Raise Public Health Expenditure To 20%, WHO Urges Nigeria

The World Health Organization (WHO) has advised Nigeria to raise its public health spending to at least 20 percent of total health expenditure with a view to strengthening its health system and accelerating progress towards universal health coverage.

WHO Regional Director for Africa, Prof. Mohammed Yakub Janabi, said this on Thursday at the National Health Financing Policy Dialogue 2025 in Abuja.

Stressing that sustainable financing is the backbone of resilient health systems, Janabi  commended the Federal Ministry of Health and Social Welfare for convening the dialogue. 

“With a population of over 223 million citizens, how Nigeria finances its health sector is crucial not only for the well-being of its people but also for the future of the continent,” Janabi said. 

He said that the Basic Healthcare Provision Fund, the National Health Insurance Authority Act, and the expansion of state-level insurance schemes arw encouraging steps.

He said:“Together, we can build a financing system that is inclusive, equitable, and responsive,” he added, assuring that WHO stands ready as a partner on this journey.”

Global Fund Representative, Maria Kirova, pledged continued support for Nigeria’s health reforms, highlighting investments in health insurance, oxygen therapy, supply chain strengthening, disease surveillance, and digitalization. 

She noted that “Nigeria has demonstrated strong leadership and remarkable progress in tackling HIV, tuberculosis, and malaria challenges,” but stressed that gaps remain in ensuring equitable access and mobilizing sufficient resources.

Speaking, the African Union Commissioner for Health, Humanitarian Affairs, and Social Development, Amb. Amma Adomaa Twum-Amoah, implored Nigeria to assume a continental leadership role in health financing, citing its potential to drive progress across Africa.

He added:“Nigeria’s leadership is critical, and we look to you not to disappoint Africa,” she said, referencing Prof. P.L.O. Lumumba’s words: “If Nigeria gets it right, Africa will get it right.”
