As APC Takes Over Edo

By Daniel John

On November 2024,the  All Progressives Congress (APC) will formally take over Edo State as Senator Monday Okpebholo assumes office as Governor.

As the ruling party in both the state and at the federal level, the APC, under Governor Okpebholo, will focus on three critical areas: governance, politics, and stakeholder engagement and re-engagement. This follows the APC’s painstaking victory in the gubernatorial election.

The Edo off-cycle gubernatorial election was highly anticipated, with 17 candidates contesting for the governor’s office, as officially published by the Independent National Electoral Commission (INEC). The election took place across 18 Local Government Areas (LGAs), 192 wards, and 4,519 polling units.

This election played a crucial role in shaping the direction of Edo State’s political leadership for the next tenure.

The official results released by INEC confirmed a decisive victory for the APC, though not without some surprising outcomes. The APC received a total of 291,667 votes, surpassing the People’s Democratic Party (PDP), which garnered 247,274 votes. This resulted in a victory margin of 44,393 votes, indicating a strong lead for the APC but from a certain quarter, so to speak!

Examining the vote distribution, one might conclude that certain stakeholders have lost relevance, while others remain deeply connected to their constituents.

Like the other 36 states, Edo also has three senators: Bernard Neda Imasuen (Edo South), Monday Okpebholo (Edo Central), and Adams Aliyu Oshiomhole (Edo North).

In Edo North, the APC achieved a clean sweep, winning all six local governments in the senatorial district. This reflects the party’s stakeholders’ dominance, strong influence, and connection with the populace in the northern region of the state.

In Edo South, the APC secured victories in 3 out of 7 LGAs, while the PDP won the remaining 4. In Edo Central, the APC won in 2 out of 5 LGAs, highlighting a competitive race between the two major parties in the central district. This suggests the party may need to reinvigorate its momentum in these areas.

In summary, the senatorial performance was as follows:

– Edo Central:APC lost, winning only 2 out of 5 LGAs.

– Edo South:APC lost, winning only 3 out of 7 LGAs.

– Edo North:APC won, securing all 6 LGAs.

The most surprising outcomes were seen in the performance of each constituency of House of Representatives.

While some members displayed their strong connections with constituents, even at the grassroots level, others seemed out of touch, with some even losing in their polling units and entire constituency and local government areas.

Here is a summary of the constituency performances:

1. Akoko-Edo:APC won the LGA.

2. Egor/Ikpoba Okha:APC won 1, lost 1.

3. Esan Central/Esan West/Igueben APC won 2, lost 1.

4. Esan North East/Esan South East: APC lost all LGAs.

5. Etsako East/Etsako West/Etsako Central:APC won all LGAs with strong results.

6. Oredo:APC won the LGA.

7. Orhionmwon/Uhunmwonde:APC won 1, lost 1.

8. Ovia North East/Ovia South West: APC lost all the LGAs.

9. Owan East/Owan West:APC won all LGAs.

The APC’s victory was largely attributed to grassroots support by some members in Edo North.

The APC’s strong performance in the northern senatorial district and across various constituencies can be attributed to several factors. In recent years, stakeholders, particularly some House of Representatives members, have invested significantly in rebuilding political structures across Edo North and the broader state.

This groundwork played a direct role in the gubernatorial election results.

As Senator Monday Okpebholo assumes office as Governor, it is essential to maintain the support of key stakeholders, especially those in Edo North and other constituencies who contributed to the party’s success.

Recognizing their commitment, loyalty, and support through compensation, motivation, and acknowledgment will be vital to sustaining the party’s momentum.

I Won’t Withdraw Tax Reform Bills,Tinubu Tells North,Governors

 Mohammed Shosanya

President Bola Ahmed Tinubu has told the North and members of the National Economic Council (NEC),that he would not withdraw the Tax Reform Bills currently before the National Assembly.

Presidential Media Adviser on Information & Strategy, Bayo Onanuga, who conveyed this in a statement on Friday, quoted  the President as insisting that the bills would go through the necessary legislative processes.

The National Economic Council had pleaded with the President to withdraw the bills to pave the way for wider consultations with stakeholders.

Besides, the Northern leaders, including the governors, traditional rulers and others had rejected the contents of the bills.

The President enjoined the State Governors who are members of the NEC chaired by Vice President Kashim Shettima, to make inputs during public hearing rather than asking him to withdraw the bills, Onanuga’s statement said.

President Tinubu lauded the National Economic Council members, especially Vice President Kashim Shettima and the 36 State Governors, for their advice.

He,however, said that the legislative process, which has already begun, provides an opportunity for inputs and necessary changes without withdrawing the bills from the National Assembly.

He implored the governors and others to allow the process to take its full course, even as he said that he is ready for further consultations and engagement with key stakeholders to address any reservations about the bills while the National Assembly considers them for passage.

Onanuga’s statement said in part:

“President Bola Tinubu has received the National Economic Council’s recommendation that the tax reform bills already sent to the National Assembly be withdrawn for further consultation.

“When President Tinubu set up the Presidential Committee on Tax and Fiscal Policy Reform in August 2023, he had only one objective: to reposition the economy for better productivity and efficiency and make the operating environment for investment and businesses more conducive. This objective remains more critical even today than ever before.

“The Committee worked for over a year and received inputs from various segments of society across the geopolitical zones, including trade associations, professional bodies, different Ministries and Government Agencies, Governors, traders, students, business owners, and the organised private sector.

“The tax reform bills that emerged were distilled from the extensive work of the Presidential Committee.

“The tax bills before the National Assembly aim to streamline Nigeria’s tax administration processes, completely overhaul the nation’s tax operations, and align them with global best practices.

“Below are the major highlights of the four Bills.

1. The Nigeria Tax Bill: This Bill seeks to eliminate multiple taxation and make Nigeria’s economy more competitive by simplifying tax obligations for businesses and individuals nationwide.

2. The Nigeria Tax Administration Bill (NTAB): This Bill proposes new rules governing the administration of all taxes in the country. Its objective is to harmonise tax administrative processes across federal, state and local jurisdictions to ease taxpayers’ compliance and enhance the revenue for all tiers of government.

3. The Nigeria Revenue Service (Establishment) Bill: The Bill seeks to re-establish the Federal Inland Revenue Service (FIRS) as the Nigeria Revenue Service (NRS) to better reflect its mandate as the revenue agency for the entire federation, not just the Federal Government.

4. The Joint Revenue Board Establishment Bill: This Bill proposes creating a Joint Revenue Board to replace the Joint Tax Board, covering federal and all state tax authorities. The fourth bill will also establish the Office of Tax Ombudsman under the Joint Revenue Board, protecting taxpayers’ interests and facilitating dispute resolution.

“The bills’ overarching objective is to effectively coordinate federal, state, and local tax authorities, thereby eliminating the overlapping responsibilities, confusion, and inefficiency that have plagued tax administration in Nigeria for decades.

“Under existing laws, taxes like Company Income Tax (CIT), Personal Income Tax (PIT), Capital Gains Tax (CGT), Petroleum Profits Tax (PPT), Tertiary Education Tax (TET), Value-Added Tax (VAT), and other taxing provisions in numerous laws are administered separately, with individual legislative frameworks.

“The proposed reforms seek to consolidate these numerous taxes, integrating CIT, PIT, CGT, VAT, PPT, and excise duties into a unified structure to reduce administrative fragmentation.

“While there may be differences in approach or specific provisions of the new tax bills, what is not in contention is the need to review our tax laws and how we administer them to serve our overall national development agenda.

“President Tinubu will continue to respect and welcome the advice and recommendations of the National Economic Council, an essential constitutional organ of government on economic matters.”
