On assumption of office on May 29, 2015, President Muhammadu Buhari had hit the ground running in a global campaign to attract local and international investors.
In his efforts to make Nigeria a preferred investment destination, President Buhari initiated a raft of measures to improve Nigeria’s ease of doing business ranking by the World Bank.
His efforts paid off in 2017 when Nigeria moved up 24 places and was also listed among the top 10 reforming economies in the world.
More gains were also recorded in subsequent years as the country moved up by 24 points from 169th position on the 2017 ranking and also 170th position on the 2016 ranking to 145 in the World Bank’s 2018 report.
The World Bank had also named Nigeria one of the top-20 improvers in doing business out of 190 countries.
However, as President Buhari’s government showed increasing commitment to encourage investments, some local players that loathe competition have continuously frustrated these efforts through unending hostilities towards local and foreign investors and partners.
For instance, the unending wars waged on foreign investors at the Lagos Deep Offshore Logistics (LADOL) base in Lagos are strong indications of the lack of capacity of the free zone manager to manage the zone.
LADOL’s reputation of non-tolerance of fair and healthy competition is said to be the driving force behind its series of attacks on foreign investors operating in the zone, which forced a US company to exit Nigeria.
The management company of the LADOL free zone has been accused of effectively deploying lockouts, cancellation of operating license, excessive charges and frivolous litigations as tools to frustrate investors out of the zone.
There were media reports that the NPA, which is the landlord of the free zone, was investigating an allegation that the free zone manager (LADOL) had neither informed nor obtained an official approval for the additional 30 hectares of sand-filled area from the landlord.
Federal Government agencies were also said to be investigating the legality of its jetty, following an allegation that it was not dully licensed.
Analysts have raised concern that even if the allegation of expanding the land turns out to be true, it will serve no useful purpose, except that it has added to the empty fallow lands grabbed by LADOL with no prospects of hosting investments because of its hostility to potential and actual investors.
The zone manager’s incompetence to operate a free zone was manifested in its lack of capacity to attract foreign investors who will invest in the disused, empty swamp.
For more than 20 years of operating the free zone, only 6 hectares was able to host tangible investments out of 76 hectares, while the rest remains largely empty land.
Other investments for which LADOL has claimed to have spent millions of dollars are only visible on the pages of newspapers, and not at the free zone.
It once claimed that the Nigerian Content Development and Monitoring Board (NCDMB) supported it with $25million from the Nigerian Content Fund, while the Central Bank of Nigeria (CBN) supported it with N6.09billion facility. It was not clear what the loans were meant for.
The free zone manager, rather than build partnerships and alliances to attract investors, has focused on signing frivolous memorandum of understanding (MoUs) with portfolio investors, while engaging reputable and credible investors in unnecessary fights and frivolous litigations.
LADOL’s lack of capacity to attract investors has denied the Federal Government huge revenues and also defeated government’s objectives of creating free zones to boost investments, create job opportunities and improve the economy.
Its alleged violation of the terms of the lease did not go unnoticed as the NPA wielded the big stick in 2019 by revoking its lease as widely reported by THISDAY, The Guardian, Vanguard, The Nation, Daily Trust, Leadership and other major print and online platforms.
As part of her audacious reform to sanitize the areas under her supervision and reposition Nigeria to attract foreign investors, the NPA Managing Director, Ms. Hadiza Bala-Usman had defied political pressure and revoked the lease via a letter dated November 14, 2019 and addressed to the Managing Director of Messrs. Global Resources Management Limited (GRML), the parent company of LADOL.
The letter accused LADOL of violating the terms of the lease and shortchanging the Federal Government.
NPA, however, granted a fresh lease under new terms to LADOL for 5.7574 hectares of developed land and 69, 2874 hectares of undeveloped land.
Analysts, as well as foreign and local investors, including the international oil companies (IOCs), had heaved a sigh of relief by NPA’s actions and hailed Hadiza Bala-Usman for mustering the political will to do the needful.
It was believed that NPA’s action would send strong signals to other free zone operators that holding a free zone licence does not just amount to grabbing several hectares of government land but bringing investors to develop the land.
LADOL’S continued stranglehold on several hectares of land at Tarkwa Bay in Lagos has been widely condemned because it has hampered the Federal Government’s efforts to attract investors to the free zone.
There was shock and panic among investors when LADOL in its characteristic use of political maneuvers to intimidate foreign investors, claimed in a media report that its lease had been restored via a presidential directive.
However, the oil and gas industry, as well as maritime industry operators were consoled by the fact that it failed to produce the said presidential directive duly signed by President Buhari.
Being a leader with strong reputation for his uncompromising adherence to the rule of law and due process, President Buhari does not encourage political interference in the functions of not only the NPA but also other regulators such as the Central Bank of Nigeria (CBN), Nigerian Maritime Administration and Safety Agency (NIMASA), Nigerian Communications Commission (NCC), Department of Petroleum Resources (DPR), among others.
It is expected that President Buhari would continue to protect these regulators from influence peddlers and their friends who are close to the corridors of power.
Watchers of the unfolding events at the LADOL free zone have pointed out that the use of political machinations to intimidate reputable foreign investors under the guise of protecting a portfolio local investor who is not even committed to actual investments would amount to sabotaging the Nigerian economy.
Operators have experienced relief that the NPA did not allow itself to be cowed and ridiculed by the so-called presidential directive since it acted within the limits of its regulatory powers.
It is becoming increasingly evident to both the NPA and other analysts that the promoters of LADOL did not have any previous track record in the management of free zones.
It merely used their powerful contacts in the Peoples Democratic Party (PDP)-led government to obtain the license from the previous managements of NPA.
To divert attention from its deficiencies, it has deployed its connections in the All Progressives Congress (APC)-led administration to frustrate investors.
President Buhari should not allow investors to mix politics with business.

Insurance Coys Pay N4bn Claims To EndSARS Victims – NIA

The Nigerian Insurers Association (NIA) said insurance companies paid N4 billion as claims arising from over 2,000 businesses affected by the #EndSARS protests.
Mr Ganiyu Musa, the Chairman, NIA, who disclosed this at a news conference in Lagos,also assured customers that all genuine claims emanating from the protests would be paid.
According to him,insurance operators were still collating claims stressing that every genuine claim would be settled.
“The number of insured businesses that were affected at the last count was about 2,000 insured loss and the industry have settled N4 billion claims out of N4.5 billion in respect of the #EndSARS protests.Once they are documented and completed, we have the commitment of our members that the claims will be paid timely,” he said.
He  said the association would continue to encourage its members to pay all genuine claims in line with the expand policies.
He spoke on the review of the Consolicited Insurance Act 2020, saying that it would align the industry with the global best practices and as well promote insurance business in the country.
Musa noted that the current insurance legislation was outdated, thereby making it impossible to do things that needs to be done .
Bandits Hijack Bullion Van, Kill Four  In Ondo,Ogun

Gunmen have  hijacked bullion van conveying money and shot dead three persons and injured some others in Ondo State.
The bandits ambushed the bullion van  between Ireje and Bolorunduro junction in Ondo East Local Government area of the state.
The armed robbers drove in a Lexus car and crossed the bullion van travelling from Ondo city to Akure,ambushed the bullion van that was conveying money from Ondo Township to Akure and shot three persons including passers-by.
Spokesman to the state Police Command, Chief Superintendent of Police Tee-Leo Ikoro confirmed the incident, saying the gunmen had gone before the arrival of the reinforcement.
He disclosed that detectives were already on the trail of the perpetrators.
Meanwhile,another bandits have  a police officer, abducted another one and three others including a couple and a civil servant with the Ogun State Ministry of Agriculture.
They were abducted at Ibara-Orile in Abeokuta North local government area of the state after killing the cop who was said to be a guard for the couple who are farmers.
The couple had gone to the agriculture Ministry to make a request for an agriculture extension expert for a fish farm which they intended to establish.
NDDC Donates To Secondary Schools in Delta

 Niger Delta Development Commission (NDDC) has donated essential science equipments worth millions of Naira to selected secondary schools in Delta State.
Some of  the benefitting schools in Delta includes Okoti-Eboh Grammar School, Sapele, Hussey College, Warri, Aboh Grammar School, Aboh, Army Day Secondary School, Effurun, Notre Dame College, Ozoro, Owhrode Secondary School, Owhrode, Ogbe-Ijoh Secondary School, Ogbe-Ijoh  among others
 Mr. Effiong Akwa, Interim Administrator/ Chief Executive  Officer of the NDDC,who made the donation in Effurun, said that the aim was to facilitate the effective teaching and learning of science subjects in the schools.
He noted that science and technology was pivotal to achieving a sustainable societal growth, hence the need to encourage the young ones to study sciences.
Mr. Akws disclosed that 46 schools across the Niger Delta region would benefit from the Commission’s initiative.
According to him, “no society has ever developed in a sustainable manner without the development of it’s science and technology. They are keys that turns the ignition of sustainable development which moves society forward. Today, we are donating essential science equipments to 46 schools across the region.”
 Mr. Akwa added, “the goal of this Commission is to facilitate the effective teaching and learning of science subjects to stimulate and foster the interest of the  young minds in the study of sciences. We recognised that these are the future leaders and key players in the regional growth strategies and effort that will ensure the region reaps adequate reward from it’s natural riches.”
The Interim Administrator/Chief Executive of the NDDC spoke further, “we also recognised the relevance of science education and it’s capacity to apply vital life-skills to everyday activities hence the need to equip our laboratories with modern science experiment.”
Mr. Akwa further disclosure that the Commission had resolved to build educational infrastructures as a catalyst to addressing the socio-economic challenges in the oil-rich region.
He said that the Commission had reviewed it’s Post-Graduate Scholarship scheme to include approved Universities in Nigeria and urged young graduates in the region to take advantage of the opportunity.
He also said that the interventionist agency was on the process of engaging the Nigeria Local Content Management Board in the recruitment and placement of the Commission’s Post-Graduate scholars.
In his remarks, Chief Patrick Ukah,  Commissioner for Basic and Secondary Education, Delta State represented by Mr. Oghoro Augustine, Permanent Secretary in the Ministry, Mr Ogoro Augustine expressed appreciation to the NDDC for the donation.
He  said that education was a veritable tool in achieving growth and development in the society.
He assured that the equipments would be judiciously used for the purposes they are meant.

The United States Agency for International Development (USAID) has presented 74,600 HIV/AIDS rapid  test kits to the Akwa Ibom State Government.
The items were donated by Belemaoil to support USAID’S HIV/AIDS eradication efforts in Akwa Ibom,  the test kits were received by the Secretary to the State Government, Dr Emmanuel Ekuwem on behalf of the state.
The United States Ambassador to Nigeria, Mary Leonard who handed over the items to the state government in Uyo on Thursday  acknowledged the strides made by the Akwa Ibom State Government in the last two years to control the spread of HIV/AIDS.
She said  the contributions of Belemaoil to USAID shows the importance of the private sector in partnering to fight the disease, saying the collaboration of the state government and other agencies have greatly helped the course.
She added: “The test kits, with a testing capacity of 74,600, will support prevention of mother-to-child transmission services within antenatal clinics and provide critical HIV testing services to numerous young children and others who are at risk.
“Even with the challenges of the COVID-19 pandemic, Akwa Ibom, with USAID’S support, has made remarkable progress in its efforts to eradicate the epidemic.
“The number of people receiving lifesaving HIV treatment in the state has increased from 19 percent to 82 percent, with 35,000 people in 2019 to over 156,000 in 2021,”
Receiving the items on behalf of the state, Secretary to the State Government, Dr Emmanuel Ekuwem said the state government was committed to the health of its citizens, and would  not allow people to treat HIV/AIDS with levity.
He assured  that the state government will continue to partner with USAID and its other implementation partners  and commended the use of the test kits to USAID agencies to prevent the spread of the scourge.

Ahead of the Local government election scheduled for July 24th, the Lagos State chapter of the Peoples Democratic Party (PDP) has released its political activities timetable as well as names of committee members that will manage the programme.
It will be recalled the Lagos State Independent Electoral Commission (LASIEC) had scheduled the local council election for Saturday 24th July 2021, into the offices of chairmen and councilors in the 20 Local Government Areas (LGAs) and 37 Local Council Development Areas (LCDAs) across the State.
The party also released information on the financial commitments by aspirants for LASIEC forms, Expression of Interest forms and Nomination forms.
It however noted that payments for Expression of Interest and Nomination forms would be made by all male aspirants for posts of chairmen, vice chairmen and councilors, while only those who come out tops at the respective primaries would make payments for  LASIEC forms.
The statement which was released on Thursday by Engr. Deji Doherty, State chairman of the party stated that all female aspirants in line with LASIEC directives would only pay for Expression of Interest forms for whatever posts they intend to contest.
The party also explained further that the commencement of sales of Nomination forms will be May 7th, while Friday, May 14th will be last day for purchase of nomination forms
According to the statement, Tuesday 18th, will be deadline for submission of Nomination forms, while Thursday has been set aside for screening of aspirants.  Friday, May 21st is the date for screening Appeal and Monday 31st May for submission of candidates’ names to LASIEC.
Lagos PDP also set up three committees, the election committee, screening committee and the committee on LASIEC. According to the statement, Arch Setonji Koshedo will head the election committee, Barrister Folake Philips has been appointed to head the screening committee while the committee on LASIEC will have Engr Deji Doherty, as chairman and Prince Muiz Dosunmu as Secretary
According to the statement, prominent leaders of the party in the State including, Hon Rita Orji, Alhaji Waliu Hassan, Wahab Owokoniran, Hon Mutiu Shadimu, Aina Soares, Sunday Olaifa, Yeye Shobajo Agnes Adenike, among others have made the committee list.

The House of Representatives has mandated its Committee on Basic Education and Services to carry out an investigation into the use of over N2 billion released for the safe school initiative alongside other donations from foreign countries and organizations.
The House also urged the Federal Government to collaborate with State Governments to restore, revive and
revalidate the safe school initiative and deploy special security personnel to schools in the country.
The resolution was reached following the adoption of a motion titled “Need to Investigate the Failure of N2billion Safe School Initiative Intervention Programme”, by Hon. Aniekan Umanah from Akwa Ibom State.
Umanah  told the House that the Safe School Initiative Programme was launched in 2014 to promote security, the safety of schools, pupils, students and teachers, as well as facilities.
He said the objective of the Programme was to design and implement the best global standards through the employment of qualified teachers, provision of library and laboratory equipment, conducive teaching and learning environment, as well as provision of habitable classrooms and hostels in the Nigerian educational sector.
“The activities of the insurgents and bandits have further exacerbated the already low levels of enrolment in education and literacy in the country as 910 schools have been destroyed between 2009 to 2016 while several schools have been forced to shut down due to security concerns in the last six months.
“The unfortunate increase in security crisis in the country with schools as targets witnessed recently has exposed the unimaginable decadence and dilapidation of schools in Nigeria where some students learn under trees, use blocks as desks, the roofs of most classrooms are completely blown off, hostels in pitiable states and most schools are without perimeter fences, etc.
“Although an initial $20 million was donated for the takeoff of the Safe School Initiative project in 2014 and as at 2018 a total of $1,720,2406 (N41 Billion) has been realized as donations from countries and donor agencies yet not much is on the ground to indicate seriousness to fully implement the laudable objectives of the initiative as it relates to the safety of schools, students, teachers and facilities”, he said.
He expressed worry that the incidents may instil fear in parents and guardians and force them to withdraw their children and wards from schools or prevent them from sending them to schools thereby defeating the
policy of ‘education for all and the SDG’s goals number 4 and 10 on quality education and reduction
of inequality apart from depriving Nigerian children of the opportunity of having quality education to
compete with their peers globally.
He stressed that the latest development in the criminal activities associated with insecurity in Nigeria with regards to the invasion of school premises and kidnap of students and teachers for ransom could be contained and defeated through the full implementation of the safe school initiatives.

The wife of Oyo State  Governor, Engr. (Mrs.)Tamunominini Makinde has distributed foodstuffs to Muslim widows in the state.
Mrs. Makinde said it was a great initiative to remember widows in the state, especially during the Ramadan period, adding that this will serve as a succor to all Muslims who are fasting.
Mrs. Makinde explained that was not the first time of giving relief to widows, but however assured them that she would not stop in assisting widows so that they too will feel the positive impact of the present government in Oyo State.
In her response, the Amirah Government House Mosque, Alhaja Lateefat Adekunle said that it takes the grace of Almighty Allah for any woman who lost her husband to be great and become successful in life, because, according to her, a husband is the head of the family who provides and cater for their need.
She added that anyone who decided to assist such widows is a God-sent and praying that good things will not cease in such a person’s life.

EFCC Arrests Siblings For Fraud

EFCC arrests siblings for alleged internet fraud in Lagos | Ripples Nigeria
 Operatives of the Lagos Zonal Office of the Economic and Financial Crimes Commission have arrested two siblings for their alleged involvement in Internet fraud.
The suspects, Queen and Rowland Kalu, were arrested on Wednesday, May 5, 2021, at the Amikanle, Alagbado area of Lagos State,according to a statement,which quoted Queen, a graduate of Banking and Finance, as confessing to the crime.
She also allegedly disclosed that she helped her brothers, including one Prince Kalu, now at large, to speak to male victims and defraud them of their money.
The agency said a Mercedes Benz and mobile devices were recovered from the suspects.
