CIPSMN Slams BPP Over Romance With Outlawed Group

The Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN) has slammed the Bureau of Public Procurement (BPP) over its deals with an outlawed group, Procurement Professional Association of Nigeria (PPAN).

 Specifically, CIPSMN expressed dismay over an announcement purportedly issued by one “Procurement Professional Association of Nigeria (PPAN)” for a so-called Special Meeting/Workshop scheduled for Saturday, October 18th, in Abuja.

According to the announcement, the event is being organized in collaboration with the Bureau of Public Procurement (BPP), with the Director-General of the Bureau, Dr. Adebowale Adedokun, listed as the Keynote Speaker. 

The publication further displayed the official logo of the BPP and the photograph of the DG, which unmistakably lend an appearance of legitimacy to an otherwise illegal association, Sikiru Oladapo Balogun*

President, Chartered Institute of Purchasing and Supply Management of Nigeria, said in a statement.

The statement quoted that the announcement was not signed by any official of PPAN, but rather projected the BPP DG as the principal authority for the event.

This development, the statement said, indicates that Dr. Adedokun is the chief architect of this illegality, as similar actions have been observed in previous dealings with other unrecognized associations.

It added:”For the record, PPAN was deregistered by the Corporate Affairs Commission (CAC) on March 11, 2013, through its official letter referenced COM/NSC/01/2013/VOL.1/109, wherein the Commission drew the attention of PPAN to the illegality of its registration in violation of Section 30(1)(a) of the Companies and Allied Matters Act (CAMA).

“The general public is hereby notified that PPAN is operating illegally and is not recognized, approved, or affiliated with the CIPSMN, which remains the only statutory and legally empowered body for the training, certification, and regulation of procurement professionals in Nigeria.

“Accordingly, the general public and all bona fide procurement professionals certified by the CIPSMN are strongly advised to exercise caution in dealing with this group or any of its activities.

“Once again, the CIPSMN wishes to reaffirm that it remains the sole statutory authority empowered by the laws of the Federal Republic of Nigeria to train, certify, and regulate the practice of procurement and supply management both within and outside Nigeria.”
