldwide and we are working assiduously towards achieving its comprehensive and sustainable adoption in Nigeria. There is no gainsaying the fact that poor maintenance culture of vehicles in the transport sector contributes immensely to environmental pollution. The use of EVs that have advanced technology will not only curb these excesses but will also lead to more productivity in the industry.
“Currently, one of our top focus areas is scaling up production of applicable electric vehicles locally, to enable Nigeria meet its target for the Paris Accord and 2060 net zero commitment, both on reducing harmful gas emissions from vehicles” he said.
According to him, NADDC recently set up a Technical Committee on Electric Vehicle Development Plan aimed at drawing up a comprehensive development plan for vehicle electrification in Nigeria, towards the realization of full scale local production of multiple brands of applicable EVs that would be in tune with the economic structure of the country and to be supported by establishing effective ecosystem of charging infrastructure.
He said the development would also ensure that made-in Nigeria EVs are of world standards and compete favourably in the global market.
“As a pilot scheme project, the NADDC has established 100% Solar Powered EV Charging Stations at Usman Danfodio University Sokoto, University of Lagos and University of Nigeria Nsukka and also discussing with other stakeholders for collaboration in establishing more charging infrastructure all over the country.
“In conclusion, NADDC is committed to establishing and giving support to development programmes that will aid the Nigerian transport sector. I therefore urge all stakeholders to begin to think of a paradigm shift from the conventional vehicles to carbonless transportation system and key into the vehicle electrification projects of the Council with a view to achieving cleaner air in Nigeria” he added.

Africa Must Shift Attention To Clean Energy-Sylva

Timipre Sylva, Minister of State for Petroleum Resources, Chief Timipre Sylva, has emphasized the need for African countries to shift attention to cleaner energy use.

He also said with significantly untapped fossil fuel reserves, which could provide much-needed foreign direct investment and export revenue,Africa has the ability to play a leading role in the transition to a net-zero energy future.

His advocacy was contained in a speech presented at the annual symposium and exhibition of the Society of Petroleum Engineers (SPE),made available to journalists by the media aide of the minister,Huratius Egua.

The continent’s enormous resources, he noted, could be harnessed using clean energy technologies.

He added:”With approximately 208.62 trillion cubic feet (TCF) of proven gas valued at over $803.9 trillion and potential upside of 600TCF of gas, he said Africa has the most extensive gas reserves, and in the top 10 globally.

“And in line with Federal Government declaration of years 2021 – 2030 as the ‘Decade of Gas’, we are taking steps to expand and develop the nation’s huge gas resources through enhanced gas exploration, development and utilisation schemes which will lead to gas reserves growth, increased gas production, maturation of the domestic and export gas market, as well as gas flare elimination,” he said.

Describing the Petroleum Industry Act (PIA) as a game changer, Sylva said the legislation would help support the continent to alleviate energy poverty.

The PIA, he said, has generous incentives to enable development, distribution, penetration, and utilisation of gas, even as it incentivizes entry into the midstream, especially for pipelines, with an additional 5-year tax holiday for investment in gas pipelines.

He added:“The PIA is a supply-side enabler, capable of provoking and triggering commercial interests and investments in gas utilization as well as treating gas as a stand-alone commodity. As a nation, we are following a transition pathway that combines technology, investment, business strategies, and government policy that will enable Nigeria to transition from its current energy system to a low-carbon energy system with natural gas playing a pivotal role over the next generation, roughly between now and 2060.

“Natural gas is a key resource for a
just energy transition and has all the credentials to support Nigeria and
indeed Africa meet up with her commitment with the UN 17 Sustainable Development Goals (SDGs).As a major source of wealth and energy in Africa, the development of oil and gas resources proves critical for our economic growth and revenue expansion,” he added.

He maintained that there must be multiple pathways to the energy transition, to ensure that no country was left behind in the process of achieving net-zero by 2060.

“As a continent, we need to be
intentional and recognize the need to develop hydrocarbon resources in
environmentally and socially responsible ways. And as alluded to by the African
Union, we need to be realistic in choosing the energy transition pathways which addresses our unique requirements and circumstances.

“As well as enhancing policy, legislation and implementation approaches across national, regional, and continental level, to enable a favorable environment for development. We need to develop bankable projects to scale up access to funding and investment. And adopt a mix of energy solutions to address the needs of each country including solutions to high tariffs and accessibility to sustainable energy options.

“We need to promote energy efficiency which is necessary for energy transition and focus on building energy infrastructure and strengthening transmission corridors,” Sylva said.
