Dr Femi Adeluyi, Technical Assistant (Information Technology) to the
Minister of Communications and Digital Economy, said in a statement that an earlier policy was approved on the 4th of February 2020, while the Revised Policy was developed in early March 2021.
The Nigerian Communications Act (NCA) 2003, Section 23(a), specifies the role of the Minister to include the formulation, determination and monitoring of the general policy for the communications sector.
In line with this, Adeluyi explained that, on behalf of President Muhammadu Buhari,  Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim Pantami,  coordinated and led the development of a Revised National Digital Identity Policy for SIM Card Registration in collaboration with all other stakeholders.
He said final amendments to the revised Policy based on the directives of Mr President to make the use of NIN mandatory for all SIM registration were completed yesterday, 14th of April, 2021.
He said prior to that, the key aspects of the draft Policy were presented to the stakeholders at the 4th Review Meeting of the Ministerial Task Force (MTF) on the NIN-SIM registration which held on Friday, 26th of February, 2021.
The statement explained that Pantami also presented the Revised Policy to  President Muhammadu Buhari, on Friday, 26th of March, 2021.
He said Mr President made further improvements and endorsed it for implementation.
Mr President also commended the Minister for his commitment in carrying out the responsibility of developing the digital economy sector, including championing the NIN-SIM registration process.
“The Policy includes Guidelines on New SIM Acquisition and Activation, SIM Replacement, New SIM Activation for Corporates and Internet-of-Things/Machine-to-Machine (IoT/M2M), amongst others.
“The possession of a National Identity number will be a prerequisite for each of these categories.
“For the Corporate registration, institutions will be required to appoint a Telecoms Master (at the minimum of an Executive Management level) to provide the operational Primary NIN representation.  The Telecoms Master will also be responsible to ensuring that the users provide their NINs to serve as a Secondary NIN.
“For IoT/M2M activations, SIM security protocols would be implemented on the SIM profile to ensure that SIMs can only be used for point to point data services specific to the URL they are working with.  All other services will be barred.  In the event that a data only service is particular to individual use (eg home car tracking, WiFi, MiFi services, etc), the standard NIN registration process will be followed.
“A Telecoms Master will also be required for Corporates requiring IoT/M2M activations. The full details of the requirements for each class of service will be made available in due course.
The statement further revealed that significant progress has been made in the NIN registration process across the country.

FG Unfair To Us-Medical Scientists

The National Association of Medical Laboratory Scientists has the Federal Government for excluding them in negotiation of upward review of Covid-19 hazard allowances.
The Association particularly chided the Minister of Labour and Employment, Chris Ngige, accusing him of using divide and rule tactics in the negotiations for upward review of the allowances.
Prof. James Damen,  the National President of the group, said  the Labour Minister isolated the National Association of Resident Doctors NARD, while engaging them in the ongoing discussions to meet their demands.
He wondered  why  laboratory scientists who collect samples and have direct link to patients were excluded in the talks.
Speaking at  the World Biomedical Laboratory Science Day, 2021, with the theme: Testing Times-Biomedical Laboratory Scientists Role in the Covid19 Pandemic, Damien said  his group  will resist the terms of agreement they will arrive at since they were not party to the negotiation.
He added: “The Minister of Labour and Employment called a meeting to negotiate for hazard allowances and excluded us from the meeting. This is unfair, injustice and unacceptable to us, in developed  countries hazard allowances are paid based on the risk of exposure of professionals, while in Nigeria the reverse is the case”.
He said some countries have reported that in some Covid-19 vaccine recipients blood cloth was observed, but Nigeria has not done a single research to further authentic the efficacy of the vaccines on the populace.
“In the wake of the pandemic, the Medical Laboratory Scientist showed their undying compassion for the patient by walking the path dreaded by many. While some were stigmatizing, the Medical Laboratory Scientist was on the search to collect samples from those who others feared to come close to, they indeed provided the needed specimen that guided public health actions.
“In the laboratories, the world couldn’t have known the strains we were dealing with, if not for the efforts of this unsung heroes who spent sleepless nights in the laboratories to provide evidence that guided policy makers in making key and timely decisions”.

The Federal Government on Thursday  rolled out the distribution of agricultural inputs to about 7,500 smallholder women farmers  drawn from North Central States and Federal Capital Territory, Abuja.
Some of the items distributed to women include value kits (planting materials, growth enhancer and agro-chemicals) in yam, cassava, potatoes, soybean, rice, maize, sesame, ginger, sorghum/millet, cowpea and horticultural crops.
Sabo Nanono, the Minister of Agriculture and Rural Development who made the distribution in Abuja, explained that the distribution of the agricultural inputs to women farmers and processors was part of the Federal Government’s measures to mitigate the effect of COVID-19 pandemic on food production in the country.
He said:”With plummeting economic activity, women are particularly vulnerable to layoffs and loss of livelihoods. The resurgence of extreme poverty as a result of the pandemic has revealed women’s precarious economic security.
“Women, who were socially and financially disadvantaged, were disproportionately affected by the impact of the COVID-19 pandemic and subsequent economic recession that followed.Weakened social protection systems have left many of the poorest in society unprotected, with no safety nets to weather the storm.”
The minister, who underscored the significant roles played by women in the food production value chain in the country, added that there was the need to give them priority attention for the overall national development.
He assured that his Ministry together with research institutes was working assidously towards making Nigeria self-sufficient in good quality seed and its availability to farmers as a foundation for attaining food and nutrition security as well as industrialisation.
“We are making concerted efforts to improve rural infrastructure such as rural roads, boreholes, irrigation facilities, solar lights, markets, among others, that are enablers for improved agricultural performance for our farmers and processors active in the rural space,” he said.
Besides, Nanono and  the Minister of the Federal Capital Territory, Abuja, Mohammed Bello, distributed production and processing equipment to the women in a  bid to reduce drudgery, improve efficiency, reduce cost of production and improve quality of product and produce from the operations.
