The People’s Alternative Political Movement (TRAP-M),says the move by the Nigeria National Petroleum Corporation (NNPC) to secure a loan of $3.2 billion in order to acquire 20 per cent of the Dangote Refinery,
contravenes the constitution of the land.
Specifically,the group said the planned investment in the Dangote Refinery is ran foul  of section 16 (2) (c) of the 1999 constitution which provides that the economic system is not operated in such a manner as to permit the concentration of wealth or the means of production and exchange in the hands of few individuals or a group.
The NNPC had recently announced that it had concluded arrangements to take a loan of $3.2 billion to acquire 20 per cent in the Dangote Refinery.
The group  said  NNPC lacks the power to take a loan from financial institutions to fund the enterprise owned by a private corporate body or individual.
In a press statement, TRAP-M says, “it has confirmed that the Federal Government approved the Dangote Refinery to be sited in the Free Economic Zone in Lagos, granted duty waivers regarding the imported machinery and special concession to purchase foreign currencies at the official rate. Thus, the contribution of the Federal Government to the Dangote Refinery is more than $4 billion.”
The group says, “from the information at our disposal, the NNPC did not seek the approval of the Federal Executive Council to borrow the said sum of $3.2 billion. Furthermore, under the current political dispensation, the power of the Government at all tiers to borrow is regulated by the Fiscal Responsibility Act, 2007.
“As one of the parastatals under the Ministry of Petroleum Resources, the NNPC is required to comply with the provisions of the Fiscal Responsibility Act pursuant to section 21 thereof. Indeed, for the avoidance of doubt, the NNPC is one of the Corporations, agencies and government-owned companies listed in the Schedule made pursuant to Section 21 of the Act.”
TRAP-M stated that under section 41 (1) (a) of the Act, the power of the Government to borrow is limited to “capital expenditure and human development, provided that, such borrowing shall be on concessional terms with a low-interest rate and with a reasonable long amortization period subject to the approval of the appropriate legislative body where the necessary”.
The group further stated that “if the NNPC is allowed to take the loan TPAP-M will not hesitate to invoke section 51 of the Fiscal Responsibility Act which states that “A person shall have the legal capacity to enforce the provision of this Act by obtaining prerogative orders or other remedies at the Federal High Court, without having to show any special particular interest.”
 Scottish University Appoints Yekemi Otaru As Chancellor -Elect

 

A Nigerian born Yekemi Otaru, has been named University of the West of Scotland’s (UWS) Chancellor-elect.

 

Yekemi Otaru, a tireless passionate supporter of women in business and an active mentor of business owners in the world’s poorest countries,

She will formally take up the role of Chancellor at the University of the West of Scotland on 1 September 2021, succeeding Dame Elish Angiolini.

 

She is the first black person to occupy that position in the history of  the University.

 

Yekemi holds four degrees and has considerable industrial experience in engineering and marketing. She is Co-Founder and Executive Director at Doqaru Limited, a prominent Aberdeen-based sales and marketing consultancy.

 

Yekemi is also a board member of Interface, which connects a wide range of organisations from national and international industries to Scotland’s universities, research institutes and colleges, matching them with world-leading academic expertise to help them grow. A bestselling author and social media expert, Yekemi is also known for her innovative use of platforms such as LinkedIn.

 

As Chancellor, Yekemi will hold formal powers to confer degrees, diplomas and other academic distinctions, and will represent UWS at key events as an advocate and dignitary.

The Federal Road Safety Corps (FRSC) Lagos Sector Command  has commenced a special operation tagged “Operation Thunderstorm” to clamp down on motorists Very Important Personalitiess who are in the habit of not fixing number plates and those  who are fond of replacing their number plates with pet names.
Besides,the operation recorded a total arrest of 110 Traffic offenders for number plate violation, and other offences with private and commercial vehicles within the state.
Commander Olusegun Ogungbemide, Lagos Sector Commander, explained  that the enforcement was carried out after the Command noticed the recent flagrant disobedience to the National Road Traffic Regulations by motorists.
He added: “The operations which started today is one of the Command’s intervention patrol aimed at reducing  road traffic crashes and also putting a stop to the impunity of not properly affixing number plates and other violations involving private cars, commercial buses and  articulated trucks.”
He also stated that 110 vehicles were issued tickets for various offences, while 75 vehicles was impounded and 35 documents confiscated during the operation.
He reminded  motorists that a number plate has security features that should not be tampered with under any disguise.
He added:”We have noticed a new trend of aberration and disregard to law and order. A situation where some Very Important Personalities (VIPs) and motorists change one of their Number Plates, which comes in pairs, with their pet names or their popular slogans can no longer be tolerated”.
COVID-19: Nigeria Records 535 New Cases 

The Nigeria Centre for Disease Control (NCDC) figures on Thursday morning, showed another 535 cases were reported the previous day
The 535 is the highest daily number, which is now the biggest daily increase in the country since March 4, 2021, when 708 cases were registered.
The NCDC noted that the additional 535 cases registered was an increase in the previous high figure of 404, which was reported on July 27 as the highest daily record in four months.
The agency said that the Infection rates have largely been concentrated in Lagos state, which is the country’s epicenter.
It added that Lagos again recorded the highest number on Wednesday’s infection tally.
It stated that the country’s epicenter of the virus recorded 219 out of the 535 daily total, representing a decline from its previous high figures of 356, followed by Akwa-Ibom state with 142 new cases and Oyo with 47.
Amongst others were; Rivers state with 17 reported cases, Jigawa and Edo 13 each, Ekiti and Bayelsa 11 each, Ondo -10, Osun-9, Plateau-8, Ogun and Kaduna 7 each, Kano and the FCT 5 each, while Gombe and Nasarawa reported 4 and 3 respectively.
The agency regrettably recorded five additional COVID-19 related death on Wednesday, keeping the death toll at 2,139 in the country.
The agency  said that 49 people have recovered and were discharged from various isolation centres in the country on Wednesday,adding that till date, 164,886 recoveries have been recorded nationwide.
It said that a multi-sectoral national emergency operations centre (EOC), activated at Level 2, continues to coordinate the national response activities.
It noted that the country has also tested more than 2.4 million samples for the virus out the country’s roughly 200 million population.

Five prospective corps members for the 2021 Batch ‘B’ Stream One National Youth Service Corps (NYSC) were on Wednesday feared dead when the vehicle conveying them for resumption at orientation camp was involved in an auto crash in Abuja.
A statement signed by Mrs Adenike Adeyemi, Director, Press and Public Relations, disclosed that the accident occurred at about 2:00 am on Wednesday along the Abaji/Kwali axis of the ever-busy Abuja-Lokoja highway, causing a traffic gridlock that lasted for several hours.
NYSC in a condolence message titled “Black Wednesday For NYSC Family read, “It is with a deep sense of sorrow that the Director-General, Management and the entire NYSC family commiserate with the families of five Prospective Corps Members that lost their lives in a ghastly motor accident at about 2 am today, Wednesday, 28th July 2021, along Abaji/Kwali Expressway.
 “The Director-General and Management also condole with the Governments and people of Akwa-Ibom and the Imo States over the tragic incident that has left the Scheme devastated.
“Indeed, it has been a black Wednesday for the NYSC Family. May God grant the families and loved ones the fortitude to bear the irreparable loss. May their souls rest in peace,” the statement added.
Buhari Promises To Increase  Education Budget By 50% 

President Muhammadu Buhari has promised  to increase the budget for the education sector 50 percent over the next two years.
He said this in  a document titled, Heads Of State Call To Action On Education Financing Ahead Of The Global Education Summit, signed as a form of commitment at the on-going  Summit  in London, United Kingdom.
“We commit to progressively increase our annual domestic education expenditure by 50% over the next two years and up to 100% by 2025 beyond the 20% global benchmark.”
The Summit which is being co-hosted by the Prime Minister of UK Boris Johnson and the President of Kenya Uhuru Kenyatta seeks to give opportunity for leaders to make 5-year pledges to support GPE’s work to help transform education systems in up to 90 countries and territories.
​“I join my brother, His Excellency, Uhuru Kenyatta, President of the Republic of Kenya to affirm our commitment to improve learning outcomes in our respective countries by ensuring equitable access to quality and inclusive education for all our citizens, with particular emphasis on the girl child.
“We fully endorse the call for more efficient use of resources and to significantly increase investment in education by strengthening institutions, promoting greater adoption of technology, building the capacities of our teachers and mobilizing additional financial resources through legal frameworks and deliberate intervention on a sustainable basis.

EFCC Arraigns Monarch Over Land Scam

Case Against Benue Assembly Deputy Speaker, Clerk In Alleged N5m Fraud  Closed By EFCC
The Economic and Financial Crimes Commission, EFCC, Ibadan Zonal Office, had  arraigned 82 years old  Chief Olagoke Samson Amoo- Onidundu who claims to be the Baale of Onidundu area of Akinyele, Oyo state before Justice Iyabo Yerima of the Oyo State High Court, sitting in Ibadan for alleged land fraud.
He was docked on a four count charge bordering obtaining money under false pretence, contrary to Section 1(1)(a) of the Advance Fee Fraud and Other Fraud Related Offences Act, 2006 and punishable under Section 1 (3) of the same Act.
The complainant alleged that he bought four acres of land from the defendant for Four Million Four Hundred Thousand Naira (N4, 400,000) but he was later denied access to the land by some people who claimed to be the actual owners of the land.
One of the counts reads, ”That you, Chief Olagoke Samson Amoo-Onidundu on or about the 19th August, 2020, at Ibadan within the Ibadan Judicial Division of this Honourable Court with intent to defraud, obtained the sum of Two Million Naira (N2,000,000.00) only from one Oluwagbemi Isaac Ashaolu by falsely telling him that the sum was part payment for the purchase of four acres of land you have secured for him, which you are in a position to deliver to him; which representation you knew to be false and you thereby committed an offence contrary to section 1(1)(a)of the Advance Fee Fraud and Other Related Offences Act, 2006 and punishable under section 1 (3) of the same Act.”
He pleaded not guilty to the charges slammed on him.
In view of his plea, prosecution counsel, Dr. Ben Ubi asked for a date for the commencement of trial. He also prayed the Court to remand the defendant at the Nigerian Correctional Centre.
The court adjourned the case till August 9, 2021 while the defendant was remanded at the Nigerian Correctional Centre, Abolongo.
In a related development, Justice Yerima convicted and sentenced one Aremu Ridwan Kunle to six months community service after finding him guilty of a criminal charge filed against him by the Commission.
Aremu was convicted on a six-count amended charge of obtaining money under false pretence contrary to Section 419 of the Criminal Code, 38 Cap. Laws of Oyo State, 2000. He pleaded guilty to the charge.
How Nigeria Can Achieve Economic Growth-NESG

The Nigerian Economic Summit Group,has given a recipe on how Nigeria can be freed from its current economic doldrums.
The  chairman of the NESG, Mr. Asue Ighodalo,gave the advice at the  inaugurating the Joint planning committee for the 27th Nigerian Economic Summit (NES#27),according to a statement by the group’s Head, Corporate Communications,Yinka Iyinolakan.
He  said that with the current state of the Nigerian economy, it has become essential for the country to adopt a different approach with a profound sense of urgency; in finding workable measures and concerted action towards achieving economic growth and national security.
He added with the present state of the Nigerian economy, increasing unemployment, pervasive insecurity and dwindling investments in critical sectors, the time is ripe to question the path for securing a long-term future for Nigeria that guarantees every citizen’s right to economic, social, political, environmental and physical safety.
According to him,gvernments at all levels must intensify efforts to address challenges of kidnappings, theft and other social vices, especially given that a secure environment is a pre-condition for economic growth, job creation and poverty reduction.
He added:“This 27th Nigerian Economic Summit will present a platform for stakeholders to highlight Nigeria’s core socio-economic vulnerabilities and the associated risks to come up with solutions that alleviate these vulnerabilities while exploring potential opportunities and priorities that will accelerate economic development”.
Mr. Ighodalo revealed that the NESG,  is currently collaborating with the Federal Ministry of Finance, Budget and National Planning towards developing the Long-Term National Economic Development Plan, the Nigeria Agenda 2050.
He said it was imperative that the 27th NES deepens the trust and collaboration between the public and private sector in enhancing the growth of the Nigerian economy.
The Minister of state, Budget and National Planning, Prince Clem Agba in his statement said that Nigeria’s inflation rate is showing a downward trajectory despite the challenges faced globally. He stated that the Summit provides a platform for effective partnership, strengthen relationships and that the conclusions and recommendations of the 26th Nigerian Economic Summit have been forwarded to the cabinet office and will soon be deliberated on by the Federal Executive Council.
Prince Agba revealed that the government is on the verge of completing the Medium and Long-term National Economic Development Plan which will serve as a successor plan to the long-term national vision 20:2020.
He said that the summit will galvanize stakeholders to commit to a sustainable economy and agree on a compact that compels stakeholders to ensure key recommendations are urgently implemented.
He stated that the Joint planning Committee for the 27th Nigerian Economic Summit are saddled with the responsibility of reviewing the report of the NES26, make preparations for NES27, articulate budgetary requirement, prepare a report of the summit and undertake any work that may lead to the success of the summit.
 He announced Mr. David Adeosun and Mrs. Ijeoma Taylaur as co-chairs and representatives of the public and private sectors respectively.
The first Nigerian Economic Summit (NES#1) was held from February 18-20, 1993. Participants at NES#1 concluded that it is imperative for the private sector to continuously dialogue and cooperate with the public sector. A Non Governmental Organization, NGO Network, working under the aegis of CSO Coalition for the Revitalization of Ajaokuta Steel Plant, has emphasized the need for President Muhammadu Buhari to bring alive  the Ajaokuta Steel Plant which has caused the country fortunes since it was conceptualized.
Project Director of the CSO,Mohammed Attah,told PremiumNews,that the development  was necessary in view of the huge economic potentials the plant would render to Nigeria  and the wider world.
Mohammed,who earlier addressed a letter  to the chairman, Ajaokuta Presidential Implementation Committee,said the plant can be used to fasten the country’s pace of industrialization which was dwarfed by the dreaded COVID-19 pandemic
The Ajaokuta Steel Plant,he said,was conceived and steadily developed with the vision of erecting a metallurgical Process Plant cum Engineering Complex and to generate upstream and downstream industrial, adding that economic activities critical to the diversification of the economy of the country into an industrial one.
According to him,the  Ajaokuta Steel Plant was designed to produce liquid steel via the blast furnace, a major and current technology for steel production around the world.
The group also noted that for several years till date, over 70% of world steel production is through the Blast Furnace Process Technology.
According to him,the steel sector is very critical to our national development because of its catalytic role and linkage effects on other sector of the national economy.
He added:  “It is an employment generator….Ajaokuta  Steel Plant in the first phase will yield 10,000 direct technical jobs and 500,000 indirect unskilled , semi- skilled and skilled jobs in the downstream and upstream industries as well as services. This will translate to improved living standard for our citizen it will enhance peaceful environment and bring about better security when our youths are gainfully employed
  “It will bring about technological growth. It will stimulate skill acquisition development. It will bring about infrastructural development. It will actualize wealth creation through value addition to our solid mineral resources.Steel development is a jealously and zealously guarded sector being strategic to the defense cells in the steel plant

He noted the efforts  of the Minister of Mines and Solid Minerals  to attract the attention of the Federal Government of Nigeria  to a commitment to jump start the reactivation and completion of Ajaokuta Steel Plant
He said the  commitment initiated the move for the meeting of President Mohammadu Buhari and President Putin of Russia in Sochi (Russia) in October 2019 that brought about the  Government to Government  agreement to reactivate , modernize, complete and operate  Ajaokuta Steel Plant.
He added:”This  effort has resulted  into the Federal government inaugurating the Ajaokuta Presidential Project Implementation Team(APPIT)  the committee saddled with  the implementation of the Government to Government agreement. This committee of which the Minister is the co – Chairman  has proceeded to achieve a lot towards realizing the goal, presently as soon as the COVID- 19 measures are relaxed for international flights the Russians are expected to come in for the Technical Audit of the Steel plant which is the first phase of the project implementation”
He emphasized the need for President Muhammad Buhari to redouble his efforts in giving a boost to the revitalization of the plant,saying Nigeria needs the facility to bolster the mines sector as well as reset its economy.
