The Federal Ministry of Science and Technology,has changed name to  Federal Ministry of Science, Technology and Innovation,
Dr. Ogbonnaya Onu, Minister of Science, Technology and Innovation,explained that the development will help the country to meet the needs of other sectors of the Nigerian economy and all stakeholders, by supporting the generation and application of knowledge and innovation to solve socio-economic challenges, as well as providing a policy and funding environment  that will establish the National  System of Innovation.
He said:”Initially, only Science and Technology remained our domain. However, only Science and Technology cannot move the nation to its desired global competitiveness level.Hence, Science, Technology and Innovation will spark off a demand- driven knowldge-based economy, characterised by industry and services research and development programmes, projects and activities within the STI ecosystem.”
He expressed optimism that STI would become the engine that would drive Nigeria on the path of success, prosperity, self-reliance and greatness in the near future.
He  decried the gap between research and industries  in Nigeria.
He  promised that the ministry would ensure from henceforth that Research and Development(R&D) will not only solve problems but also ensure that they respond to the needs of industries.
He said: ” We believe that once we use research and development in solving our problems, as a nation, we will be in a position to increase our domestic production and reduce the importation of goods.”

An okada  rider in Delta, Onoriode Simon,has narrated how he was involved in raped  and killed a 50 year old pepper seller, Mrs Patience Komone in connivance with one Akpoghene Shoemaker,who is currently at large.
The suspect gave the account of the gruesome mother of the trader during the parade of criminals involved in different illicit activities   by the Delta State, Commissioner of Police, Ali Muhammed Ari .
He said he acted on the instruction of
Akpoghene to carry the trader at a bush path in Umeh to buy pepper.
He added:”My friend, Akpoghene told me to carry a particular pepper trader at a bush path in Umeh to buy pepper. I carried her to the  place my friend told me she would be able go buy pepper. When we got there, we did not see anyone that has pepper to sell. Then, she told us that she would go elsewhere to look for pepper. It was then I saw my friend with a matchete at his back.
“I asked my friend what he wanted to use it for, he replied that he wants to use it for something. When we got close to our bike, Akpoghene used a machete to hit the woman. While woman was struggling for life, we kept her at the corner of the road and has sex with her. After which we checked her bag and saw N40, 000, he than used cut out her private part and her eyes.
“After three days, people started looking for the woman. While people who saw me when I carried her on my bike , asked me of her whereabout.It was then I told them what happened, then they started beating me. My friend gave me  N50, 000 after selling the parts of the woman for N100, 000 to one man
“I did not know Akpoghene was going to do such a thing because I have never done such a thing with him. He is now on the run but I know he is in Umeh community.

Group Sues Ikeja, Eko Discos Over Failure To Cap Customers' Estimated  Billing – BRT-News
The All Electricity Consumers Protection Forum (AECPF),has dragged Eko Electricity Distribution Company and  Ikeja Electric and for failing to implement the order capping estimated billing of some of their customers.
In the suit filed before an Ikeja High  Court by the group’s lawyer,Olalekan Matti, it alleged that the defendants had failed to comply with the Nigerian Electricity Regulatory Commission (NERC) Order on capping of unmetered Residential 2 and Commercial 1 electricity customers.
It  claimed both DisCos failed to comply with the capping Order NO/NERC/197/2020 for a period of 10 months from February 2020 to November 2020 to the consumers affected by the capping Order.
The claimant prayed  the court to determine whether it was within the power of DisCos to disobey the directives of NERC pursuant to section 63(1) of Electric Power Section reform Act 2005.
It asked the court for a declaration that the act of the first and second defendants violation of the capping method was unlawful.
The claimant prayed the court for an order directing the defendants to refund the consumers affected by unlawful billing for the period of 10 months under a repealed estimation billing instead of capping.
The claimant further asked the court to direct the defendants to pay the sum of N500, 000 for the cost of the suit.

19-Year-Old Man  Rapes Housewife,Steals Her N150

A Chief Magistrates’ Court sitting in Kano has  ordered that a 19-year-old man, Umar Ibrahim, be remanded in a correctional centre for allegedly raping a 20-year-old housewife.
The police charged Ibrahim with criminal trespass, robbery and rape.
Chief Magistrate Mustapha Sa’ad-Datti did not take Ibrahim’s plea because the court lacked the jurisdiction to entertain the matter.
He ordered the police to return the case file to the Kano Directorate of Public Prosecution for legal advice.
He adjourned the case until August 17, for mention.
The prosecution counsel, Miss Asma’u Ado, had earlier told the court that Ibrahim committed the offence on June 16, at Rijiyar Lemo Quarters Kano.
He alleged that Ibrahim, armed with a knife, criminally entered  into the house of the 20-year-old woman, raped and stole her cell phone and N150.
The offence, the prosecution said, contravened the provisions of sections 348, 298 and 283 of the Penal Code.
The accused pleaded not guilty to the charge.
Lagos Promises Improved  Access To Electricity

The Lagos State Ministry of Energy and Mineral Resources several efforts were currently underway to improve access to electricity in the state .
This,it said,included  concluding the Lagos Integrated Resource Plan, the retrofit of all streetlights in the state to efficient LED lights, and intervening to improve electricity supply to state health facilities.
The Commissioner for Energy and Mineral Resources, Mr Olalere Odusote, said these ahead  of power sector stakeholders session on the proposed Lagos State Electricity Policy slated to hold next week.
 Other efforts on power supply improvement listed by the ministry included collaborations with leading meter providers to provide meters to low-income communities, supporting the local design, and the production of reliable smart meters through the Lagos Smart Hackathon
He explained that the session was aimed at proffering sustainable solutions to power-related issues in Lagos.
 He added the policy would serve as a blueprint for the vision to achieve sufficient access to electricity in the state and would also accelerate the ‘Light-up Lagos’ initiative when it becomes operational.
 He advised concerned stakeholders to register ahead for the session on a link on the commission’s website.
 He added: “The Lagos Electricity Policy is vital to the goals of the T.H.E.M.E.S. agenda of the administration of Mr Babajide Sanwo-Olu to make Lagos a 21st-century economy, and will serve as a key driver for the social and economic development aspirations of the state in line with the LASG’s 30-year Development Plan (2021-2051) being developed.”
Nigeria On The Last Mile Of Oil Economy-FG

The  Federal Government has said that Nigeria is on the last mile of oil economy on account of the ongoing global energy transition.
The Minister of State, Petroleum Resources, Chief Timipre Sylva,disclosed   this in Abuja when a group of Ijaw elders and critical stakeholders visited him to congratulate him on the passage of the PIB after 20 years.
He said:”Today, I can tell you authoritatively that we are on the last mile of the oil economy. Economies around the world are now discussing renewable fuel. We must understand that very soon we might wake up and find out that oil is not as valuable a commodity as we thought before. Coal did not finish before the world moved away from coal. There is still a lot of coal deposit in Enugu today but if you give some of it to someone, he might not appreciate it because the world has moved away from coal.
“We must support every effort to ensure that the oil we have today is produced and sold so that we can get the benefits. For the past 20 years we have been struggling to pass the PIB and that introduces a lot of uncertainties in he horizon because when you are in the process of amending your laws, investors would hold on to see what the amendment will be.
“That was why since the last 20 years, investments in the sector was on hold. Last year, there was over $50bn investment in Africa and what came to Nigeria was $3 billon because of the uncertainty in the sector.Our main challenge is resource management. If we manage all the money coming to the Niger Delta, NDDC, 13 percent derivation, 3 percent host communities funds and even the one from the amnesty programme, we won’t have some of the issues currently confronting us”, he added
He expressed the readiness of the Federal Government to interface and engage oil producing host communities in the Niger Delta on issues regarding the 3 percent of operational costs allocated to them in the recently passed Petroleum Industry Bill PIB.
He tasked  host communities on effective utilisation of the funds just as he lamented  difficulty  passing through by communities in Bonny Island accessing funds paid to them by the Nigeria Liquefied Natural Gas Company NLNG following court cases instituted by some individuals.
He also said he has gotten he commitment of multinational oil firms to relocate their operational headquarters to the Niger Delta and urged the elders to continue to sensitize communities on the need to secure public assets in their areas.
He added:”We are planning, alongside the Minister of Information to hold town hall meetings in the host communities after the presidential assent to the PIB. We need to have more stakeholders engagement on the 3 percent allocated to the communities. People need to know that it is from production costs and not from profit. The production cost is always higher than the profits”.
Import:Customs Gives Buhari Tax Waivers 

The Nigeria Customs Service (NCS),says only the office of the President, Commander-In-Chief of the Armed Forces of the Federation is exempted from paying taxes on imported items.
The agency also disclosed  that Ministries, Departments and Agencies (MDA’s) of government are in the habit of evading taxes on imported vehicles and other equipment.
The Deputy National Public Relations Officer of the NCS, Timi Bomodi, who spoke in Abuja,said the except where waivers and, or concessions were sought and granted by any MDA, all outstanding duties and taxes relating to such imports are expected to be paid in full.
He said:“The attention of the Nigeria Customs Service has been drawn to a trend noticed in the activities of certain Ministries, Departments and Agencies with regards to their import of vehicles and other equipment.
“The NCS wishes to state that except where waivers and, or concessions were sought and granted, all outstanding duties and taxes relating to such imports are expected to be paid in full. This applies even in situations where these imports were executed by agents or proxies on their behalf.
“We wish to reiterate that by law, only items imported by the President, Commander in Chief of the Federal Republic of Nigeria is exempted from the payment of duty or taxes.
He implored the  MDAs to adhere strictly with import guidelines
He said:”Contractors who import and supply such equipment or vehicles without payment of duties should also be aware that they will be considered liable as fraudulent importers in such circumstances. We urge them to avail themselves of our trade facilitation tools available on and offline.This is necessary to avoid embarrassments in future”
