NESG Seeks Improved Market Access For MSMEs

Mohammed Shosanya

The Nigerian Economic Summit Group (NESG) has held a pre-summit webinar, which focused on improving access to markets for Nigerian Micro, Small, and Medium Enterprises (MSMEs).

At a pre-summit webinar to its 30th Nigerian Economic Summit (NES#30),the group highlighted the critical role of MSMEs in Nigeria’s economic landscape.

The webinar, hosted by the NESG’s MSME Community of Practice, explored ways to address these challenges and unlock the full potential of MSMEs in driving development, innovation, wealth creation, job generation, and poverty reduction, especially given Nigeria’s youthful and entrepreneurial population.

Speaking,Ms. Amaka Nwaokolo, Co-Facilitator of the MSME Community of Practice, underscored the importance of creating a conducive environment for MSMEs to thrive.

She noted that despite Nigeria’s more than 39 million active Nano, Micro, Small, and Medium Enterprises (NMSMEs), which employ over 80 percent of the nation’s labour force, account for over 95 percent of businesses, and contribute approximately 46 percent to the Gross Domestic Product(GDP), but that productivity remains a significant challenge.

She stated that persistent issues in the business environment, along with ineffective policy design and implementation, have hampered the growth and competitiveness of MSMEs, noting that weak macroeconomic fundamentals, high operational costs, and security challenges continue to threaten their survival.

Dr. Charles Odii, Director-General and Chief Executive Officer of the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN), who delivered the keynote address, presented SMEDAN’s GROW Strategy, which provides comprehensive support for MSMEs.

He emphasised the agency’s efforts to enhance product distribution, collaborate with regulators like NAFDAC to ensure product standardisation, and offer single-digit interest loans through partnerships with the Bank of Industry and Sterling Bank, totaling 5 billion Naira for registered MSMEs.

Ms. Adeola Balogun, Chief Executive Officer of Lim Lim Foods Production Company, called for government support through tax breaks, especially given the reduction in consumer purchasing power.

She also highlighted the challenges of accessing funding, particularly for women-owned businesses, and the need for women-focused financial facilities.

Mrs. Nonye Ayeni, Director-General of the Nigeria Export Promotion Council (NEPC), represented by Ms. Obidike, highlighted the council’s efforts to support MSMEs in becoming exporters.

She spoke on the import of registration, mentoring, standardisation, and the council’s role in assisting MSMEs with packaging, labeling, and branding to meet regulatory standards.

EFCC Commends NDDC For Embracing Change

Mohammed Shosanya

The Chairman of the Economic and Financial Crimes Commission, EFCC, Mr. Ola Olukoyede, has emphasized the need to uphold transparency and accountability in the conduct of affairs in the country.

He commended the Niger Delta Development Commission, NDDC, for refining its processes to uphold the principles of probity.

Olukoyede, who spoke when a delegation of the NDDC management, led by its Managing Director, Dr Samuel Ogbuku, paid him a courtesy visit at the EFCC’s headquarters in Abuja, said that he was impressed by the “Rewind to Rebirth” initiative of the Commission.

The EFCC’s boss expression was conveyed in a statement circulated by Seledi Thompson-Wakama,Director, Corporate Affairs,NDDC.

He said: “The five minutes of interaction with the MD left me with a different perception of NDDC. I want to congratulate and also thank you for your readiness and commitment to bring change. Maybe, we will begin to see an NDDC that is a symbol of pride, accountability, transparency and able to deliver on its mandate.

“That is what the NDDC should stand for and I want to thank you for bringing that to the table. From his presentation, you can see that he is somebody that is ready to bring a change, and that is the exact thing that we stand for in EFCC. It is possible for us to build a system of accountability, transparency and integrity in Nigeria.”

Olukoyede urged all public office holders to uphold probity, transparency and accountability in the management of the finances they hold in trust for the public knowing that a day of reckoning would come.

He observed: “Always have it at the back of your mind that while you are on this side today, you might be on the other side tomorrow. Let it be the guiding principle for those in position of trust in everything they do. That has always been my own guiding principle, because you will not be there forever. You can protect certain things today, but if you leave, you will discover that the person closest to you, may be someone who benefitted from you, would be the one to expose you.”

Olukoyede further stressed that the challenge of corruption demanded that only leaders with high morals should hold positions of trust, stating: “Fundamentally, Nigerians are good people. The only problem that we have is the system that we operate; a system that allows fraud to flourish. But if you take the same Nigerian who is corrupt in our system to an environment with strict regulatory compliance and structures, you will discover that he will behave.”

The EFCC boss assured that the Commission would continue to do its job with determination and courage, noting: “We are not going to compromise. We have been called names and maligned but we are resolute. We are moving forward because somebody has to do this job and we will do it and deliver. I told Nigerians upon my assumption of office that we are going to use the instrumentality of the anti-corruption fight to build the economy and ensure good governance.”

Olukoyede assured that the EFCC would continue to assist the NDDC to achieve its mandate, noting: “We have been working with you to make recoveries, we will continue to do more. The collaboration is something we need to take to the next level, and with what you have put on the table I think we are ready to work with you to strengthen your systems and processes and to take the NDDC to the next level.”

Speaking earlier, the NDDC Chief Executive Officer explained that the visit to EFCC headquarters was in appreciation of the financial recoveries the Commission made on behalf of the NDDC, which he said had helped in developing the Niger Delta region.

He said: “We want as a management to thank the EFCC for supporting the NDDC to make the recoveries that have helped the region and the Commission. Mr. Chairman, this is to let you know that the NDDC is investing the recoveries in projects. At a point, we will invite the EFCC to join us in commissioning some of those projects. It will be a sign that the recoveries made by the EFCC are used to support the development of the Niger Delta.”

Ogbuku said further: “Apart from thanking you, we also came to let you know what the NDDC has been doing so far. Many people had a very dark impression of the NDDC but we thought that we should look forward and not backward. So, we came up with the policy of rewind to rebirth, because we just have to go back a little to see where we started and what we needed to do in future. We went back to our books, interacted with previous managements to know where things went wrong. One of the areas that we have to rebirth the NDDC was in the area of transparency.”

He sued for enhanced collaboration between NDDC and EFCC, observing: “We believe that further collaboration with the EFCC in the area of technical support will further strengthen us as a Commission and guide us in our operations. I also want to use this opportunity to plead with Mr. Chairman that before our corporate governance performances and SOP (Standard Operating Procedure) are passed, you should delegate some of your officers to look at the documents and probably make your input in areas where you think you can further contribute in strengthening us as an organisation. We also plead for further technical support in the area of training our finance staff in financial management.”

My deep appreciation also goes to His Excellency, the Secretary to the Government of the Federation, Dr George Akume CON, for the love he has for the party and Benue State and for demonstrating such love openly. We appreciate you sir.

The Crux Of The Matter

1. As many of you are aware, our party in Benue State has been grappling with internal crises for some time now. These challenges have regrettably led to a fragmentation within our ranks, with the emergence of factions that have weakened our unity and, by extension, our collective strength as a political force. This situation has been a cause of concern not just for us at the state level but also for our party’s leadership at the national level.

2. Recognizing the gravity of this situation, the National Working Committee, during its meeting held on Wednesday, 21st August, 2024, took decisive action to rescue our party from the brink of total collapse. The NWC, in its wisdom, dissolved the Benue State chapter of the APC and constituted a Unity Caretaker Committee, with a clear mandate to restore unity and stability to our party in the state.

Visionalising The Great Future

1. Today, I wish to address several crucial points that are pivotal for our success as a party and as a collective force in Benue State.

2. Firstly, I want to express my gratitude for the confidence that you, the members of our great party, have reposed in this committee. Confidence is the bedrock upon which effective leadership is built. It is your trust that will empower us to make the necessary strides in enhancing our party’s visibility, relevance, and effectiveness in the political landscape of Benue State. We are committed to upholding this trust by steering our party towards greatness through integrity, hard work, and commitment.

3. Secondly, it is vital that we focus on reconciling aggrieved parties within our ranks. We recognize that, at times, differences may arise, leading to misunderstandings that can fracture our unity. It is our duty to reach out, listen, and mend these rifts. Let us harness the power of dialogue and understanding, for it is only through reconciliation that we can emerge stronger and more united. Together, we must heal, listen and collaborate to ensure that every voice is heard.

4. Thirdly, in all our endeavors, we will uphold the principles of fairness, justice, equity, and transparency. These values are not just ideals; they are the guiding principles that will steer the actions of this committee. We must endeavor to create an environment where every member feels valued and respected. Every decision we make will be rooted in these principles, as we work to uphold the dignity and integrity of our party.

5.Fourthly, as we prepare for the forthcoming Local Government Area elections in our state, it is critical that we select the right candidates. Our choice of candidates will reflect our values and vision for Benue State. We must seek individuals who are not only competent and experienced but also carry the aspirations of our communities at heart. Together, we will ensure that our candidates embody our collective goals and that their selection is transparent and inclusive.

6. Fifthly, our strength lies in our unity. It is imperative that we come out as a unified and united party in Benue State. A divided house cannot stand, and our success in the upcoming elections hinges on our ability to present a front that is cohesive and resolute. Together, let us work towards building bridges, fostering collaboration, and celebrating our shared goals. “Great things in business are never done by one person; they are done by a team of people”.

7. Lastly, we must focus on the restoration of confidence in our party structures. It is essential that every member believes in the mechanisms and processes of our party. Transparency, communication, and accountability will be our guiding lights. We will work to ensure that everyone feels connected to the party’s mission and motivated to contribute to our shared objectives.

8. In conclusion, I want to specifically thank our youths for listening to the voice of reason by not participating in the recent national protest. I want to confirm to you that you have distinguished yourselves in all ramifications and we are indeed proud of you. I urge each one of you to join hands with this committee. Let us cultivate a spirit of teamwork, mutual respect, and dedication. Together, we can overcome any challenges that lie ahead and steer the APC in Benue State towards renewed vigor and success.

9. Let us embark on this journey with optimism and determination. The future is bright, and together, we will shine.

10.Thank you, and God bless the APC! Thank you, and God bless Benue State!

Reps Uncover Frauds At Lagos Hospitals

Mohammed Shosanya

The House of Representatives Committee on Public Accounts, has initiated the first phase of its oversight function to scrutinize the spending by agencies in the Southwest.

The investigation began with an oversight hearing on Wednesday, August 21st, 2024, and will continue until Friday, August 23rd, 2024, in Lagos State.

In his opening remarks, its chairman, Rep.Bamidele Salam emphasized that the agencies must demonstrate clear value for any funds they have received. He warned that any violations would not be tolerated and cautioned that appropriate sanctions, in accordance with the law, would be imposed on defaulters.

During the hearing, the committee received presentations from the Federal Neuro-Psychiatric Hospital Yaba and the Lagos University Teaching Hospital.

The Chief Medical Director (CMD) of the Neuro-Psychiatric Hospital Yaba, Dr. Olugbenga Owoeye, was probed on various financial and regulatory infractions from the committee,

The committee during the question and answer session queried Owoeye over the recurring non-remittance of the Internally Generated Revenue (IGR).

He was also questioned for engaging in extra-budgetary spending and failing to adhere to financial regulations, thereby violating multiple sections of these guidelines.

The committee also expressed concern over the hospital’s employment practices, particularly its failure to uphold the federal character principle, which mandates the equitable distribution of job opportunities across the country’s geo-political zones.

The committee also demanded that the hospital account for the contract sums totaling N422.3 million, as well as the expenditure of N50.3 million on staff training.

The explanations provided by the Chief Medical Director (CMD) were deemed insufficient by the committee. Consequently, the committee requested comprehensive records of all paid-for, completed, and ongoing contracts.

“The Chief Medical Director (CMD) highlighted the urgent need for support to enable the 500-bed facility, established in 1907, to effectively fulfill its mandate.

Besides, the Lagos University Teaching Hospital (LUTH), represented by its Medical Director, Prof. Lanre Adeyemo, emphasized the significant challenges hindering its operations. Chief among these challenges, he noted, is the persistent issue of inadequate power supply, which continues to severely impact the hospital’s efficiency.”

He revealed that at one point, the cost of powering the hospital exceeded N181 million monthly until a federal government intervention provided 300 solar panels.

He also faced intense scrutiny over several financial issues, including the non-remittance of internally generated revenue (IGR), discrepancies in Remita payments totaling over N2 billion, and unauthorized extra-budgetary spending amounting to N150.3 billion during the period under review.

He was also questioned about the untidy work by the LUTH Tender Board, the contravention of the circular prohibiting the payment of staff’s professional membership fees, among other related issues.

His justifications for the issues under investigation failed to convince the committee, which then requested the necessary evidence to support approvals, spending, and adherence to financial regulations.

In its ruling on the matters, the committee concluded that the excuses provided to explain the contraventions were unconvincing and unacceptable.

The committee stated that these actions amounted to gross violations of extant laws.

Both hospitals expressed concerns over personnel losses due to the “japa syndrome” and the untimely release of budgetary allocations. They appealed to the committee for intervention in addressing these challenges to enable them to meet public expectations.

“Other Ministries, Departments, and Agencies (MDAs) scheduled to appear before the committee include the Nigerian Institute for Medical Research (NIMR), the National Orthopaedic Hospital, Igbobi, the Nigerian Maritime Administration and Safety Agency (NIMASA), the Nigerian Shippers Council (NSC), the Nigerian Ports Authority (NPA), the Nigeria Railway Corporation (NRC), and the Council for the Regulation of Freight Forwarding in Nigeria (CRFFN), among others.”

Chairman of the House of Representatives Committee on Public Accounts, Hon. Bamidele Salam, has vowed to hold all government agencies accountable to strict adherence to budgetary appropriations.

Salam emphasized that the Committee’s mission is not to engage in witch-hunting, but rather to ensure that Nigerians receive value for every naira spent by Ministries, Departments, and Agencies (MDAs).

Former Staff Sue NCPC Over Alleged Wrongful Dismissal

Mohammed Shosanya

Thirteen former staff members of the Nigerian Christian Pilgrim Commission (NCPC) have filed a lawsuit in the National Industrial Court, Abuja, seeking to overturn wrongful dismissal by the commission’s management.

A termination notice dated February 27, 2024, and signed by Ephraim Ekpe, Assistant Director of Administration, stated that the employees were dismissed due to alleged “irregularities” in their hiring process.

The notice informed them that their appointments, effective from October 16, 2023, were being rescinded immediately.

The dismissed employees include Gyang Stephen Monday, Avoseh Taiwo Stephen, Gbile Nder Pascal, Pam Yakubu Chung, Soladoye Temitope Ajiboye, Lekwot Raymond Daniel, Dung Chung Bok, Barnabas Miriam Ali, Nwachukwu Eugene Ikechukwu, Sunday Nyam Bot, Dablet Nnandom Apollos, Pam Yakubu Chadikison, and Ukaiha Joy Oluchi.

Represented by attorney Osuagwu Ugochukwu, the former staff are seeking the court to declare that the termination letter does not constitute a valid dismissal as it did not comply with the terms of their original appointment.

They argue that the term “withdrawal of appointment” is not recognized under Nigerian law or labor regulations.

They are also requesting the court to confirm that their employment, as outlined in the October 16, 2023, appointment letter, remains valid until October 3, 2025, since their dismissals were not executed correctly.

They are seeking a judgment for N5,000,000 to cover legal costs and clarification on whether the term “withdrawal of appointment” constitutes a valid termination under the Nigerian Labour Act.

‘Professionals Should Manage Nigeria’s Power Sector’

Mohammed Shosanya

The Managing Director of Ibom Power Company, Engr. Meyen Etukudo, has emphasized the need for professionals with technical expertise to manage Nigeria’s power sector.

He said the technical sector needs a complete set of expects to ensure its functionality across stages and departments .

He told newsmen on Thursday, that proper design and operation of power stations—whether hydro, steam, thermal, or other types—requires the involvement of individuals with specialized knowledge and experience.

According to him, unless experts are appointed to key positions within the sector, Nigeria will continue to experience suboptimal performance and recurring power failures.

He added that the presence of such experts in strategic positions would have checked the lack of a spinning reserve—a fundamental component for ensuring stability in power generation systems in all power stations across the country.

He said: “How many power stations in Nigeria have spinning reserves?” Etukudo questioned. “This is why our systems are collapsing so frequently. For instance, Ibom Power should have a spinning reserve, with one unit on standby generating 90 megawatts while others are under maintenance, and the remaining units running.

“The moment we understand the importance of placing the right professionals in the right roles, we will begin to see improvements in Nigeria’s power sector. It is crucial that accountants, lawyers, engineers, and other professionals are assigned responsibilities based on their areas of expertise. You cannot expect effective management of the power sector if you put someone with an unrelated background in charge.”

He also highlighted the specific challenges in Akwa Ibom State, where power outages have been exacerbated by the collapse of a conductor linking Aba in Abia State to Itu in Akwa Ibom State. This conductor which carries 80 megawatts of power, was built in 1978 and has been in service for over 46 years. Due to lack of maintenance and renewal, it is prone to frequent snapping and failure.

“The Federal Government’s Transmission Company of Nigeria (TCN) needs to replace this outdated conductor with one of the same capacity or with a lighter alternative that can carry up to 160 megawatts. Without addressing the issue of old turbines and upgrading the infrastructure, these problems will persist”,Etukudo advised

He called for the expansion of the Ibom Power Station’s capacity to 250 or 300 megawatts to meet the growing economic demands of the state.

He acknowledged that while Ibom Power focuses on power generation, the distribution of electricity—managed by the Port Harcourt Electricity Distribution Company—faces its own challenges, including ‘earth faults, which prevent the smooth transmission of power from the grid, requiring time-consuming troubleshooting and repairs.

Rivers Signs Pact For Establishment Of New Port City

Mohammed Shosanya

Rivers State Government has signed a Public-Private-Partnership framework agreement for the establishment of a New Port City.

The port would be sited on a 1,000 hectares of land that will serve as nucleus of network of urban centres designed to decongest Port Harcourt and break the one-city jinx of the state.

The Memorandum of Understanding (MoU), signed at Government House in Port Harcourt on Thursday, was between the Rivers State Government, under the supervision of the Greater Port Harcourt City Development Authority (GPHCDA) and Rainbow Heritage Group (RHG).

The Attorney-General and Commissioner for Justice, Dagogo Israel Iboroma, SAN, and Acting Director General of the Greater Port Harcourt City Development Authority, Dr Tonte Davies signed for the Rivers State Government, while the Group Managing Director (GMD), Mr Oliver Biedima, signed for the Rainbow Heritage Group.

The Rivers State Governor, Siminalayi Fubara, who was represented at the signing event by the Attorney-General and Commissioner for Justice, Dagogo Iboroma, SAN, said that over the years, the state has remained a one-city State.

Governor Fubara, according to a statement signed by his Chief Press Secretary, Nelson Chukwudi, explained that the partnership deal between the Rivers State Government represented by the Greater Port Harcourt City Development Authority and Rainbow Heritage Group Limited will ensure achievement of one of the three new cities his administration has proposed to establish.

He said: “Today, we all are going to be witnesses to a great event that will birth a New Port City in Eleme Local Government Area. That city will sit on 1,000 hectares of land, and it will be a well-planned scheme with all the features of a modern city in place.

“And so, today, we are going to sign the Memorandum of Understanding (MoU), and I assure you that the vision of our Governor with the support of Rainbow Heritage Group Limited, and under the able leadership of the Greater Port Harcourt City Development Authority, we will see the birthing of that New Port City,” he said.

He noted that the bold initiative will help decongest the heavily populated city of Port Harcourt, and break the one-city jinx that Rivers State has been noted for all these years.

Speaking, the Acting Director General of Greater Port Harcourt City Development Authority (GPHCDA), Dr Tonte Davies, explained that the expected New Port City will be executed on a 1,000 hectares of land, and may be expandable.

He said the engagement of Rainbow Heritage Group is evidence of the agency’s commitment to achieving the mandate given to them by Governor Fubara to create more cities in the State.

He stated: “His Excellency said it’s 1,000 hectares, but we are working towards having much more than that, because there are going to be other satellite connecting towns to this New Port City.

“It is called New Port City not because we want to just call it a New Port City, but because we look at that area as having the Onne Ports.

“Looking at the Greater Port Harcourt Master Plan, you will see we have three development notes: the Old City, the International Airport and the Onne Ports.

“The Old City is there already existing. The International Airport is where the Phase 1A of the Greater Port Harcourt City is, and now, we have moved towards the Onne Ports.

“And that is how the Greater Port Harcourt City will be pushed forward, just like Rainbow Heritage Group said, towards other connecting towns that will be created.”

Dr Davies assured that the development of the New Port City will bring about massive employment, before, during and even after construction works are concluded, bearing in mind that cities are not necessarily developed in one day.

He restated the commitment of the agency not to let this State down while also appreciating the massive support from Governor Fubara which will contribute immensely to eventual actualisation of the project.

“Just like His Excellency rightly said, Port Harcourt has been a one-city State, created on the same day with a state like Lagos, but with better potentials that can be compared with Lagos State. But we have foot-dragged on our development.

“We were glad when Rainbow Heritage Group came in, having seen their track record. It has been a long journey. We have done so much in the past months; sleepless nights, working together, to ensure that today, history is made.

“This development will bring about massive employment, before, during and even after construction. Cities are not developed in one day, we know, but for this, we assure you that we have a record time.”

In his remarks, the Group Managing Director (GMD), Rainbow Heritage Group (RHG), Mr Oliver Biedima, stated how, as a group, they had always wanted such partnerships with the Rivers State Government to create a new city that will transform the lives of residents in the State.

Mr Biedima said because of such long expected dream, the group, over the years, made researches on how to truly enhance the abundant potentials of Rivers State to achieve resourceful revitalisation.

He said: “So, the New Port City has been identified to be a strategic location. In fact, I can call it one robust strategic location we have in the region that combines the Blue Economy, Agriculture, Industry, Real Estate, and we can actually grow it as a major economic power-house in the West African sub-region.”

Mr Biedima emphasised: “All the necessary indicators, all the necessary features or parameters needed to build the city are all in place.

“The city is founded on strategic partnerships, and we believe that it will have the opportunity to be able to build enough opportunities for emergence of new jobs, new businesses, anchor industries, out-grower farmers and export.

“It has the potential to interconnect other states to be able to grow and revitalize our economy. So, we are pleased, as an organisation, to partner with the Rivers State Government to make this happen. We are committed, and we believe that it will be delivered on time and on target,” he added.
