Buhari Constitutes Implementation Committee On New  Petroleum Industry Law

JUST IN: Buhari constitutes committee to implement Petroleum Industry Act
President Muhammadu Buhari Wednesday constituted a steering committee to oversee the implementation of the  Petroleum Industry Act (PIA) he signed last week.
The steering committee is headed by the Minister of State, Petroleum Resources, Timipre Sylva,heads the steering committee, according to a statement by Femi Adesina.
The Buhari’s media aide noted that other members in the committee includes: Permanent Secretary, Ministry of Petroleum Resources, Group Managing Director, NNPC, Executive Chairman, FIRS, Representative of the Ministry of Justice, Representative of the Ministry of Finance, Budget and National Planning, Senior Special Assistant to the President on Natural Resources, Barrister Olufemi Lijadu as External Legal Adviser.
 The Executive Secretary, Petroleum Technology Development Fund, will serve as Head of the Coordinating Secretariat and the Implementation Working Group.
The statement  said the primary responsibility of the steering committee shall be to guide the effective and timely implementation of the PIA in the course of transition to the petroleum industry envisaged in the reform program, and ensure that the new institutions created have the full capability to deliver on their mandate under the new legislation.
The statement added that the  committee has one year  duration for the execution of the  assignment, and periodic updates will be given to President Muhammadu Buhari
Mohammed Fawehinmi:Gone Too Soon

He used to come then like a guest, not really involved in the day to day business of the Chambers, so we didn’t have the opportunity of a close encounter, whilst he studied law. He was also not much involved in the political side at the time.
Unmistakably however, he had the same zeal, energy and strength as his father, if not more. Mohammed Fawehinmi was to all then like the young shall grow, who didn’t exhibit the silver spoon trait common with most first sons of the high and mighty. His father, the quintessential Chief Gani Fawehinmi, SAN, was a no nonsense man. He didn’t spare Mo (as we used to call him) or any other person indeed. Mo himself told us tales of how he tasted of the Bulala, times without number. But once he got into the Chambers, Mo was on fire! He exuded amazing energy, for research and discovery.
He told me he wanted to start from scratch, so he would come to my table and ask if I had legal issues to research on. He was very intelligent, humble, energetic, given to diligence and legal discoveries. He was very easy to relate with so he readily flowed with everybody.
And did we all like him! It was usual for lawyers to gather to mimic Chief and recall some of his memorable encounters, either with the security agencies or with the media. And Mo would join us, adding his own narratives from his personal moments with Chief, whilst one of us stood by to watch out for Chief, who normally stormed the lawyers’ hall unannounced.
From the background story that he narrated to us himself, Mo wanted to enlist in the Nigerian Army and had proceeded to obtain the form for enrolment at the Nigerian Defence Academy, which he filled with so much enthusiasm.
 In one of the columns in the form was a space for his father to sign, so he joyfully took the form to Chief to endorse his signature. I’m sure you can guess what followed. Chief was livid with anger and it took the quick intervention of senior lawyers working with him then to calm him down and save Mo, who sprinted away like a deer. Who would have believed it, that this 14 year old boy was dreaming of joining the coup plotters, whom his father had battled all his life. Who would take over one of the most successful law firms in Africa? Mo told us that he was thoroughly disciplined in the wee hours of the following morning.
Mohammed was born in 1969 whilst Gani was in unlawful custody of the military at the Kaduna Prison, held under the draconian State Security (Detention of Persons) Decree No. 24 of 1967, promulgated by the military regime of General Yakubu Gowon. How could such a person aspire to join the military! Mo would later study English as his first degree before he proceeded to study law.
In all aspects of his life, Mo was a chip off the old block, in his strides, his character, his demeanour and even his passion. He didn’t so much believe in cutting corners, as he opted to go through the mills in the Chambers. He expressed his desire to be assigned to a senior lawyer for mentorship whilst going round the tables to pick one or two assignments for other lawyers.
By fate, Mo was assigned to me and we worked together on a number of cases. A day to any court hearing, Mo would have prepared the case file for our preview, gathered the authorities to be relied upon and checked through to see if there were pending assignments.
And you can be sure that he would always get to court before you. He indeed inspired me, as he gave no sign that he was the son of my boss. Mo had a very fertile mind, he was very probing and it took me time to get used to his many questions on legal issues arising from the cases that we handled together.
One of those cases was the one instituted at the Federal High Court, Ikoyi, on behalf of fishermen against the massive oil spillage in Eket in 1998. He was so passionate about securing justice for the fishermen. In another case involving Madam Carol Effiong, whose only daughter connived with strangers to sell her mother’s house, Mo took over the case personally, vowing to ensure that justice prevailed on her side. Mo was a happy go lucky guy, very considerate of others and the plight of the downtrodden.
On some occasions, he had intervened to secure legal representation for some category of persons who could not afford the cost of hiring lawyers. I enjoyed my time with him.
Mo was also a family man. He was always with Mubarak, more as a shield from Chief, who didn’t spare him at all, in his disciplinarian attitudes. When his younger sister, Basirat was at the Nigerian Law School, Mo would approach me to help organize tutorial classes for her, on Sundays and would even offer to sponsor my lunch.
 If I complained about my car he would offer to drive me to Victoria Island and would wait around in the hostel for me to finish my classes to take me back. Many years later, he jokingly told me that he thought I would’ve taken up the opportunity to make the usual proposals. Me! Propose to Chief’s daughter! It didn’t even cross my my to attempt such suicide mission, as anyone in my shoes would have considered it then. Thank God she came out in flying colours and later settled down with her heartthrob.
Mo was a detrabilised Nigerian. Initially when he joined us in the Chambers, we were all curious to know how he would fit into the various struggles of the Chief, on behalf of the masses, at the National Conscience Party platform and civil society generally.
Apparently, Mo had his own revolutionary passion and he needed no persuasion on issues relating to good governance, due process of law, democracy and better life for the masses. Looking back now, I realize that Mo most probably stepped into the background whilst Chief held sway as the undisputed leader of the pro-democracy group in Nigeria, given all that Mo has accomplished after the demise of Chief.
As a sign of his belief in one Nigeria, he was engaged to a lady from the South East, whom he wanted to marry and he was very serious about it. Mo would say it as it is and had no apology at all for anyone whose ox may be gored thereby. He was very frank and objective, always ready to be persuaded with superior reasoning different from his own.
The Life and Times of Mo
Mohammed Fawehinmi was born on February 21, 1969, to Fawehinmi and his wife Alhaja Ganiyat. He attended Kotun Memorial Primary School, Surulere, Lagos, and had his secondary school education at Federal Government College, Sokoto. He was a 1991 graduate of Business Administration from the University of Lagos. He obtained an LL.B degree from the University of Buckingham, England and was called to the Nigerian Bar in 1998.
He enlisted as counsel in Gani Fawehinmi Chambers, where he practiced until he closed down the Chambers in line with the instructions of Gani, upon the latter’s death. On September 23, 2003, Mohammed had a lone car accident that confined him to a wheelchair for the rest of his life. Until his death last Wednesday, he was Head, Mohammed Fawehinmi’s Chambers, Director, Nigerian Law Publications Ltd, Director, Books Industries Nigeria Ltd, and Director, Gani Fawehinmi Library and Gallery Ltd.
‘Eghin Mo’ was very tall and handsome to behold, always neatly attired and boyish in outlook. He was very eloquent, perfectly combining his knowledge and study of English language with the practice of law. His was a case of whom the cap fits, let him wear it. The admirable part of his life was the way in which he handled the accident, with personal determination and zeal not to be deterred or discouraged thereby.
He was always ready to do his utmost for the public good, he filed cases in court to challenge unfavourable government policies and rose to defend the masses at all times. Mo never married, despite his strong desire to do so. He was about 32 when he had that accident and had an Igbo lady he wanted to marry. Even after the accident, she still wanted to stay with him, but he advised her to move on, fearing that she would not be able to cope with the demands of his new condition.
 He was dependent on others for his survival and didn’t want that burden on her. She went away disappointed. He never wanted to take advantage of anybody or use his condition for exploitation. That is vintage Mo.
Two years after Gani’s death on September 4, 2009, at 71 years, Mohammed, as head of the Chambers, wound up his father’s law firm as stipulated in his father’s will. He paid off and disengaged all the lawyers in the Chambers, including himself, with effect from January 15, 2009, to fulfil the instructions contained in the Will.
He then established his own law firm. But the closure did not affect other staff of the chambers, and the other companies owned by his father. Many of them were engaged in the new Fawehinmi Library and Gallery located in the Nigerian Law Publication House at CBD, Alausa, Ikeja.
 His resolve spurred him on and he set up Mohammed Fawehinmi Chambers where he began a successful law practice. He also ensured the continuity of the annual Gani Fawehinmi Scholarship scheme to indigent students in higher institutions across the country.
His injury notwithstanding, Mo kept the fire of activism, nurtured while his father was alive, burning. He intervened in national issues and would appear at important events involving the struggle to liberate Nigeria from the hands of its oppressors and gate keepers.
Mo was courageous, dedicated, knowledgeable and committed to the liberation of the Nigerian people from the shackle of injustice in all its ramifications. And that is the reason for this tribute. Mo didn’t die, just as Gani himself didn’t depart the revolutionary scene, notwithstanding his physical absence.
Their voices still speak and will keep speaking truth to power, on behalf of the people of Nigeria, along with the voices of other heroes and martyrs of our revolutionary struggles. Mo, you have not died the death of aristocrats but rather you name is ingrained in the minds of the people that you stood and fought for, your legacies remain indelible in the annals of our democratic experiences and I know that at the right time, history will stand you out as one of those who came, who saw and who conquered. Rest in power, thou soldier of the masses.

Access Bank Introduces Fraud Preventive Solution

 Access Bank Plc has  introduced the *901*911# USSD code, a solution that allows customers act swiftly to prevent fraudulent activities on their accounts.
The bank said the  service allows customers of all account types to deactivate a USSD profile simply by dialling *901*911# from any phone, inputting the registered phone number for the account to be protected and this automatically locks out fraudsters from the individual’s account.
 Access Bank has remained committed to educating its customers, informing and protecting them from fraudsters.
The bank has created dedicated pages on its official website that constantly update customers on the schemes fraudsters employ to defraud them while bringing to public notice the quickest platforms to access help in the event of any suspected fraud case.
In its promise to offer customers more than banking, the bank said it has not wavered in its drive to not only deliver speedy services but also security for all.

Air Peace Begins Abuja-Ibadan Route

Air Peace has commenced direct flight from the Nnamdi Azikiwe International Airport (NAIA), Abuja to Ibadan Airport.
Spokesman of the airline, Mr. Stanley Olisa,  said that the inaugural flight was received by His Highness, Oba Saliu Adetunji, the Olubadan of Ibadan at the airport.
According to him, the airline deployed its brand new Embraer 195-E2 aircraft to the route and the airplane touched down at about 11 am.
He said  that the aircraft was greeted with water cannon by the fire service unit of the Federal Airports Authority of Nigeria (FAAN).
Governor ‘Seyi Makinde described the advent of Air Peace airline to the state as a big relief to the city travellers.
The governor,who  said that the airline has immediately  reduced the airfare from Ibadan to Abuja to affordable level,further promised that the State Government would make the route an economically viable one for the airline.
He  added that: “The coming of Air Peace will strengthen and enhance the economy of the state. We have a dry port here that will facilitate the clearing of goods in record time. This will take the stress off importers in the state and neighbouring states and save them the stress of going to Lagos port to clear goods.”
Mr. Allen Onyema, Chairman, Air Peace, promised to link Ibadan to every geo- political zone of the country,adding that the opening of the Ibadan route was part of the airline’s “no-city-left-behind” aimed at interconnecting various cities across.
“Plans are already on to commence Port Harcourt to Ibadan flight. Abuja, Ibadan to Kano flight is also already in the pipeline. I believe in the oneness of Nigeria. As a nationalist, I am going to connect all cities in the country.I will link Ibadan to the South South, South East, North East, North West and every part of the country. I believe in the unity of the country,” he said.
Bandits Demand   N350m Ransom  From Zamfara College Students’ 

The kidnappers of 15 students of Zamfara State College of Agriculture and Animals Health, Bakura, have demanded the sum of N350 million ransom before they would be freed.
 Provost of the College, Malam Habib Mainasara made this known in an interview with newsmen,said records available to the authority of the college indicated that 20 people were currently in captivity of the bandits after the invasion in the college.
He added a total of 20 people were abducted, including 15 students, 4 staff, and a driver.
The bandits had Sunday,attacked  the college ,kidnapped 15 students, four staff of the college and killed three persons including a police inspector and two watchmen of the college.
How Ibadan Banker Stole N10m From 78- Year- Old Customer

The Oyo State Police Command have  arrested a banker in Ibadan, the state capital over N10million naira fraud.
The  36 years old suspect,Adeyemi Tosin,who works  with a new generation bank surreptitiously siphoned ten million naira (#10,000,000) from the account of 78 years old Oladele Adida Quadri  78yrs with bank account domiciled at the Challenge branch of the bank between 12th-13th of August, 2021, according to   Police Public Relations Officer, DSP Adewale Osifeso,
He said preliminary enquiry reveals that the victim’s dilemma  started on the 12th July, 2021 after his ATM card got trapped at the bank’s Automated Teller Machine after a failed transaction at the Challenge, Ibadan branch adding that the  suspect, was approached for assistance at the Banking Hall.
He also said the suspect, after acquiring the details of his unsuspecting victim, then proceeded to open a virtual account with another bank where the victim’s money was lodged with the intention of gradual withdrawals at a later period.
He added:”While comprehensive investigations are still in progress to crackdown the criminal network and other accomplices, the Commissioner of Police, Oyo State Command, CP Ngozi Onadeko fdc, enjoins the good people of the state to partner with the Police in terms of sharing credible and timely information valuable in curbing criminality and birthing a peaceful Oyo state”.

The  Air  Transport  Services Senior Staff  Association of Nigeria (ATSSSAN), National Union of Air Transport Employees (NUATE) and the Nigerian Union of Pensioners (NUP),have expressed disgust over planned concessioning of the nation’s airports by the Federal Government.
They dubbed the exercise economic terrorism which would pose severe implications to national security.
 They expressed their aversion to the exercise in a letter, and insisted that, the Federal Airports Authority of Nigeria (FAAN) must survive despite all surreptitious moves to crumble the institution
They added:”As you are aware of the persistent plans to concession the Nigerian Airports, FAAN workers say No to Airports concession. Airports Concession is a threat to National Security. Concession is aimed at killing the 17 Local Airports and is an Economic Terrorism.”
They accused the Ministry of Aviation of undue interference” in the management of the aviation sector, which they  claimed is the main bane of FAAN’s retarded growth.
 UK  Gives  699,760 Doses Of AstraZeneca Vaccine To Nigeria 

The United Kingdom (UK) Government,has donated 699,760 doses of the AstraZeneca vaccines to the Federal Government
The Executive Director of the National Primary Health Care Development Agency (NPHCDA) Dr Faisal Shuaib during the inspection of the vaccines at the National strategic store in Abuja,thanked  the government of  United Kingdom for  gesture.
He  disclosed that  the additional AstraZeneca vaccine would be deployed immediately to the States to be administered as a second dose to those who had earlier received only the first dose of the vaccine during the first phase of the vaccination rollout.
He advised  all those who have received AstraZeneca as first dose to visit the nearest vaccination site to receive the second dose in other to have full protection against Covid-19.
He disclosed  that by the end of August, the agency is expecting another additional 801,600 doses of AstraZeneca vaccines from the COVAX Facility, donated By the Canadian Government.
He  assured  Nigerians, that all vaccines certified by NAFDAC are  effective against the COVID-19 virus, including the Delta variant.
The Acting British High Commissioner to Nigeria, Gill Atkinson, who presented the vaccines to the National Primary Healthcare Development Agency, said that the vaccines were donated for the wellbeing of Nigerians.
She added the UK was one of the first countries to back COVAX with €548 million and have consistently pushed for a global effort that help every country receive the vaccine against COVID-19.
She also expressed happiness to see Nigeria receive 699,760 doses, donated by the UK, in their second batch of the vaccine through COVAX, which is the first trench of the 1,299,760 doses expected to be donated by the UK through COVAX.
Atkinson said only by vaccinating more people around the world can bring an end to the global Covid-19 pandemic.
She also said that the UK has donated approximately five million doses to COVAX to be sent to African countries and three million of those doses are sent to Africa.
Atkinson added that donating through COVAX helps to increase vaccine coverage, ensure that no dose goes to waste and helps to bring to an end the acute phase of the pandemic.

The Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Mallam Mele Kyari, has  expressed the corporation’s commitment to supporting the Nigeria Liquefied Natural Gas (NLNG) Limited towards achieving its goal of becoming a global LNG company of choice.
Dr. Kennie Obateru, Group General Manager, Group Public Affairs Division, in a statement, noted that the NNPC boss disclosed this  while speaking as a guest of honour at the 2021 NLNG Health Safety and Environment (HSE) Day.
According to the NNPC Spokesman, the GMD, who was represented by the Group General Manager, LNG Investment Management Services (LIMS), Nike Kolawole, said HSE was a critical determinant of business performance success across the oil and gas industry.
He said that  as a principal shareholder in the company, NNPC would continue to ensure that NLNG placed more emphasis on HSE, stressing that “no matter the figures, indices or values recorded in production, sales, profit or revenue, a dismal HSE performance would lead to obliteration of long built achievement”.
He remarked that the rapid growth of NLNG from the base project (Trains 1 and 2) to six trains was unprecedented and commended the company for its ability to adapt and effectively manage changes within the period.
“Central to the world-class excellent record is the company’s unprecedented HSE culture, placing priority on safety performance ahead of other performance indices. Your consistent emphasis on human performance principles through Goal Zero deserves applauds”, he said.
Earlier in his remarks, the outgoing Managing Director of NLNG, Mr. Tony Attah, said the focus of this year’s HSE Day was on identifying the weak and dark corners for continuous improvement on the organization’s HSE policy.

The Nigerian Indigenous Nationalities Alliance for Self-Determination (NINAS),has vowed to employ  all lawful means  to stop the general elections in the country in 2023 if  the Nigerian government does not conduct a  referendum for the aggrieved Indigenous Nationalities to decide whether they  want to part of Nigerian Federation.
The group advocated the need for a complete abolition of the current 1999 Constitution which was described as an agent of slavery and fraud, promoting injustice, under-development and impunity in the South and Middle Belt of Nigeria.
The group  NINAS  said that after the proposed referendum, the people can now decide on the constitution they want for themselves in their separate Nations or within the Nigerian Federation.

 implored  political Parties to save Nigerians from slavery by failing  to submit candidates for the 2023 general elections in order to stop the 1999 Constitution of Nigeria being used to renew the woes currently battling Nigeria in all fronts.
The group  enjoined  the people of South and Middle Belt of Nigeria living in the United States of America, Canada and Europe to troop out in solidarity within their oppressed people in the homeland to participate in the one million march being organised to hold in front of the United Nations General Assembly (UNGA) commencing from September 14th to 24th, 2021 in New York, United States.
Chairman of NINAS, Professor Banji Akintoye, stated that the 120-day period of  consultations with the Peoples of Nigeria and the international  ommunity, the Indigenous Nationalities of Nigeria from all parts of the South and Middle-Belt, in embrace of the NINAS grand propositions, marched out to the streets in their homelands and in Capital Cities of the World including Washington DC, New York and London, to assert  their right to self-determination and their rejection of the unitary union of death Nigeria has become for their people under the fraudulent 1999 constitution.
He added:“Inside this 120-Day period, a global caveat by NINAS on reckless foreign loans by the current Federal Government of Nigerian, saw China cancelling a loan of $1 billion on Nigeria for construction of a gas pipeline, while the US cancelled an order for attack helicopters on Nigeria and the US Congress followed up with the ban of sale of weapons to Nigeria following request for such a ban by NINAS amidst US concerns about gross human rights abuse by the regime in Nigeria.
NINAS further requests that  citizens help intensify the Signing of the ongoing NINAS Referendum Petition by which the NINAS December 16, 2020 CFM Proclamation is Addressed to the United Nations Security Council and also support and where possible, partake in the March at the 76th UN General Assembly, September 2021.
“In this same vein, let the ‘campaign to persuade the political parties to close-shop’ forthwith for the reasons outlined herein before, be intensified. This will bring us to Domino-2 and the Transitioning Threshold, precipitating the Referendums we seek.
“With the Defeat of the 1999 Constitution and in the Spirit of the Transitioning prescribed in the December 16, 2020 NINAS CFM proclamation, all governments in the alliance territories are invited to brace up, take charge, and  assume responsibility for the safety and economic welfare of their people, making appropriate legislations and Regulations to step into roles previously denied them or prohibited by the fraudulent and now Disputes 1999 Constitution, especially via the 68-Item Federal Exclusive legislative list in that constitution pending when formal transitional mechanisms are worked out.”
