Lagos State Governor, Babajide Sanwo-Olu has dissolved the governing council, thereby sacking the Pro-Chancellor and Chairman of Council, for flagrant violations of the extant laws and regulations of the university guiding the appointment of a vice-chancellor.
He took the decision after consideration of the report of the special visitation panel on the appointment of the 9th Vice-Chancellor.
“Cancellation of the second failed exercise to appoint the 9th Substantive Vice-Chancellor as a result of the flagrant contravention of extant laws, breach of due process, failure and total disregard to follow its own laid down criteria guiding the process for the appointment of a 9th Vice-Chancellor as publicly advertised,” Lagos State commissioner for information Gbenga Omotoso said in a statement.
“In due course, a new governing council for the Lagos State University will be constituted. The reconstituted Council shall conduct a new process for the appointment of the 9th Vice-Chancellor.
“Members of the Joint Council and the Senate Committee who participated in the two failed exercises of 2020 and 2021 to appoint a 9th Vice-Chancellor are exempted from further participation in the new exercise for the appointment of the Vice-Chancellor. The Acting Vice-Chancellor and Management of the University are hereby directed to elect new council members from the Senate.”
The Commissioner said the Registrar and Secretary to Council is to proceed on leave with immediate effect till the end of the process for the appointment of the Vice-Chancellor, having failed to advise the Joint Council and Senate Committee against taking wrong decisions, which were against the provision of the law during the two failed exercises of 2020 and 2021.
“An Acting Registrar will superintend over the new exercise. The Acting Vice-Chancellor is to forward to the Governor/Visitor through the Surrogate Council (Special Adviser on Education) the list of all the Deputy Registrars of Lagos State University for the purpose of appointing an Acting Registrar for the University.
“The Governor/Visitor following the recommendation of the Special Visitation Panel, shall be setting up a full Visitation Panel for Lagos State University immediately.”
PHS Officials  Return To Seme Border

Officials of Port Health Services (PHS) Seme border post  have returned to the departure side of the post 27 months after being stopped from operating by the operatives of Nigeria Immigration Service (NIS)
The PHS officials were seeing operating at the new ECOWAS pedestrian walkway opened for operation at both arrivals and departure halls.
The newly constructed ECOWAS pedestrian walkway was to enable the intending travelers to walk from one country to another after being properly checked by the operatives of Nigeria and Benin Republic.
It was observed that pedestrian coming from Nigeria border would first be attended to by the officials of PHS and after being satisfied with his health status, the passenger will then move to NIS section where his or her documents would be checked.
The Customs Service operatives, DSS will also check the travellers bags before the officials of Benin Republic Police and Customs do their own checking.
An official of PHS who spoke on condition of anonymity said that they were booted out of their envious protocol position by an overzealous NIS operatives on Feb.2, 2019.
“Before the construction of the walkway, we are not allowed to do our duty at the departure hall, the NIS said that we have no business coming to check the passengers departing the country.
“Despite the fact that the Minister of Health, through the Director of PHS, had mandated the health officials to perform entry and exit screening of passengers at the Port of entry and exit at land borders, we have been restricted to arrivals alone.
“But today, two years and two months, PHS operatives are back at their duty post at both arrivals and departure halls with the opening of the pedestrian walkway for travelers coming in and out of the country.
“This is victory for the PHS and for the best interest of Nigeria and the international communities as it is step in the right direction of border health security agenda,” he said.
Mr Emmanuel Sewedo, a Nigerian traveling to Benin Republic through the pedestrian walkway commended operatives of both countries for making use of the walkway.
“As you can see now, the Nigeria-Benin border post is neat and not rowdy like before when all of us used to pass the post.
“The post is now mainly for vehicles and trucks coming from different countries and the officials of the two countries are their to check them.
“This also applies to us in the walkway, we are being checked by their officials and it is very fast,” he said.
On Feb.2, 2019, the operatives of NIS stopped PHS officials from operating at the departure side of the Nigeria-Benin Republic border in Seme.
At  Seme border,it was  observed that port health officials who were stationed with Directorate of State Security, customs and immigration at Nigeria’s end had vacated their seats.
It was  revealed that the port health officials had been forcefully chased out of their duty post on February 2 by gun-wielding NIS officials.
Mr Emmanuel Onile,  the former Officer in Charge, PHS at Seme, said  that he had petitioned immigration authorities on the intimidation of PHS officials by immigration at the border.
“Around 12 hours on Saturday, February 2, the leader of PHS afternoon shift called me that an NIS officer, named Kawo, asked them to vacate the departure end of the border, according to instructions from his boss.
“My staff replied that PHS team was posted to the border post by Federal Government and they cannot leave the place.
“My staff told me that the immigration officer left and later came back with about 20 gun-wielding NIS officers who forcefully sent PHS men away and took away their chairs.
Onile said that since the beginning of February, PHS officials were only allowed to operate at the arrival side of the border, adding that they were not allowed to work in the departure area.
APC Governors Reject  Zoning

Governors of the All Progressives Congress (APC) have declared all positions in the party is open for anyone to aspire therein.
Abubakar Atiku Bagudu, governor of  Kebbi State and Chairman of the Progressive Governors Forum (PGF) dropped the hint as the party  welcomed the defection to the governing party of Prof Ben Ayade, governor of Cross River State.
He said:”APC is open, transparent and will continue to guarantee  fair contestation in politics, in line with the overarching commitment of President Muhammadu Buhari and all our founding leaders” , insisting that “everyone, from every part of the country is free to aspire for any position in the party in line with provisions of our party’s constitution and the 1999 Constitution of the Federal Republic of Nigeria, as amended”.
Welcoming the defecting governor to the APC, Governor Bagudu said the courageous step by Prof Ayade was both in keeping with his commitment to the development of the country as it is a testament of the capacity of APC to mobilize all  Nigerians in line with the vision of the party’s founding fathers .
“We join all leaders and members to welcome this illustrious Nigerian into our great party. The decision of Mr. Ayade to join the APC is a testament of our party’s capacity to mobilise all Nigerians consistent with the vision of the founding fathers to ensure that the APC is a platform to unite all Nigerians.
“The coming of Mr. Ayade into the APC further reinforces the process of membership and leadership recruitment at all levels”.

 FG, States, LGs Share N616.886 Billion For  April

The Federation Accounts Allocation Committee (FAAC), has shared the sum of N616.886 billion to the three tiers of government, as federation allocation for the month of April, 2021.
Director of  Information, Ministry of Finance, Charles Nwodo,noted that from this stated amount, inclusive cost of collection to NCS, DPR and FIRS, the Federal Government received N244.011billion, the States received N193.432 billion, the Local Government councils got N143.298 billion while the oil producing states received N36.145 billion as derivation (13% of Mineral Revenue) and Cost of Collection/Transfer and Refunds got N79.468 billion.
The communiqué issued by the Federation Account Allocation Committee (FAAC) at the end of its virtual meeting, indicated that the Gross Revenue available from the Value Added Tax (VAT) for April, 2021 was N176.710 billion as against N181.712 billion distributed in the preceding month of March, 2021, resulting in an decrease of N5.002 billion. The distribution is as follows; Federal Government got N24.651billion, the States received N82.171 billion, Local Government Councils got N57.519 billion, while Cost of Collection – FIRS and NCS got N7.068 billion and Allocation to NEDC project received N5.301 billion.
The distributed statutory revenue of N429.733 billion received for this month was lower than the N650.687 billion received for the previous month by N153.292 billion, from which the Federal government was allocated the sum of N207.477 billion, States got N105.235 billion, LGCs got N81.132 billion, Derivation (13% Mineral Revenue) got N35.890 billion and Cost of Collection/ Transfer and Refund got N67.099 billion.
It also revealed that Petroleum Profit Tax (PPT) and Excise Duties recorded some considerable increases while collections for Companies Income Tax (CIT) and Oil and Gas Royalty decreased significantly. Also Value Added Tax (VAT) and Import Duty took a marginal downturn.
It  added that total revenue distributable for the current month was drawn from statutory revenue of N429.733 billion, value-added tax (VAT) of N176.710 billion, excess bank charges recovered of N0.563, exchange gain of N2.250 billion and an augmentation from non oil of N20 billion.
The balance in the excess crude account as at 30th April, 2021 stands at $72.4 million.
Manufacturing Sector Can Solve Nigeria’s Forex Challenges-NESG

The Nigerian Economic Summit Group (NESG)says the country’s manufacturing sector can resolve its foreign exchange currently battling Nigeria.
NESG, in its report entitled, “Sectoral Reforms and Investments in Nigeria: A focus on the Manufacturing Sector – NESG Manufacturing Report,” said  the sector has the potential to create jobs and lift millions of Nigerians out of poverty if the government addresses the current challenges.
It also highlighted the manufacturing sector as one of six sectors that have the potential to create jobs and reduce poverty in Nigeria.
“For the sector to achieve this, the NESG argues that private investment will play a major role. From Nigeria’s recent experience, actual investments in manufacturing are realised when there is an intersection of market opportunities and government support.
“Nigeria’s reliance on imports, its large market and the coming into effect of the African Continental Free Trade Area (AfCFTA) agreement present a huge opportunity for investment in the manufacturing sector, especially in areas such as agro-processing and light manufacturing.
“For these opportunities to fully materialise, crucial actions are required by the federal and state governments, some of which include developing industrial policy and sectoral plans for identified priority areas, ensuring commitment to the implementation of existing plans, addressing the challenge of insecurity, and providing targeted infrastructure.”
The report said  already, there are several initiatives and interventions in the manufacturing sector, ranging from import restrictions to the establishment of 43 export processing zones which are currently at different stages of development, according to the Nigerian Export Processing Zones Authority.
In addition, the National Action Committee of the AfCFTA is working to develop Nigeria’s strategy for the AfCFTA, which commenced in January 2021.
These initiatives, and many more, according to NESG, will influence the performance of the manufacturing sector, adding that it has  become imperative that there is synergy and consolidation of efforts from all government ministries, departments, and agencies involved in developing the sector.

The National Youth Service Corps (NYSC),says  that no corps member in the country  would be forced to take COVID-19 jab.
It advised that the vaccine is good for personal protection against the spread of the  pandemic
NYSC  Director-General, Brigadier General Shuaibu Ibrahim stated this today during a nationwide virtual address to the 2021 Batch ‘A’ Stream Two Prospective Corps Members ahead of their official induction in the 37 NYSC Orientation Camps across the country.
He advised corps members to make themselves available to the officials from the National Primary Healthcare Development Agency whenever they visit their camps to administer the vaccine on camp participants.
“Adhere strictly to all COVID-19 safety protocols, don’t expose yourselves to danger and be vaccinated”, Ibrahim said.
The Director-General advised corps members to abide by the oath of allegiance of the scheme, the NYSC bye laws and Act in order to maintain good conduct throughout the service year.
“NYSC doesn’t habour criminals, shun cultism, cybercrime and other social vices. You must be disciplined, committed, patriotic and maintain good record throughout your service year,”he added.
He explained to them the four cardinal programmes of the NYSC namely; Orientation course, place of primary assignment, community development service and winding up and passing out activities, urging the corps members to  approach the service with the spirit of patriotism, loyalty and dedication.
He admonished them to take the full advantage of the service year to empower themselves and also develop their host communities with viable projects that would impact positively on their living standard.
He said, “ldentify the felt needs of your host communities and initiate laudable projects. Take the full advantage of the service year and be exemplary in your conduct for others to follow”.
“Obey strictly all the rules in your place of Primary Assignments and host communities and also serve as good ambassadors of the NYSC Scheme, your school and institutions,” he added.
Ibrahim advised the corps members to use the social media to promote national unity and peaceful co-existence.
He tasked them to embrace the skill acquisition and entrepreneurship development programme of the NYSC, with the in-camp and post-camp trainings that nave been designed to expose then to vocational skills towards self employment and wealth creation.
“We have our collaborating partners like the CBN, Bank of Industry among others that have been assisting Corps Members with loans to finance their businesses, please take advantage of the NYSC and tune your mindset to success”.
“Please take note of the security tips and don’t put yourself in harm’s way. You must be security conscious and identity with the security agencies wherever you are posted to. Avoid parties and night travelling because the Federal Government and NYSC care for your security”.
“If you want to travel, obtain written permission from NYSC because your employer doesn’t have the power to grant you permission and also don’t travel at night.If you are going on a long journey cut the journey to pass the night once it’s six o clock. Don’t embark on any unauthorised journey and don’t endanger your safety”, the DG said.
Lagos Disburses  N218.795m Bursary Awards To 6,411 Students In Tertiary Institutions

The Lagos State Scholarship Board has paid a total sum of N218,795.000 million (two hundred and eighteen million, seven hundred and eighty five thousand naira) as bursary awards to a total number of 6,411(six thousand four hundred and eleven) students of the state origin in various higher institutions of learning to support their education.
Besides,the state government said  the sum of N217,732,955.44 million (two hundred and seventeen million, seven hundred and thirty two thousand, nine hundred and fifty five thousand naira, forty-four kobo was paid as scholarship awards to a total number of 981 beneficiaries.
Special Adviser to Governor  Babajide Sanwo-Olu on Education, Tokunbo Wahab, announced  this during the  2021 ministerial press briefing in Alausa, Ikeja, as part of the activities commemorating the second year anniversary of Governor Sanwo Olu in office.
Wahab said the state government has introduced revealed that its job initiative skills designed for final year students and those in penultimate classes was aimed at equipping students with essential skills that would make them relevant and their services essential in the labour market.
The state government also disclosed that through its Jobs Lagos Initiative (JLI), a total of 28,000 final year students and those in penultimate classes across all the state-owned tertiary institutions have been trained in different employability skills, including entrepreneurship, work readiness tools, soft skills, market aligned courses, among others, to make them suitable for employment and be competitive in the global market.
The stated that the initiative was part of the measures put in place by the Lagos government to reduce unemployment rate in the state.
According to him, the jobs initiative programme of the state government is aimed at preparing final year and penultimate students of tertiary institutions for immediate entry into the workforce as employees and employers of labour by equipping them with the market aligned knowledge, soft skills, business tools and the mind set reorientation in the world of work.

The Petroleum Technology Association of Nigeria (PETAN) has  implored African governments to create enabling environments
that will attract massive investments into the  oil and gas industry in the continent.
The chairman of PETAN, Mr Nicolas Odinuwe,who advised that such environments should include introducing some key incentives and necessary policies,said the association  was  willing to collaborate and invest in opportunities across the entire value chain of the oil and gas industry in Africa.
 He spoke  at the 5th edition of the Sub-Saharan Africa International Petroleum Exhibition and Conference (SAIPEC) held virtually from 19th – 21st May 2021 with the theme, “Post-Covid-19 from Global Crises to Global Opportunity.”
He added: “PETAN has been able to show that indigenous service companies can deliver. We are also an advocacy group that suggest and guide government decisions such as the Nigerian Content Development & Monitoring Board (NCDMB), Department of Petroleum Resources (DPR), and they also understand that there is a need to interact, dialogue and collaborate to bridge any gap in the industry.
“What has worked for us in Nigeria shows that we have people who see our values. There are lots of values that will be derived when you work with indigenous companies.

The conversation elicited since the Asaba declaration of the Southern Governors of Nigeria is still ongoing but not with the unexpected clap back from different groups and individuals.
Since the decision by the Governors to ban the much controversial Open Grazing, there has been a round of applause for the once regarded docile leaders, cutting across party lines, ethnicity, and religion.
After a successful meeting hosted by the Delta State Governor in the wake of the rising insecurity in the country, trickling from the North and gradually spreading to the South, there has been a disturbing disquiet from their Northern counterparts, suggesting that they may have thrown their weight behind the Governors’ decisions. It could also be that the Governors of the Northern States may be studying the communique issued by their Southern counterparts to ascertain the pros and cons as they affect a section of their subjects who may be affected by the proposed ban on Open Grazing otherwise known as Herding.
Nigerians were again rattled by the comments of the highly revered Attorney General of the Federation, Abubakar Malami who happens to adorn the silk of a Senior Advocate of Nigeria-a feat not easily achieved by many in the legal profession.
Malami, during a Television show tried hard to explain the difficult legal hurdles the Governors would face in implementing the law against Open Grazing. The man who has been fingered as President’s point man since the demise of Abba Kyari, former Chief of Staff, chose to trivialize the issues at stake by comparing Open Grazing to the sale of Spare Parts, a business largely owned by Southerners particularly the South East people. This is the crux of the matter which has not only drawn attacks against the Attorney General of the Federation from different flanks but has pitched him against very many Nigerians including the leadership of the Nigerian Senate.
But does Malami even budge? Your guess is as good as mine!
The man has not only enjoyed unfettered access to the President where his colleagues and other privileged Nigerians have failed. He chose to speak when he ought to be taking notes on rumblings from all sides, if any, process them and come out with a position on how to help the Governors get the backing of the law. Malami deliberately chose to forget these Governors would not have embarked on such a meeting if they were not under intense pressure to stem the ugly tide of insecurity, of which they are not even exempt of being attacked, as it was in the case of the Imo Governor, Hope Uzodinma.
Though the Governor of Ondo State, Rotimi Akeredolu who also is a distinguished Senior Advocate of Nigeria with many successes in his kitty before his venture into politics has responded appropriately, and on behalf of every discerning mind in the country, it is expedient that I lend my voice in condemning the unfortunate comment made by Malami, while I align myself completely with the position of Akeredolu.
For those who may not be conversant with the issues or who have chosen to play politics of party, either for or against, this matter goes beyond such inclinations as the nation seeks an end to the problems associated with insecurity.
Herdsmen and farmers clash are as old as history of human existence. While it may not be completely resolved, it is important that we continue to explore options and new ways to combat and reduce the tension generated by these ancient clashes that have recently escalated into killings of human lives and  destruction of properties.
No doubt, the primitive but lucrative business of Herding or Open Grazing belongs to a particular ethnic group, Fulanis, found in the Northern side of Nigeria and stretches into West Africa and the Sahel region in Africa.
Much as they are known to be Herdsmen, there is no doubt that it has afforded a minority group as this the opportunity to access other parts of the country while walking their economic animals in search of green pastures.
They were not relatively known to attack natives apart from farmers who must jealously guide their crops from the invading herds of cattle.
But in the recent past years, these Herdsmen have become preys and willing tools for a desperate, organized clique of terrorists, local or international.
The battle for the soul of Nigeria’s economy by insurgents aided by locals has taken a new turn with reports of armed herders marauding not just the farmlands but the forests in the Southern States.
While I do not have to go into the legal implications of the ban on Open Grazing its merits and demerits, it is important to remind the Attorney General that the reason for the decision by the Governors of the South was borne out of the need to obliterate the threats of insecurity that is fast eroding our country, forcing a daily rise in the cost of food items as farmers can no longer go to their farms for fear of being killed or kidnapped for ransom by unknown herdsmen, popularly profiled as Fulani Herdsmen. The business of Open Grazing has been hijacked by invaders who may likely be working for the international terror group known as ISIS and now, ISWAP.
The Governors were elected not just to construct roads and bridges but to also protect the lives and properties of their people, and this they have suddenly risen in unison to do!
It is amusing and the same time repulsive that the one who ought to give life to the approach of the Governors is busy playing to the gallery by a nonsensical analogy. When has the business of spare parts for automobile become dangerous to human lives and properties?
Of course, if by any chance it happens to be used as an undercover by rampaging insurgents to promote an evil agenda, such as is the case today, the ban on Spare Parts sale will not even come from a regional government but from the central government, as we know.
It is becoming very difficult to defend highly placed Government officials as they daily exhibit a cantanrkerous, flippant and bitter divisive tendencies, simply because they are shadowed by immunity or ties with the powers that be.
Those elected or appointed to serve must see beyond parochial attitudes, devoid of religion or ethnicity, if truly they believe in the unity of the country instead of becoming self serving.
It is despicable for the Attorney General of the Federation to try to confirm the fears of a section of Nigerians at home and in the diaspora, that the Buhari-led Government is neck deep into the so-called “fulanization” agenda. By taking sides against a noble and timely decision by elected Chief Executives, not minding that some do not deserve the office, it calls to question the intent and purpose of some of those appointed to serve in Government.
While I have never been an ethnic or religious bigot, I make do to remind Malami that the “F” in his office represents not what his heart revealed in that interview.
It is Attorney General of the Federation and not Attorney General of the Fulanis. He should be reminded even as we do not expect any punishment from the President for such a myopic, careless and fiendish comment.
