Oyo Govt. Explains Closure Of Premier Hotel, 80 Shops

The Oyo State Government has  closed the indigenous premier Hotel situated at Mokola hill and an event centre located at Eleyele, for violating the environmental sanitation laws of the state.
The  Commissioner for the Ministry of Environment and Natural Resources, Mr. Abiodun Oni, led the enforcement team alongside the Coordinating Director of the Ministry, Mr. Rogba Adedigba, Director Environmental Health Services, the Environmental Task Force, Amotekun Corps and Environmental Health Officers, among others.
He  emphasized the need to  close  the  facilities in order  to end environmental nuisance in the state
The Commissioner who was appalled with the attitude of the management of Premier Hotel for accumulating heaps of wastes within their premises, wondered why the management failed to co-operate with the designated authorised waste collector, despite the 7-days ultimatum given to them to evacuate their wastes
“It is disheartening that despite efforts of this administration to provide an enabling and sustainable environment to residents, people still go ahead violating the environmental laws of the state whereas a filthy environment poses threats to individual’s lives in the state. When sickness comes, it knows no boundaries”, the Commissioner added.
Besides, over 80 shops were sealed at Sango market for non-compliance of environmental sanitation laws which include indiscriminate dumping of wastes on the road median, accommodating a filthy drainage at the frontage of their shops and non-compliance with the authorised waste collector while also the event centre was sealed for patronizing illegal waste collector.
Mr. Oni,who further emphasized that the enforcement will continue to take place lest people understand the need to take care of our environment
“As citizens, proper waste disposal is a way of exercising their responsibilities as well as giving concrete support to the government as such, putting an end to the scourge of filthy environment” The Commissioner added.

Crude Oil Prices: Wabote Sees Increased Prospects For African Producers

Executive Secretary,Nigerian Content Development and Monitoring Board (NCDMB), Engr. Simbi Wabote, says the recent spike in crude oil prices presents excellent opportunity for African oil producers and its service providers to develop new fields, ensure security of supply and affordability as well as increase revenue generation.
.He disclosed this  at the Sub-Saharan African International Petroleum Conference (SAIPEC) organised in Lagos by the Petroleum Technology Association of Nigeria (PETAN),
He said that the price of crude oil has increased by 50 percent in 12 months and urged African oil producers should use the opportunity to also make plans towards energy transition, and lowering the cost of services.
Speaking  on the topic “Sub-Saharan Africa Local Content Collaboration Strategy,” Wabote stated that an enabling regulatory framework backed with the appropriate legislation is very fundamental in Local Content practice and commended African oil producers for putting in place investor-friendly laws to promote the oil and gas industry as well as ongoing collaboration among the countries to advance the local content journey.
According to him, such laws will align with the goals of the Africa Continental Free Trade Agreement (AFCFTA) which seeks to create the world’s largest free trade area by integrating 1.3 billion people across 54 African countries, with the objective of tapping into a combined Gross Domestic Product (GDP) of over $3 trillion
He described AFCFTA as the practice of local content on the continental level, noting that it is a huge trading and collaboration platform for the participating countries.
He harped on the need for African oil producers to utilize existing cross-border infrastructures to unlock the development of stranded assets or bring energy closer to the people. He mentioned that the existing West Africa Gas Pipeline (WAGP) and ongoing AKK gas transmission infrastructure provide a good opportunity to serve regional markets.
He also disclosed that the SHI-MCI yard in Lagos which is the only FPSO integration yard infrastructure in Africa has put Nigeria at a vantage position to serve the wider African market.
He said the Nigerian Content Intervention (NCI) Fund has exceeded half a billion dollars.
He indicated that the NCI Fund which is extended as low-cost credit to qualified oil and gas companies covers asset acquisition, project financing, manufacturing, working capital, loan refinancing, women in oil and gas, and research and development.
Wabote added that the Board is using the NCDF to catalyse the construction of modular refineries, gas processing plants, LPG terminals and bottling plants, LPG Cylinders manufacturing plants, lube oil blending plants, base oil production plant, methanol production plant, and many others.
He advocated  that a similar fund replicated at the continental level and be utilized to develop huge mega oil and gas projects, particularly as world financial institutions were getting reluctant to finance hydrocarbon-related projects.
He said: “let me use this opportunity to once again canvass for the creation of an African Local Content Fund that could be utilised to set up a bank or finance institution to provide funding for the development of oil and gas projects in Africa. This is especially important against the backdrop of the reluctance and outright declaration by some banks and financial institutions to stop funding of hydrocarbon-related projects. I hope the AFRIEXIM Bank, AFDB, or the AU through the AFCFTA Secretariat need to institute a form of contribution, no matter how little, as a fund to support the continent’s need for funds.”
He explained that “in our own case, the deduction of one percent of every contract awarded to any contractor, subcontractor, alliance partner or any other entity involved in any project, operation, activity, or transaction in the upstream sector of the Nigeria oil and gas industry has resulted in us having a pool of funds to support various intervention programmes.”
In his remarks, the Chairman, PETAN, Mr. Nicholas Odinuwe advocated for regional collaboration and innovation to enhance the future of energy sector. He disclosed that the key enabler for the continent is to create a collaborative ecosystem between the local industry stakeholders alongside the African Continental Free Trade Area (AfCFTA).
Odinuwe advised  governments across Africa to provide necessary incentives to attract private sector investments across the entire value chain which would trigger a massive economic revolution, human capital development, and deepen local content across the continent.
How Nigerian Airlines Lost $60m, N60bn To Bird Strike, Delayed, Cancelled flights In 2021

Airline Operators of Nigeria (AON), says its members lost $60 million and N60 billion in 2021 to issues of bird strikes, delayed and cancelled flights, respectively in Nigeria.

It lamented poor infrastructure at the entire airports in the country as some of the major challenges confronting the growth of the airlines, stressing that these are making them to lose billions of naira annually.

Barr. Allen Onyema, the Vice President of AON, who spoke on behalf of the others said that rather than castigate the operating airlines for flight delays and cancellations, the flying public should be informed of the poor infrastructure at the airports, which he said lead to delays and cancellations.

According to him, 99 per cent of delayed flights and cancellations were due to the poor working environment in Nigeria and called on the government agencies to improve the facilities on ground for the benefit of the flying public.

He said,Air Peace alone in 2021 suffered 14 bird strikes, which affected its engines, while so far in 2022, the airline had suffered four bird strike incidents.

He disclose that Air Peace in one month had refunded about N1 billion to passengers due to delayed and cancelled flights, while Aero Contractors also refunded over N500 million because of same reasons in January 2022.

He maintained that this would not have happened if the agency responsible for chasing away the wildlife was up and doing in the discharge of its duties, while the refunds due to delayed and cancelled flights would have also gone to the purse of the airlines.

He said: ‘The issue of bird strike has been very worrisome and this affects safety, too. Air Peace alone had 14 bird strikes last year and so far this year, we have had four bird strikes. The airlines are not the ones who are supposed to be chasing wildlife. To replace just one engine, it causes us millions of dollars.

“For an airline to have 14 bird strikes in 10 months, it is enough to take that airline out of business. In total, the indigenous airlines lost about $60 million to bird strike incidents in 2021 alone, while to delayed and cancelled flights, we lost over N60 billion in the past year. Though, the government is trying, but the government can do more for us. Or else, the airlines will close shop.”

Besides, he insisted that the airlines would never compromise safety in its operations no matter the pressure.

He spoke on the alleged fixing of airfares to minimum of N50,000 for one-way flight by the airlines, saying it was not true.

He said the airlines as a body never sat down to fix price, maintaining that the N50,000 in the inventory had always been there.

For instance, Onyema stated that in the peak periods, especially during the yuletide season, one way ticket on some routes goes as high as N60,000, stressing that fares are determined by the unit cost of flying to some routes.

He, however, emphasised that some of the service providers in the system had increased the cost of their services in the last few months with the approval of the Nigerian Civil Aviation Authority (NCAA).

Abiodun Crowns New Orimolusi 28 Years After

Governor Dapo Abiodun of Ogun State, Wednesday, presented staff of office to the newly crowned Orimolusi, Oba Lawrence Jaiyeoba Adebajo.

Abiodun, who disclosed how the traditional title transformed to Orimolusi said the ancient town which witnessed 28-year interregnum, would begin to witness upward swing with the installation of the new Orimolusi.

Describing the event as symbolic testament reflective of the time past and a new beginning in community spirit and selflessness”, the governor expressed optimism that the monarch, with his pedigree, would espouse development of the town.

He also commended Prof. Ademola Adedeji-led 11-member kingmakers/warrant chiefs, for carrying out a process that was open, transparent and credible, expressing assurance that the monarch would be guided by the laudable and enviable legacy of honour of all his predecessors.

He implored all the sons and daughters of the town to learn lessons from the interregnum the stool of Orimolusi had witnessed, saying, “all of us must have learnt one or two things in the intervening period and realize that together we can achieve more.

“For instance, we have learnt that the delay in the appointment and installation of the new Orimolusi was as a result of the differences among the various contestants which led to litigations that started from the High Court and stretched up to the Supreme Court, which delivered judgment in the appeal on 7th May, 2021. We must do everything possible to put the town’s interest first.”

He lauded other contestants to the stool of the Orimolusi of Ijebu-Igbo and their supporters for proving to be men and women of honour, and accepting the selection of Oba Adebajo as the new Orimolusi, enjoining every indigene and residents of Ijebu-Igbo to embrace peace and co-operate with the new monarch.

“I know that the new Orimolusi of Ijebu-Igbo possesses the requisite skillsets, experience and exposure required to steer the ship of Ijebu-Igbo. Let us, therefore, see today’s ceremony as an opportunity to come together and move Ijebu-Igbo, Ijebuland, and, by extension, the entire state, towards attaining more socio-economic development.

“Kabiyesi, as a father, you are expected to be accessible, receptive and responsive to the yearnings of your subjects at all times. You are to note Kabiyesi that you should continue to champion all efforts that will enhance peaceful co-existence with other Royal fathers within Ijebu Igbo and its environs in order to justify the mandate and trust repose in you by Ogun State Government. Kabiyesi, by your appointment, you have become a member of the Ijebu Traditional Council and Permanent Member representing Ijebu Traditional Council at the Ogun State Council of Obas. Kabiyesi, I urge you to regard this appointment as a call to greater duty and responsibility. I implore you to extend magnanimity in victory to all and sundry in Ijebu-Igbo and reconcile all contending parties.

“On our part, we have continued and will continue to prioritize the welfare and wellbeing of traditional rulers because they play a pivotal role in the sustaining the rich cultural heritage of our people as they are custodians of our value systems, norms and mores. We consider them indispensable partners in the building our future together agenda of our administration and integral part of our security architecture”. Abiodun stated.

The governor, however, expressed worries by the slide in the moral values and the mindlessness that accompany the get-rich-syndrome in the society, particularly among the youth, declaring measures would put in place to nip the menace in the bud.

“I am always traumatised beyond words when I hear of our youth’s involvement in the spate of killings and dismembering of human beings for ritual purposes. I am particularly scandalized these young ones – teenagers – are being fingered as perpetrators of these dastardly acts. Let me use this opportunity to solicit the support of our traditional Rulers, parents, teachers, heads of various institutions of learning, community leaders, religious leaders and indeed all of us, to always preach and act as a good moral compass and mentors to our children and youths. Money should not be the sole determinant of success. Integrity should count more. But, let me also warn that we shall deal decisively with anyone involved in any heinous crime in accordance with the relevant laws.

“There is no compromise on this. Ogun State is known over the years for being at the vanguard of ‘Omoluabi’ ethos. I wonder when this malady l became the norm!

“Let our elders, parents and guardians do their own to inculcate the right attitude into their wards to help the moral fibre of our society. We all owe it a duty to stop this scourge by whatever legal means possible. I can assure you that we will fight this menace with everything at our disposal. We will not be identified by this notoriety.”

Nigeria, Others Six To Receive Transfer Of mRNA Vaccine Technology

Nigeria,Egypt, Senegal, Kenya, South Africa and Tunisia have emerged as the first African recipients of mRNA technology under the global mRNA technology transfer hub initiative.

An mRNA vaccine is a type of vaccine that uses a copy of a molecule called messenger RNA (mRNA) to produce an immune response.

South African President Cyril Ramaphosa, French President Emmanuel Macron, World Health Organization (WHO) Director General Tedros Ghebreyesus and European Council President Charles Michel made a joint announcement at last week’s European Union-African Union summit in Brussels recently

The announcement marks a major step forward in the development of mRNA vaccine technology in Africa, a goal of the continent’s leaders. This has been sharpened all the more by the pronounced vaccine inequality that ensued following the onset of the Covid-19 pandemic.

Under the initiative’s hub and spoke model, a hub was established in Cape Town, South Africa, made up of Afrigen Biologics, the South African Medical Research Council (SAMRC) and Biovac, a South African vaccine producer, which is also the program’s first spoke.

Afrigen’s mandate is to establish mRNA vaccine production technology. SAMRC is providing the research, while Biovac is the first manufacturing spoke.

The hub will share technology and technical know-how related to the production and licensing of mRNA vaccines with local producers in the six newly announced “spokes.”

Speaking at the press conference to announce the development, President Uhuru Kenyatta of Kenya said as one of the region’s leaders also in biomedical research, Kenya is truly honored today to be listed as one of the beneficiary countries of the mRNA technology transfer program.

President Macky Sall of Senegal said: This is a great day for Africa, for Europe and for our summit.”

President Kais Saied thanked the initiative’s partners, saying “Tunisia will be up to the challenge as one of the producers.”

The global mRNA technology transfer hub initiative’s partners are WHO, the Medicines Patent Pool, the Act-Accelerator/COVAX, the African Union, and the African Centers for Disease Control and Prevention.

The WHO’s Tedros Ghebreyesus commented on the speed with which vaccines against the coronavirus had been developed. Despite this, “more than 80% of Africa’s population is yet to receive a single dose. Tedros said that one of the most important lessons of the pandemic is the urgent need to expand vaccine production in low- and middle-income countries.

He said the technology transfer hub would provide a facility to train manufacturers in vaccine production as well as the obtaining the licenses to do so.

“We expect the benefits of this initiative will extend far beyond Covid-19, by creating a platform for vaccines against malaria, tuberculosis and even cancer,” Tedros said, adding: “This is a strategic investment.”

President Cyril Ramaphosa stressed the importance of cooperation. He said: “Working together has massive benefits. The partnership between Afrigen and the University of Witswatersrand is very beneficial because Wits has been working on mRNA technology for the past 10 years.” He also highlighted the successful partnership on genomic surveillance between South Africa and Nigeria.

Ramaphosa also joined Macron in stressing the importance of markets as well as production of pharmaceuticals. “Organizations such as COVAX and GAVI need to commit to buying vaccines from local manufacturers instead of going outside of those hubs that will have been set up,” he emphasized.

Speakers also lamented the obstacle presented by current intellectual property rules. which they described as placing profit above human lives. President Kais Saied(link is external) of Tunisia said: “We need to adopt a different approach on intellectual property when it comes to issues that are relevant to the whole of humanity. We must resolve this.”

Speaking on behalf of Team Europe, European Commission President Ursula Von der Leyen stressed the need for balance. She said: “it is important we limit with this technology transfer, the profitability of the IP owners, that is the companies, while protecting the intellectual property that scientists have developed and here. I think we can find a bridge. We think that compulsory licensing with limited deeply cut profits might be a bride we build together.”

Team Europe has committed to creating an enabling environment for local vaccine manufacturing in Africa and to tackling the supply and demand side barrier, backed by €1 billion.

The African Development Bank has been supporting the Africa Centers for Disease control and Prevention and has committed to spending $3 billion over the next ten years to develop vaccine manufacturing and achieve the African Union’s goal that by 2040, 60% of the vaccines used on the continent are manufactured on the continent.

Oil Prices Hit $100 As Russia Orders Military Action In Ukraine

Russian President Vladimir Putin has announced a military operation in Donbas, which contains two Russian separatist-held regions of Ukraine, in a move that further escalated tensions with the West and sent Brent crude prices above $100 a barrel, the highest in eight years.

Brent oil moved past $100 a barrel for the first time since 2014 as Russia’s escalation of the Ukraine crisis has led to fears of disruption to the region’s crucial energy exports, particularly to Europe.

The unfolding crisis also sent US crude prices higher, touching an early morning high of $95.67 per barrel, after opening at $92.52 on Thursday.

Vandana Hari, founder of Vanda Insights — a provider of global oil markets macro-analysis, said that the “worst-case scenario” was now unfolding.

“Putin’s latest moves could provoke the full onslaught of the US and EU sanctions, which could bring Russian energy supplies to Europe in the crosshairs,” she said.

“Crude’s rally may have only just begun. Prices will be poised to bound higher with every unfortunate turn of events. The resources to ameliorate further tightness in global oil and gas supply are extremely limited. Should the Kremlin decide to cut off gas exports to Europe, all the world’s gas producers put together do not have the spare capacity to plug the gap.”

Russia is the world’s second-largest oil producer, which mainly sells crude to European refineries, and is the largest supplier of natural gas to Europe, providing about one third of supplies.

While Hari noted that Opec+ has spare oil capacity, she noted there remains questions over whether the producer cartel would “deem it prudent” to open up any of that spare capacity, and, if so, how much capacity it would open up.

Oil Ministers of Gulf producing countries said on Sunday that Opec+ should stick to its current agreement to add 400,000 barrels per day of oil output each month, rejecting calls to pump additional barrels to ease prices. However, this was prior to the military action that has unfolded this week in Ukraine.

“Strategic petroleum reserve releases could help, but again, those are oil. An Iranian deal could help, but that too is oil and the entire 1.3 million bpd of additional capacity locked out by US sanctions may not be able to ramp up quickly,” Hari added. The Ukrainian government is set to introduce a state of emergency across all parts of the country under its control following Moscow’s actions in eastern Ukraine.

Ukrainian Foreign Minister Dmytro Kuleba declared that Putin had “launched a full-scale invasion of Ukraine” and “the time to act is now”.

The Kyiv mayor earlier declared an emergency for the capital effective midnight local time.

Ukrainian news website Ukrainska Pravda cited a Ukrainian interior ministry official as saying on Thursday that Ukrainian military command centres in the cities of Kyiv and Kharkiv had already been attacked by missile strikes.

Meanwhile, Reuters cited witnesses in Kyiv as stating that they had heard a series of explosions shortly after Russia announced the start of the military operation.

‘The world will hold Russia accountable’
The US has already imposed sanctions on the company and executives building Russia’s Nord Stream 2 gas pipeline, while Germany said it was halting the certification of the pipeline.

US President Joe Biden was swift to hit out Russia over what he labelled as an “unprovoked and unjustified attack on Ukraine”.

“President Putin has chosen a premeditated war that will bring a catastrophic loss of life and human suffering. Russia alone is responsible for the death and destruction this attack will bring, and the United States and its Allies and partners will respond in a united and decisive way. The world will hold Russia accountable,” Biden said in a statement late on Wednesday US time.

The US President added that he would meet with his Group of Seven (G7) counterparts on Thursday ahead of a planned address to the nation to outline “the further consequences” the US and its allies would impose on Russia. The G7 is an inter-governmental political forum consisting of Canada, France, Germany, Italy, Japan, the UK, and the US.

Biden also stated that he intended coordinate with NATO to “ensure a strong, united response that deters any aggression against the Alliance”.

A joint statement from European Commission President Ursula von der Leyen and European Council President Charles Michel condemned Russia’s actions “in the strongest possible terms”.

It added European Union leaders will also meet later on Thursday to discuss the crisis and “further restrictive measures” that will “impose massive and severe consequences on Russia”.

“We call on Russia to immediately cease the hostilities, withdraw its military from Ukraine and fully respect Ukraine’s territorial integrity, sovereignty and independence,” the statement read.

“Such use of force and coercion has no place in the 21st century. The EU stands firmly by Ukraine and its people as they face this unparalleled crisis.”
