Ministerial Scorecard: Despite suspending proposed Nigeria Air, Hadi Sirika  uplifts aviation sector after one year in office
 All Progressives Congress (APC) Legacy Awareness and Campaign (APC -LAC), a voluntary think-tank group,says  President Muhammadu Buhari administration is pursuing a silent revolution aimed at  transforming the aviation sector.
The group mentioned the major plank of the Roadmap to include the Establishment of a National Carrier, Development of Agro-Allied/Cargo Terminals, and Concession of the Major International Airports,
Other parts  of the revolution, the group claimed in a statement, include the establishment of Maintenance, Repair and Overhaul (MRO) Center, establishment of an Aviation Leasing Company, Development of Aerotropolis (Airport Cities), establishment of an Aerospace University, Designation of 4 International Airports as Special Economic Zones, Upgrade of Accident Investigation Bureau (AIB) and the Nigerian College of Aviation Technology (NCAT).
The group said  following the
launch of the Aviation Roadmap, the Aviation ministry has focused on implemention  of infrastructural renewal in some of terminal with the completion of the new Terminals of the Port Harcourt, Abuja and Kano International Airports, inherited from the previous administration while the new Lagos Terminal is very close to completion.
“A brand new runways have been constructed at the Abuja and Enugu International Airports, in 2017 and 2020, respectively. More than a dozen airports around the country have had Low Level Windshear Alert Systems (LLWAS) installed, to improve flight safety. Investigations revealed that the  Sosoliso and ADC plane crashes of 2005 and 2006 respectively were caused by the absence of LLWAS in the airports.
“The Lagos and Abuja Airports have had the Category 3 Instrument Landing System (ILS) installed – which provides the capability for landing safely and accurately in conditions of near-zero visibility. Another 3 Nigerian Airports have been scheduled to benefit this year”.
The statement signed by Ismail Ahmed, APC Youth Wing leader and DG PGF Salisu Lukman, also explained that concession process for the Lagos, Abuja, Kano and Port Harcourt International Airports  is ongoing, with completion of the process scheduled for 2022.
“Under President Buhari’s watch, the Nigerian College of Aviation Technology (NCAT) has acquired several new training aircraft, and has been recognised globally by the International Civil Aviation Organisation. Among other things the NCAT now has a brand new Boeing 737 Full Flight Simulator, as well as a fully-automated Fire and Smoke Aircraft Training Simulator, which now means that Nigerian personnel no longer have to be sent to Cameroon for training on tackling aircraft fires and smoke.
“The Accident Investigation Bureau (AIB) now has a world-class Flight Safety Laboratory, which means that Airplane Recorders, popularly known as “Black Box”, no longer have to be sent abroad for analysis. Furthermore, the AIB is now actively providing technical support and services to other African countries, including assisting Sierra Leone to set up its own Accident Investigation Agency, in 2021.
“To mitigate the negative impact of the Coronavirus pandemic on the sector, the Federal Government in 2020 released the sum of 5 billion Naira in bailout funds, which was shared amongst airlines, ground handling companies, travel agencies, flight catering services operators, and other stakeholders” they claimed.

Gunmen have abducted Madam Betinah Benson, the 80-year-old mother of the Secretary to the Bayelsa State Government (SSG), Mr Konbowei Benson.
She was kidnapped on Tuesday night at her residence in the Old Assembly Quarters in the Ekeki area of Yenagoa,a statement from

The victim was abducted at 11pm and taken to an unknown place by the bandits.
Butswat said:”Madam Betinah Benson, 80 years, was kidnapped on 20th July 2021, at about at about 2300 hours at her residence at Old Legislative Quarters,  Azikoro Road, Yenagoa. The kidnappers, who were dressed in military camouflage, stormed the residence and kidnapped the victim to an unknown destination.”
He also said the Commissioner of Police, Mr Mike Okoli and other detectives had visited the scene of Madam Benson’s abduction.
The statement added that the command had launched a manhunt for the rescue of the octogenarian.
Senate Urges FG On Concession Of  Eleme-Onne Road

The Senate Committee on Trade and Investment has implored  the Federal Government to give out the Eleme-Onne Road in Rivers State to a private investor for reconstruction and management.
Speaking at the Oil and Gas Free Zone in Onne during an oversight visit, Senator Francis Fadahunsi, chairman of the committee, expressed concern over the deplorable state of the road, and said the lone access road to the oil and gas industrial hub in the Eleme-Onne axis of Rivers State needs to be urgently saved from total disrepair in order to prevent adverse impact on industries located in the area that could lead to a massive loss of jobs and revenue to government.
The Eleme-Onne Road is part of the East-West Road network and serves as the only access to the Port Harcourt Refineries at Eleme; the Onne Port Complex; the nation’s flagship Oil and Gas Free Zone at Onne; the Indorama-Eleme Petrochemicals Company, which is the nation’s leading fertilizer producer and exporter; as well as the Notore Industries Limited, another fertilizer producer and promoter of the Notore Industrial City (a free zone).
The committee commended progress at the free zone after a tour of facilities at the special economic hub and presentations by the free zone regulator, the Oil and Gas Free Zones Authority (OGFZA), as well as free zond operators which included Intels Nigeria Limited and FMCEquip, makers of equipment for deep sea oil drilling. Senator Fadahunsi described Onne Free Zone as a successful initiative in public-private sector project and explained that the committee was conducting the oversight visit in effort to work with OGFZA and other stakeholders in the zone to generate more jobs for Nigerians.
OGFZA presented progress report in infrastructure development, increase in investments and export value, as well as human capital development to the committee. Following the presentation, Mr Umana Okon Umana, managing director of OGFZA, re-echoed  the call on the Federal Government to concession the Eleme-Onne section of the East-West Road. FMCEquip, operator in the free zone, in its presentation, reported 96 per cent compliance in local content laws and regulations, and paid tribute to OGFZA for being “very supportive;” Intels on its part briefed the committee on its billions of dollar investments in infrastructure in the free zone and community support in Rivers State, Cross River and Delta states.
Senate Indicts AGF Officials Over Loss Of $274.2m On External Loan

The Senate has revealed how officials of Accountant General of Federation made Nigeria to loose $274.2m on external loan.
The chairman of Senate Committee on Public Accounts,Senator Matthew Urhoghide,announced this in a report submitted to the upper chamber recently.
In its resolution,the Senate ihad asked the Accountant General of the Federation, Ahmed Idris to identify the officers responsible and sanctioned them for mismanagement of public fund in accordance with Rule 3115 of the Financial Regulations and for gross misconduct .
The Rule 3115 of the Financial Regulations reads, “an accounting officer who is queried for his failure to manage or spend public funds, effectively or who spends public money without due regard to economy contrary to FR 415 and fails to reply to the query, shall  be removed from the schedule and be disciplined in accordance with the Public Service Rules.”
The query to Accountant General of Federation from Auditor General of Federation titled: “Inconsistent Exchange Loss Difference on External Loans,” reads, “during the examination of Note 51 and Appendix to Note 52, it was observed that there was a total exchange loss difference of $278.2 million (N54.1bn) reported by the Office of the Accountant- General of the Federation in the document provided but this could not be found in the DMO document.
“Also, the criteria for arriving at the exchange loss difference of $274.2 million ( N54.1bn) was not disclosed.
“The Accountant General of the Federation in his response maintained that the closing balance is as provided by DMO while the exchange difference of $274.2 million (N54.1bn) was as a result of multiple currencies that were involved and single exchange rate.
“The Account-General of the Federation is required to provide the source (s) of the exchange loss difference of $274.2 million (N54.1 billion ) with documentary evidence.
“Provide the calculations showing  how these figures were arrived at and the reasons for the exchange loss for each of the figures should be explained .
“Disclose the source of Exchange difference in a note.”
The Senate, in its resolution after the presentation by Senator Urhoghide, upheld the recommendation of the Committee for officials involved to be sanctioned.

The mother of a 14-year-old student of Premiere Academy,Lugbe Abuja,Keren-Happuch Akpagher,has  disclosed how  condom and sperm discharge were found  in  her private part before her death.
Vivian Akpagher,told journalists on Wednesday in Abuja  she rushed her daughter to the hospital shortly after picking her from the school following the complaints of pains and weakness.
She disclosed that the doctor while trying to administer drips on her decided to insert a urinary catheter because of her weakness but surprisingly  found sperm discharge and condom left in her private part after a medical test.
According to her: ” All this story started on Friday 18th June 2021 when my daughter sent a message  and later called that we should come and pick her for medical attention that she has an eye infection.
” I told the school  matron that I will come and pick her and she said if I pick her on return she will be kept in isolation for seven days . She said there is an alternative for me paying and the school bringing her to the clinic for treatment and take her back . That was the first time I will hear that because I have been taken her out even for medical check up. I agreed to that and they brought her to me at Nisa Premier hospital and they attended to her.
She was brought in the company of a nurse and  teacher and when it was time to go back with them she asked me Mummy are you still leaving me to go back with these people.  I told her not to worry but to go and get her things together.
” On getting to school my daughter called again through the school phone that i should come and pick her and I told her that I came but the school did not allow me to come inside  but when she was crying I got angry “
It was at this point the mother put a phone call to the principal but she did  not pick. It was gathered  that the Principal later sent a text message that she should be released to her.
She explained that on getting to the school the  security asked her to wait that he would like to talk to the principal on phone while  keeping her at the gate for more than over an hour. But the Principal later came out with her daughter.
” I took my daughter home, but immediately we got home she wouldn’t eat she just went and switched off all the light. The next day she came to me that she vomited and she laid in my room with me. The next day she asked for water and  i noticed that she was not coordinated in her movement so I rushed her to the clinic.
” When we got there in the process of giving her drip they said because she was still weak they have to insert a urinary catheter in her and in the process  they saw a discharge . They tested her and they found  that it was condom  and throughout her stay in the clinic even she was in semi conscious state she was shouting  please let me go and urinate.
NCDC Announces 206 Cases Of COVID 19

The Nigeria Centre for Disease Control (NCDC)  has announced additional 206 new COVID-19 cases in the country as total infections from the virus rise to 169,884 as of July 20, 2021.
The agency said the new infections indicated an increase from the 146 cases announced a day earlier.
It  noted that there was no COVID-19 related death on Tuesday while the country’s total fatality stood at 2,128.
The agency disclosed that 23 people who had recovered from the disease were discharged from isolation centres across the country.
It disclosed  that till date, 164,733 recoveries were recorded nationwide in 36 states and the Federal Capital Territory.
It said  that the nation’s active cases stood at 2,286.
The NCDC added that the 206 were reported in 10 states: Lagos – 132; Akwa Ibom – 56; Ekiti – 5; Delta – 3; Rivers – 2; Enugu – 2; Jigawa – 2; Katsina – 2; Gombe – 1 and the FCT – 1.
The public health agency noted that “today’s report includes zero cases from Plateau, Sokoto, Kano, Oyo, Ondo, Osun, Nasarawa and Kaduna States.”
The NCDC noted that there were, however, more than 3,301 cases that were still active in the country.
The agency said the country had also tested more than 2.4 million samples for the virus out of the country’s roughly 200 million population.
The NCDC added that a multi-sectoral national emergency operations centre, activated at Level 2, had continued to coordinate the national response activities.
Nigeria Lost N53.26bn To Gas Faring In Two Months,Says NNPC

Nigeria lost an estimated N53.26bn in the first two months of this year as international oil companies and local players flared a total of 33.04 billion standard cubic feet of natural gas,according to the Nigerian National Petroleum Corporation,NNPC
It said  oil companies wasted 17.53 billion scf of gas in February, compared to 15.51 billion scf in February.
The NNPC, in its latest monthly report, said out of the 206.05 billion scf produced in February, a total of 133.06 billion scf was commercialised, consisting of 40.15 billion scf and 92.91 billion scf for the domestic and export market respectively.
It said this implied that 64.48 per cent of the average daily gas produced was commercialised while the balance of 35.52 per cent was re-injected, used as upstream fuel gas or flared.
Gas flare rate was 7.67 per cent in February (i.e. 565.52 million standard cubic feet per day), compared to 7.73 per cent in January (i.e. 554.01 million scfd).
In January, a total of 223.55 billion scf of natural gas was produced, translating to an average daily production of 7,220.22 million scfd.
Of the total gas output in January, a total of 149.24 billion scf was commercialised, consisting of 44.29 billion scf and 104.95 billion scf for the domestic and export markets respectively.
This indicates that 67.15 per cent of the daily gas output was commercialised while the balance of 32.85 per cent was re-injected, used as upstream fuel, or flared, the NNPC said.
According to the revised payment regime for gas flaring, oil firms producing 10,000 barrels of oil or more per day will pay $2 per 1,000 standard cubic feet of gas, compared to N10 per 1,000 scf in the past.
Firms producing less than 10,000 barrels of oil per day will pay a gas flare penalty of $0.5 per 1,000 scf.
